RELATIONSHI TO OTHER LANS 1.0 INTRODUCTION The Municipal Lan Use Law in Section 40:55D-28. requires that the Master lan inclue a policy statement inicating the relationship of the propose Master lan to (1) the master plans an zoning orinances of contiguous municipalities, (2) the County Master lan, (3) the State Development an Reevelopment lan (SDR), an (4) the istrict soli waste management plan. These relationships are examine here. 2.0 CONTIGUOUS MUNICIALITIES The zoning map an lan use plans for the portions of the municipalities that abut Ranolph Township are illustrate on Figure XIII-1 Zoning for Surrouning Communities. There are nine (9) Morris County municipalities that borer Ranolph. Chester Township Chester Township borers the Township s southwest bounary. The ajacent zoning in Chester generally permits single-family etache resiential uses on lots from one to two acres, an in some areas greater than two acres. ublic, open space an recreational uses are also permitte. These are compatible with the uses propose in Ranolph, incluing the neighborhoo commercial uses along Dover-Chester Roa in Ironia. Roxbury Township The northern portion of Ranolph s western borer abuts Roxbury Township an is marke by the Black River. Roxbury s Open Space Government Use zoning abuts similar zoning in Ranolph in the vicinity of the Alamatong Well fiels. Ranolph s long staning inustrial zoning along the borer has strict environmental controls an has compatibly existe with the neighboring lan uses in Roxbury. Route 10 crosses the borer into Roxbury in the northwest corner an the commercial zoning along this bounary remains compatible. Roxbury has change the commercial zoning north XIII-2
of Route 10 from general business to profession office / resiential. The resiential zoning with lots of less than one acre has change to a lower rural resiential zoning ensity. Mine Hill Township Mine Hill abuts a portion of Ranolph s northern borer. The uses permitte along the bounary in Mine Hill inclue single-family resiential along with townhouses, office/inustrial uses an other multi-family housing. These are generally compatible with the ajacent Ranolph zoning. Morris County s Heen ark also extens across the borer between the two communities. Town of Dover Most of the common bounary between Dover an Ranolph, along the Township s northern borer is zone small lot single-family resiential in Dover. This is compatible with the lan uses in Ranolph. A small area of inustrial zoning is locate in the eastern-most portion of the borer. This is consistent with the zoning in Ranolph. Borough of Victory Garens The small community of Victory Garens is almost entirely surroune by Ranolph Township with small portions abutting Dover. The Borough contains single an multi-family zoning istricts as well as business an light inustrial zoning. They are all compatible with the neighboring areas of Ranolph Township. Township of Rockaway The very northeast corner of Ranolph is borere by Rockaway Township. The entire bounary area in Rockaway is zone for inustrial use, which is compatible with similar zoning an lan use in Ranolph. This bounary is marke by the Rockaway River. Township of Denville The Township of Denville occupies most of Ranolph s eastern borer. The zoning along the Route 10 corrior, where it crosses the borer is generally compatible. Denville has business an office/business zoning in this area. There is multi-family zoning along the northernmost contiguous area of Denville, which is ajacent to inustrial zoning in Ranolph. The remainer of the share borer is zone for single-family etache wellings, which is similar to the zoning in Ranolph. Morris Township Morris Township abuts the southeast borer of Ranolph. That portion of Morris Township is zone for single-family wellings an open space government use along West Hanover Avenue. The zoning in this area is compatible with that of Ranolph. XIII-3
Township of Menham The entire southern bounary of Ranolph is borere by Menham Township. All of the area in the ajacent portions of Menham is zone for single-family resiential wellings. The eastern section permits minimum lot sizes of 20,000 square feet an the western half permits two (2) acres minimum lot sizes. 3.0 MORRIS COUNTY LANS The last lan use plan complete by Morris County was aopte by the Morris County lanning Boar in December 1975. The County s Future Lan Use Element was built upon two basic principals that remain relevant toay. They were inclue in the plan s introuction an are as follows: 1) That all future evelopment procee only after careful analysis of environmental consierations, an within any limitations impose by such an analysis; 2) That future growth be clustere, in orer to preserve open lan, an to rener utility services an public transportation feasible an economical. The plan ientifie centers aroun the county an recommene the clustering of future growth aroun these efinable town centers. Within Ranolph Township, the Mount Freeom Center was ientifie an the plan state: The aition of more commercial facilities to those presently existing in Mount Freeom an provisions for a variety of housing types coul create in Mount Freeom a viable center with local significance, an a focus for the iffuse community existing in the area at present. The size of such a community is projecte at 10,000 with roughly half accommoate in high an meium ensity housing applicable for that region. The general intent an objectives of the 1975 county plan are compatible an consistent with the recommenations of Ranolph s plans. The Morris County Soli Waste Management lan was last upate in March of 1985 an was prepare by the Morris County Soli Waste Management staff. The Ranolph Master lan is compatible with the proposals of the soli waster master plan. 4.0 STATE LANS This plan inclues extensive iscussion of the State Development an Reevelopment lan (SDR) an the Highlans Water rotection an lanning Act in the Lan Use lan. That iscussion is reference here. As was state in the Lan Use Element, it is the intent of this master plan to be generally consistent with the state plans.
