Jason Mock On Site Management Attended C. 5 Home Owners present Mark Smith called Board Meeting into session at: 6:30 p.m. Mark Smith welcomed all in attendance. He reviewed that Kathy Lucier, President, has resigned as of January 31, 2018 and he has accepted the role as President. Topics of Discussion & Business Conducted Mark discussed the number of emails he had received Speaker phone for Board meetings o We tried but there were problems o Owner had volunteered to pay for a conference phone. o Jimmy Jackson will investigate other options o Jason Mock will contact FTC and see if the line will handle conference calls. Copy of contract with Low Land Communications (Dish Network) was located but there were no signatures. Several items in the contract were not fulfilled. Jimmy Jackson will get a signed copy Financials o Jimmy Jackson reported that we still owe the bank $53,333.00 for the railing. Pay off should be in August 2018. He reported that the final payment has been made to contractor. Questions were raised about some paint chipping and the cleanup has not been completed. Page 1 5
Jason has paint to repair chipping and is in the process of finishing the clean up Please let Jason know of any other problems due to the railing work or clean up o 2018 Budget was reviewed Concerns were raised re: taking $9,108.0 out of the reserve fund to cover the budgeted item of gutters, and adding $10,080.00 to the reserves. Request was made for Reserve Fund guidelines. Explained that $35.00 per quarter of HOA assessments is allocated for reserve funds o Jimmy reviewed the January financial statement and everything was in line and within budget. Questions were asked about the $11,956.64 past due HOA dues from Home Owners. Jimmy Jackson will ask Calhoun why late fees are not being collected. Jason gave a verbal quote on installing gutter guards and power washing all the buildings 1) $13,800.00 included cleaning gutters, installing gutter guards on the lake side of each building and power wash 6 buildings 2) $22,400.00 included cleaning gutters, installing gutter guards and power wash 6 buildings. 3) $52,000.00 included cleaning gutters, installing gutter guards on 6 building. Power washing 6 buildings including Club House. Painting all the white on all buildings Estimated time line begin work March 15 and completion April 15. 4) Jimmy Jackson made motion to approve the proposed $13,800.00 to clean gutters, install gutter guards on the lake side of each building and Power wash all 6 buildings. But only after the board receives a written contract with a start date, payment schedule, and list of all work to be done from Jason Mock. Only then would the Board would approve payment. Jeff Reeves seconded the motion and it carried. o The Board will review the contract and if all accept the work will get started Charles Murphy made a motion: That the assessment of $100.00 made on all shed owners at the May 10, 2017 Board meeting be overturned and all monies collected be refunded to said homeowners. This assessment is in direct violation of the HOA bylaws section 10 Assessments; Liability, Liens & Enforcement paragraph (a) page 11. Page 2 5
All assessment levied against the co-owners of Apartments and said Apartments shall be uniform and, unless specifically otherwise provided for in these By-Laws, the assessment made by the Board shall be in such proportion that the amount of assessment levied against each co-owner of an Apartment and his Apartment shall bear the same ratio to the total assessment made against all Co-owners of Apartments and their Apartments as does the undivided interest in General Common Elements appurtenances to each Apartment bear to the total undivided interest in the Regime; There was no second and the motion failed. Many concerns and comments have been raised about the marina, boat docks and Polly s. The Board explained that the HOA of North Shore has NO control over the marina, boat docks or Polly s and these issues need to be addressed to Jason Mock. We all need to co-exist with our neighbors. Rules and Regulations At this time the Board does not feel that the Rules and Regulations that are on the web page are applicable to North Shore and should be removed from the web page. In the future, rules and regulations needs to be addressed. Grounds Report Mike McCully gave a report to the Board NOTES FOR PROPERTY MANAGER AND HOA BOARD Thanks Mark Smith and the board for contracting for pre-emergent, broadleaf weed and fire ant control. Spraying was done Monday February 19, 2018. 1) Fix lights by entrance and waterfall 2) Paint or remove signs, especially one in front of clubhouse. 3) Remove cables to landscape lighting that is not working on waterfall and around pool. 4) Trim palms that are touching buildings. 5) Cut fallen branch in front of building E by fire pit 6) The owners who have a view of the pool and campground planted the trees and hedges to screen the campground. Please refrain from trimming hedges and 'limbing' the trees. 7) Use established driveways, not driving trucks and golf carts directly to the trash bins and through the trees planted for screening. 8) The landscape crew is doing a good job. They should be instructed to cut the irrigated Zoyosia grass at about 2 height and the non-irrigated Centipede grass at 2 1/2. The non-irrigated portion should be cut every other time they cut the irrigated grass and should include the portion from the woods by the entrance to the hedges planted in front of the campground including the portion closest to the hedge and woods towards the lake. LEAVE A 10' STRIP OF GRASS NOT CUT ALONG THE BANK BY THE LAKE. THIS IS NECESSARY TO PREVENT EROSION OF THE BANK. 9) The Landscape Committee met last week and had a good discussion. Among the ideas were: a. Plantings in front of the buildings can and should be planted and maintained by the owners at their expense. HOA is not responsible for flowers and herbaceous plants in front of the buildings or the patios on the lake side. Major expense, like palms or cherry trees are a HOA expense. b. Trish reported that she expects the Vinca planted in the entrance gardens should survive and not need replanting this year. More flowers will be planted in the beds alongside the pond. c. Plan is to put several low Junipers on the slopes of the waterfall. These should reduce the weed growth and make maintenance easier. These were purchased on February 19 at a cost of $68, that will be presented for payment. d. Everyone liked the flowers around the pool last year. Volunteers are needed to prepare the flower beds for planting. e. Annuals for planting around the pool and waterfall should be purchased at the SC Farmers Market sale the weekend of April 11. They have a very good selection of plants and reasonable prices. f. Follow Clemson recommendations for fertilizer: i. Fertilize after grass is completely green ii. Zoyosia can be fertilized twice at 0.5 pounds Nitrogen per 1000 sq. ft. iii. Centipede should be fertilized once with 0.5 pounds Nitrogen per 1000 sq.ft. The Board voiced their Thanks to the Home Owners that have planted and maintained the flower beds in front of the condos with approval from the on-site manager. No action was taken. Next Board meeting: Wednesday, April 25th at 6:30 pm at the club house Next Home Owners meeting will be June 15 th at 6:30pm at the club house. New Board members will be elected at this meeting.
