Gwinnett County Planning Division Special Use Permit Application Last Updated I 2/20 I 5 SPECIAL USE PERMIT APPLICANT'S RESPONSE STANDARDS GOVERNING THE EXERCISE OF THE ZONING POWER PURSUANT TO REQUIREMENT OF THE UNIFIED DEVELOPMENT ORDINANCE, THE BOARD OF COMMISSIONERS FINDS THAT THE FOLLOWING STANDARDS ARE RELEVANT IN BALANCING THE INTEREST IN PROMOTING THE PUBLIC HEALTH, SAFETY, MORALITY OR GENERAL WELFARE AGAINST THE RIGHT TO THE UNRESTRICTED USE OF PROPERTY AND SHALL GOVERN THE EXERCISE OF THE ZONING POWER. LETTER OF INTENT FOR SPECIAL USE PERMIT APPLICATION OF 3646 HADLEY PLACE SNELL VILLE, GA This Special Use Permit {"SUP") application is being submitted by Bonnie J Binkley (the "Applicant") on behalf of Salaama Christopher (the "Owner") for the purpose of adding an accessory building ("Carport") with a metal exterior to the Owner's real property located at 3646 Hadley Place, Gwinnett County, Snellville, Georgia 30039 (the "Property"). The Owner proposes to erect on her Property an 18' x 45' {810 square feet (sf)) enclosed Carport with a steel exterior built by Steel Building & Structures, Inc. and designed by Moore & Associates Engineering & Consulting, Inc. A copy of the design documents are provided in Exhibit A. The Property, located in the Mountain Cover neighborhood, is 1.1 acres in size and consists of a 1,636 sf single-family residential home situated on the northern portion of the Property, a stone patio and gravel driveway enclosed by a six-foot high wooden fence. The Property continues for approximately 190 feet southwest beyond the southern edge of the wooden fence, which portion of the Property is undeveloped and consists of mature trees and other vegetation. Residential properties surround the Property on the north, east and south sides and Hadley Place abuts the Property on the west. The property has existing mature trees and vegetation that will provide a natural barrier between the proposed Carport and the surrounding properties and the fence provides an additional barrier. An Aerial Photograph( Google 2016) and a Site Plan/Boundary Survey, both of which include the proposed location of the Carport, are attached as Exhibits Band C, respectively. Protective measures are currently in place to alleviate any undesirable views. Significant mature trees and other vegetation surround the Property on three sides and a six-foot high wooden fence surrounds a portion of the Property. The proposed location of the Carport (see Exhibits Band C) is on the southern portion of the existing gravel driveway beginning approximately 25 feet north of the southern fence line and extending southwest along the gravel driveway to approximately 20 feet beyond the existing fence. Fence panels will be removed to allow for placement of the Carport, the balance of the fence will remain in place. The existing trees, other vegetation and fence will act as a visual buffer to block the view of the proposed Carport from Hayden Street and the surrounding properties. In addition, there is a significant difference in grade between Hayden Street and the proposed location of the Carport {The elevation of the proposed location of the Carport is approximately twenty-five {25) to fifty {50) feet higher than that of the road.). This natural feature would also serve to block the Carport from the line of site of the majority of passers-by (pedestrian, vehicle & otherwise), further alleviating any adverse impact. The addition of the Carport will not negatively impact the exterior character of the primary dwelling which will be preserved in its residential state and the presence of the protective measures described above will result in no outside evidence of the presence or operation of the special use to the neighborhood. We submit that the existing vegetation, mature trees, fence and the elevation of the proposed siting of the Carport are sufficient measures to prevent the Carport from having any adverse impact on the Owner's or the neighboring properties. However, should the Gwinnett County Board of Commissioners, Planning Commissioners & staff determine otherwise, we are prepared to add additional mature trees in front of the western fence line, east of the existing tree adjacent to the gate by which the backyard accessed.
