(;/ June 2, 2015 Consideration of the Granting of a Protective Easement for Utility Purposes to the San Diego Gas and Electric Company (SDG&E) on La Novia Avenue RECOMMENDATON: By motion, 1. Approve the granting of a Protective Easement for utility purposes on La Novia Avenue to the San Diego Gas and Electric Company (SDG&E); and, 2. Direct the City Clerk to process the recording of the Protective Easement with the Orange County Recorder. EXECUTVE SUMMARY: The San Diego Gas and Electric Company (SDG&E) is requesting an easement from the City of San Juan Capistrano to replace an existing switch that is currently located below ground to a new above ground switch with an antenna. The location of the existing switch is on the east side of La Novia Avenue just south of San Juan Creek Road. The new switch will be installed on City owned property behind the existing sidewalk as shown in Attachment 5. The new switch will be located approximately thirteen (13) feet south of the existing switch. Since the new switch will be installed on City owned property, an easement will need to be granted from the City to SDG&E. DSCUSSON/ANALYSS: SDG&E has submitted a request to the City for an easement to replace a below ground switch to above ground. The existing switch is outdated and has caused power outages. n 2014, five (5) power outages occurred averaging eight (8) hours each, one outage resulted in customers being without electrical power for 16 hours. The existing switch is below the street surface, inside a manhole, and cannot be repaired while energized. n order to repair the manhole switch, SDG&E crews must remove the water in the

These safety requirements must be adhered to which delays time to reenergize the power system. n order to alleviate the current situation, the existing manhole switch would need to be replaced with a new switch and Supervisory Control and Data Acquisition (SCADA) antenna which will be above ground. The new switch and SCADA antenna will provide easy access to the switch in the event that it fails. The new antenna installation will allow electrical service to be restored in a very short time period, via remote control, in the event of an outage. The new switch will be inside a utility box as shown in Attachment 4. The dimensions of the utility box are: ninety-six (96) inches in length, fifty-seven (57) inches in width, and sixty-one (61) inches in height. The antenna is fourteen (14) feet in height. SDG&E will be conditioned to screen the sides and back of the utility box as shown in Attachment 5. The screening requirements have been coordinated with the City's Development Services Department. The easement is necessary to build the switch and antenna above ground. The Protective Easement requested by SDG&E is eighty (80) square feet (4ft. x 20ft.). The City will grant the Protective Easement upon receipt of fees from SDG&E. FSCAL MPACT: The City will charge SDG&E $1,331.20 (80 sq. ft. x $16.64 per sq. ft.) for the Protective Easement on the City owned property. The value of land is $16.64 per sq. ft. which is based on $725,000 per acre as stated in Resolution 02-05-07-02 (Attachment 7) relating to park in-lieu fees. ENVRONMENTAL MPACT: Not applicable.
