1.0 Introduction These lead safe renovation specifications are based on the Owner s renovations plans and a Lead Risk Assessment performed by m.a.c. Paran Consulting Services, Inc. (m.a.c. Paran). Ms. Barbara Cox, a licensed Lead Risk Assessor (License # LA-006241), conducted the Lead Risk Assessment on January 25, 2011. A copy of the report is on file with the Owner. Paint containing lead equal to or greater than 1.0 mg/cm 2 is considered to be lead-based paint per the Department of Housing and Urban Development (HUD) and Environmental Protection Agency (EPA) definitions. A federal law requires contractors who disturb lead-based paint (per the HUD/EPA definition) in homes, child care facilities, and schools be trained and certified as lead renovators, following specific work practices to prevent lead contamination. This applies to renovation, repair, and repainting activities. 2.0 Conditions All lead renovation activities are to be performed by appropriately licensed or certified companies and workers as required by the Ohio Department of Health (ODOH), EPA, and HUD, and be performed in accordance with the specifications. All work scope quantities provided are approximates, and should be verified by the contractor in the field. Please refer to the enclosed building diagram for reference. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and Local regulations. This includes work practices, transportation, disposal, and protection of workers, contractors, visitors, and persons occupying areas adjacent to the project site. The Contractor shall be responsible for medical surveillance and recordkeeping as defined in the Occupational Safety and Health Administration (OSHA) Lead in Construction 29 CFR 1926.62. The Contractor shall hold the Owner and m.a.c. Paran harmless for failure to comply with the scope of work, transportation, disposal, safety, health, or regulatory standards on the part of themselves, their employees, or subcontractors. The Contractor shall be responsible for submitting appropriate notifications to the Ohio Department of Health (ODOH), as necessary, prior to the start of work.
3.0 Scope of Work The scope of work is determined by the Owner s renovation plans. Any changes desired by the Contractor regarding the scope of work shall be approved by the Owner prior to onset. 3.1 Strip and Seal Door Components Remove the door, plane, cut, trim, and sand edges as necessary to adjust the fit for friction free opening and closing. The fit should be no closer than 1/16 from the top, outside jamb, and floor. Subsequent to fitting the door, remove paint from friction and impact surfaces of the door and jam, including door edges (side, top and bottom) and 1 around the door edge where it strikes the stop using non-caustic strippers or wet planing. Additional non-intact surfaces of the components listed shall be wet scraped and wet washed to remove any non-intact paint and encapsulated with an Ohio approved encapsulant paint product. A list of approved products can be found on the ODOH website (http://www.odh.ohio.gov/pdf/lp_lists/encalist.pdf). To reattach the door, refit the strike plate and/or lockset, if needed, for proper closure and locking. Replace hinges and any other hardware necessary for proper closing. Plug existing screw holes prior to installing the new hinges. Finish or repaint all damaged and deteriorated areas to provide a neat finished appearance to match existing conditions, or as specified in the renovation plans. 3.2 Enclose The components listed below shall be wet scraped and wet washed to remove any non-intact material. The Contractor shall mark lead paint at 4 foot intervals on the prepared surfaces. Once approved by the Owner, the Contractor shall place 3/8 inch drywall horizontally (or Glid-Wall) over existing surface using screws 8 inches on center and adhesive beads 16 inches on center. Repair unsound substrates and structural members that will support the enclosure as needed. Caulk seams at doors and window casings and the perimeters of each sheet. Install J channel over ends where casings have been removed. Extend or remount switches and outlets. Use greenboard drywall in bathroom applications. The Contractor shall tape, coat, sand, and prime hung drywall. Mildew, dirt, and loose debris must also be cleaned from the surface using a general surface cleaner. Once wet scraped and cleaned, fill any cracks or surface irregularities with a surface patching compound. Thoroughly wash all surfaces with potable water, allow to dry completely. Prime all water stains and repaired surfaces with an approved stain-blocking primer. The Contractor shall not apply encapsulant or cover the substrate until the surface preparation has been approved by the Owner s representative. Apply the encapsulant to proper thickness as indicated by ODOH. A list of approved products can be found on the ODOH website (http://www.odh.ohio.gov/pdf/lp_lists/encalist.pdf). A mil gauge must be on site when applying the encapsulant. Repair and replace deterioration where needed.

3.4 Remove and Replace Remove the components listed below while misting with water throughout the process. The removed component may be wrapped in 6-mil polyethylene sheeting, and disposed of in its entirety. If items are not wrapped, the Contractor shall establish a plastic lined walkway to truck or dumpster for disposal. Dispose of all waste defined as hazardous or non-hazardous in compliance with state regulations. The Contractor shall not install new components or cover the substrate until the surface preparation has been approved by the Owner s representative. New wood components shall be primed with an approved primer/sealer. If a visual clearance inspection fails, the Contractor shall be responsible to correct the situation in order to pass clearance. 3.6 Final Clean (Entire Residence) The Contractor shall be responsible for achieving HUD level lead clearance for the entire residence (interior and exterior, as applicable) including all accessible areas such as attics, storage spaces, basements, garages, hallways, and common areas. Areas subject to dust wipe tests include but are not limited to floors, window sills, and window troughs. Following HUD protocol, each unit in a multi-family dwelling with less than 20 units must be sampled independently. Note: Laboratory results from the Lead Risk Assessment showed elevated lead dust levels throughout the structure. The Contractor shall wait at least one hour after active renovation activities have ceased to let dust particles settle before beginning final cleaning activities. The Contractor shall use a vacuum equipped with a HEPA filter to vacuum all horizontal surfaces and any other surface potentially contaminated from work activities. After vacuuming, wash all surfaces with a suitable cleaning agent and rinse. The cleaning solution should be changed after each room is cleaned or when the solution appears dirty, whichever comes first. The HUD protocol of HEPA vacuum, wet wash,
and HEPA vacuum is recommended. After final cleaning, the Contractor should perform a visual examination to ensure that all surfaces requiring lead hazard control have been addressed and all visible dust and debris have been removed. Dust samples must meet the HUD lead clearance levels of 40 µg/ft 2 for floors, 250 µg/ft 2 for window sills, and 400 µg/ft 2 for window troughs or exterior surfaces, as established by the HUD and ODOH. The EPA and HUD hazard/clearance criteria for exterior surfaces is 800 µg/ft 2 ; however, the ODOH has a more stringent level of 40 µg/ft 2 for exterior floors on surfaces considered exterior living spaces (i.e. porches large enough for children to use as play areas).
