PLAN & ZONING COMMISSION 2018 Annual Report BACKGROUND The Fort Dodge Plan and Zoning Commission has seven members and meets on the second and fourth Tuesdays of each month at 4:00 p.m. The Commission is primarily and routinely involved in land use planning issues including: rezoning requests, subdivision review, street and alley vacation requests, ordinance amendments, and miscellaneous development issues, such as subdivision standards, annexation, and review of urban renewal and urban revitalization plans. The Plan and Zoning Commission researches each case and then reviews the information. A recommendation for or against the case is, subsequently, made to the Fort Dodge City citing their basic reasoning. The following pages contain a general summary of the Plan and Zoning Commission s activities for the 2018 calendar year. 4. Subdivisions: Case# Proposal Summary Date Gypsum Creek Crossing Subdivision. Preliminary Plat review was for entire ~140 units/70 duplexes proposed as part of all phases. Final Plat review was for the first 22 units/11 duplexes only. Preliminary Plat 2/27/2018 Final Plat 5/8/2018 Final Plat review of Soldier Ridge Estates Replat. Split of land as a result of the condominium association dissolving in this area along Soldier Ridge Drive. Final plat review of Woodruff Forest Subdivision. The creation of two singlefamily residential lots along Forest Avenue between 10 th and 11 th Avenue North. Final plat review of Williams Bend Plat 2 Final Plat. Replat of Lots 4249 of the 2017 Williams Bend Subdivision. Review of Dutchmans Commons Subdivision. Subdivision proposes 30 units/ 15 duplexes along proposed 23 rd Place North and North 14 th Drive in Lot 72 area of Williams Bend Subdivision. Final Plat Review of Williams Bend Apartments. 5. Urban Renewal Plan Amendment: The below amendments were considered and recommended for approval by the Commission. Anytime the City has a project in its Urban Renewal Area where Tax Increment Financing (TIF) will be used, the plan needs to be updated to correspond with the project. Amendment at April 10 th Meeting: this amendment considered by the Commission and approved by was for the inclusion of the Gypsum Creek Crossing Subdivision as part of the City s Housing Urban Renewal Area. Gypsum Creek Crossing will be constructing ~140 units/70 duplexes once all phases of development have been completed. The Development Agreement notes that TIF incentives to the developer shall not exceed $4,000,000/cost of infrastructure improvements. Amendment at May 8 th Meeting: the same amendment considered at the April 10 th meeting, with the exception that the legal description used as part of documents considered by was updated to correct a staff error. Amendment at August 28 th Meeting: the amendment considered by the Commission and approved by City was for the inclusion of the proposed Oak Hill Townhomes project as part of the City s Housing Urban Renewal Area. JMAE LLC is proposing construction of 12 townhomes along 2 nd Avenue South between 9 th and 10 th Street. The Development Agreement notes that TIF incentives to the developer shall not exceed $330,000/cost of infrastructure improvements. 6. Other: 2018 Annual Election of Officers January 9, 2018 meeting. 2017 Annual Report January 9, 2018 meeting. Introduction of Central River District Plan March 13, 2018 meeting. Once finalized and adopted, this plan will guide for development generally west of 3 rd Street between the Riverfront and Downtown. Snyder & Associates is currently drafting this Plan. Once a final draft is ready in 2019, the Commission will review for recommended approval by. No action by at 3/13/2018 meeting. Introduction of Extraterritoral Study July 24, 2018 meeting. The City has entered into a contract with Snyder & Associates to conduct an Extraterritorial Study. This Study will address annexation topics within 2 miles of Fort Dodge s city limits. This will be a multiphased study. The first phase will involve mapping. Later phase(s) will involve detailed strategies. No action by at 7/24/2018 meeting. 5
