Delegations a) Dr. Zena Bedessee and Scott Lynch, Yog Fellowship Temple re: PDL-LEG-18-61, Authorization to Expropriate Lands (1st Report) for the Reconstruction of Fischer-Hallman Road (Regional Road No. 58) Extending from Approximately 500 meters South of Bleams Road (Regional Road No. 56) to Plains Road (Project 7122), in the City of Kitchener Dr. Zena Bedessee and Scott Lynch appeared before the Committee as members of the Yog Fellowship Temple and brought forward concerns with the expropriation. A copy of the notes are appended to the original minutes. In response to the Committee s questions, the delegation clarified that they would like the zoning of the lands changed, during the expropriation process.

P&W Minutes - 2-18/09/11 Debra Arnold, Regional Solicitor, stated that staff has been in discussions with the delegation and that the goal is to mitigate the impacts and to find solutions during the process. Redman That The Regional Municipality of Waterloo direct and authorize the Regional Solicitor to take the following actions with respect to the expropriation of lands for the proposed reconstruction of Fischer-Hallman Road (Regional Road No.58), extending from approximately 500 metres south of Bleams Road (Regional Road No.56) to Plains Road, in the City of Kitchener in the Regional Municipality of Waterloo as detailed in report PDL-LEG-18-61 dated September 11, 2018: 1. Complete application(s) to the Council of The Regional Municipality of Waterloo, as may be required from time to time, for approval to expropriate land, which is required for the reconstruction of Fischer-Hallman Road (Regional Road No. 58), extending from approximately 500 meters south of Bleams Road (Regional Road No.56) to Plains Road and described as follows: Fee Simple Partial Taking: i. P&W Minutes - 5-18/09/11 N. Kodousek highlighted the awards received by Water Services for the IAP2 Canada Visual Engagement and Water Environment Federation (WEF) Utility of the Future and presented the video used for the Biosolids Master Plan. Kaoru Yajima, Senior Project Engineer and Dan Meagher, Coordination Communications Water Services were recognized for their work and the IAP2 Canada Visual Engagement award was presented to the Committee. Staff noted that the video will be made public on the Region s Biosolids website. The report was received for information. Request to Remove Items from Consent Agenda Steve van De Keere, Director, Transportation responded to a question from the Committee that oversized load permits are dealt with on a daily basis. In response to the Committee question on building permit activity, Michelle Sergi, Director, Community Planning noted that a soft launch for an interactive map, showing the entire ION route and the surrounding development, will take place on the growth management website throughout the week. Motion to Approve Items or Receive for Information Moved by J. Nowak Seconded by K. Kiefer That the following items be approved: That Regional Council approve the installation of two wildlife tunnels and directional fencing to address the two highest priority turtle crossing locations along Roseville Road at Barrie s Lake, as per option 2 as recommended in report TES-TRP-18-12, dated September 11, 2018. That the Regional Municipality of Waterloo approve the Oversize Load Policy to regulate vehicles and/or loads on Regional roads that exceed recommended weight, length, width and height dimensions, as outlined in Appendix B of Report TES-TRP-18-13, dated September 11, 2018, with an effective date of January 1, 2019. That the Regional Municipality of Waterloo approve an amendment to Controlled Access By-law #58-87 for a maintenance access on the east side of Regional Road #58 (Fischer-Hallman Road), approximately 355 meters north of Regional Road #09 (Erb Street West) in the City of Waterloo, as described by Report PDL-

That the Regional Municipality of Waterloo pass a by-law to add to the Regional Road System to form part of Regional Road 8 (King Street East, City of Kitchener) the lands described as: Part of Lots 14 and 15, Plan 986, designated as Parts 1 and 4 on Reference Plan 58R-2205, in the City of Kitchener, being Part of PIN 2258-0082(LT) That the Regional Solicitor be directed to register notice of such by-law on title to the lands that are the subject of the by-law [PDL-LEG-18-62]. That the Regional Municipality of Waterloo pass a by-law to add to the Regional Road System to form part of Regional Road 17 (Sawmill Road, Township of Woolwich) the lands described as: Part of Lot 70, German Company Tract, (formerly Township of Waterloo), Township of Woolwich, as more particularly described in Instrument Number B-29995. And That the Regional Solicitor be directed to register notice of such by-law on title to the lands that are the subject of the by-law [PDL-LEG-18-63]. That the Regional Municipality of Waterloo direct and authorize the Regional Solicitor to take the following actions with respect to the expropriation of lands for the proposed reconstruction of Bridge Street (Regional Road No.52) in the Cities of Kitchener and Waterloo in the Regional Municipality of Waterloo as detailed in report PDL-LEG-18-51 dated September 11, 2018. 1. Complete application(s) to the Council of The Regional Municipality of Waterloo, as may be required from time to time, for approval to expropriate land, which is required for the reconstruction of Bridge Street, in the Cities of Kitchener and Waterloo and described as follows: Fee Simple Partial Taking: i. Serve notices of the above applications(s) required by the Expropriations

The Committee requested that staff email a response in regards to the status of the budget cap that was set with the Airport Master Plan. A Committee member noted that the capability of ION on the new bridge at Fairway Road should not be forgotten about in future planning.

Armstrong thanked staff for rededicating the Fountain Street Bridge, with the pre-existing plaque, and noted that the majority of the family attended. Councillor J. Nowak noted his appreciation to Phil Bauer, Director, Design and Construction, and staff, in regards to the Ament Line and Herrgott Road, roundabout for opening on time and the positive reviews being received by residents.
