. 1. Performance of Akshaya (2012-13): Akshaya, a project of Kerala State IT Mission was launched on 18th Nov 2002 by then president His Excellency APJ Abdul Kalam to bridge the digital divide. Akshaya works on Public Private Participation (PPP). The investment for setting up and operation of the e-centers is made by the entrepreneurs. The AECs act as delivery point for citizen services. Akshaya aims at creating social entrepreneurs who will run his business in close coordination with Local self govt. The Akshaya Project office (not-for-profit) provides unique value proposition in managing and promoting the entrepreneurs (VLEs). Akshaya has a continuous focus on the success of the individual VLE. 2. Mission : To Bridge the Digital Divide 3. Vision :Gateway to opportunities 4. Transaction worth Rs.350 crores Filed 6.5 lacs online Application for Ration Card Over 1cr citizens enrolled under UID through Akshaya Centers. Total monthly income of Akshaya Entrepreneurs from G2C service is increased from 15lacs to 3 crore. Created direct / indirect employment to 20,000 personnel e-district project launched in other 6 districts. Registered over 5.4 lacs farmers in Farmers data Base of Agricultural Dept. Registered over 5000 shops for Grand Kerala Shopping Festival Season-6 3

Issue of class B& C Digital Signatures to Entrepreneurs a. e-learning i. e-literacy: Akshaya Started with e-literacy project in 2002 with the mission to make at least one member in each of the of 64 Lakh families e-literate. Survey was conducted with the help of LSGIs to identify the beneficiaries. 32.8 lacs citizens got benefitted out of the program. ii. IGNOU Courses: Akshaya is one of the largest partners of Indira Gandhi National Open University. 4000 students have been registered for various IGNOU courses through Akshaya Centers so far. iii. Intel Learn: IT enabled education program.it aims at developing digital literacy, critical thinking and collaboration skills in children from the ages between of 8 to 16 by providing computer education to 5
them. The program uses a community based after school setting. The plan it, Do it, and share it approach in Intel Learn Program is applied by students in academic and other communities. Over 100K students have trained through Akshaya Centers so far. iv. E-vidya certificate course in Office Management: It is a government certified course implemented through Akshaya e-kendras to impart in-depth training on the different aspects of computer. It gives practical oriented training on Microsoft Word, Microsoft Excel, Internet, Malayalam word processor, World Wide Web and operating systems. More than 6000 students got trained under this so far. v. Medical Transcription : Akshaya act as a partner of KELTRON Medical Transcription course. vi. Insight: An ICT based training Course designed to impart Computer Training to the visually challenged was launched by KSITM in cooperation with IGNOU is implemented through Akshaya. vii. DOEACC and C-DIT Courses: Akshaya imparts advanced and Job oriented computer courses of DOACC and C-DIT to the citizen. viii. Kudumbashree Computer Training: Provided 30 hours Computer Training to 5 members each from 1061 CDS Members of Kudumbashree ix. Training in Malayalam Computing: Akshaya in association with IT Mission is providing Malayalam Unicode training to government officials of various departments. x. Basic Computer training to Jail Inmates: Basic computer training to Jail inmates are imparted through Akshaya. xi. Online Entrance Coaching b. G2C Services: i. Registration of Comprehensive Health Insurance Scheme: Comprehensive Health Insurance Agency of Kerala (Chiak) is the nodal agency for the implementation of Rashtriya Swasthy Bima Yojana in Kerala. Akshaya in on behalf of Chiak has taken up the following projects Chiak Renewal : 17lacs families Mar 2012 Chiak Registration: 35 lacs 6
ii. E-manal: online sand distribution system through Akshaya Centers by Department of Industries, Govt. of Kerala. One Akshaya centre in every panchayat has been converted to a Nirman online centre, besides two each in municipalities and three in the Corporation. iii. Online Application of Ration card: Online Application for Ration Card: Department of Civil Supplies has launched the facility to submit online Application for Ration card through Akshaya. More than 6.4lacs online application filed so far. iv. E - DISTRICT SERVICES : Inaugurated on 17th Dec 2010 in Kannur. e-district is a state Mission Mode Project Under the National e-governance plan. The project aims to backend computerization to e-enable the delivery of the services through common service centers. Over 1cr enrollment has been completed. Kerala is in top3 positions as far as the number of enrolment is concerned in which Akshaya has contributed over 50% of the total enrolment. vi. NRK Welfare fund : Akshaya has been designated the agency for collection of yearly subscription amount from the members of the welfare fund. The large network of centres will be easily accessible to the members or their relatives. vii. KEAM Admit Cards: Admit Cards for Kerala Medical and Entrance Exam will be given though Akshaya Centers. viii. E-grantz: Online application for scholarship for SC/ST students. More than 2.5 lacs application have been filed till date ix. SSLC Results: Facility to know SSLC Results and to provide mark list print out. x. ME Registration for GKSF: Akshaya has registered over 5000 shop keepers Grand Kerala Shopping Festival. xi. Farmers Data Entry: Akshaya in association with Dept. of Agriculture has registered over 5.5 lac farmers. c. B2C Services i. e-payment :Akshaya has rolled out many e-services through the Akshaya e-centers (CSCs). The e-centers act as decentralized information hubs and service delivery points offering various services. ii. Micro Insurance of LIC - Akshaya is act as an agency for implementing Micro insurance of LIC. About 1 crore worth transaction were done through Akshayain the last year iii. E-Ticketing: Akshaya has tie up with Indian Railway Catering and Tourism Corporation Ltd. and Akshaya entrepreneurs plays the role of IRCTC agents and through Online Passenger Reservation Systems provides booking facility of Railway tickets online and offers other services like checking reservation status to the citizen No. of Tickets booked so far- 85000 Transactions -6000/ month iv. SPARK- Service and Payroll Administrative Repository of Kerala :Government of Kerala has launched a web based G2E integrated solution for Service and Payroll Management is an attempt to bring the payroll and finance related activities of these employees within a single application This system allots Peranent Employee Number (PEN) on registering the Service Book of the employee Thereafter PEN will be the important code to identify the employee in the SPARK database e. C2C Service i. Entegramam: is an online community portal launched by Akshaya in Malayalam. The site is maintained by the citizens of each village. The Government facilitated setting up of the portal and allows villagers to submit articles which are edited by philanthropic editors who upload the articles on the portal. Each web portal covers detailed information of the Panchayat. Each village has its own space in the portal and the information ranges from a catalog of useful services locally relevant news and announcements also find its way to the portal. 8
ii. Labour Portal: Online community portal launched by IT Mission through Akshaya. Piloted in Kannur. More than 9000 Laborers registered. Website www.labourbank.entegramam.gov.in f. G2B Service i. e-filing: This is a G2C service launched by commercial tax department with the help of Akshaya. Dealers not having Internet facility will be able e-file.
