Paris Agreement work programme 1. Congratulates Parties that have ratified, accepted, approved or acceded to the Paris Agreement 2. Expresses its appreciation to the subsidiary and constituted bodies for their work on the implementation of the work programme under the Paris Agreement; 3. High level ministerial dialogue on climate finance 7. Welcomes the third high-level ministerial dialogue on climate finance, convened in accordance with para. 13 of decision 3/CP.19; 8. Notes that the dialogue highlighted progress and remaining barriers to translating climate finance needs into action and to enhancing developing countries access to climate finance; 9. Also notes that the President will summarize the deliberations of the dialogue for COP 25 in accordance with para. 13 of decision 3/CP.19; 2

Congratulates Parties that have accepted the Doha Amendment to the Kyoto Protocol; 13. Underscores the urgent need for the entry into force of the Doha Amendment and calls on Parties to the Kyoto Protocol that have not done so to deposit their instruments of acceptance with the Depositary as soon as possible; 14. Welcomes the 2018 stocktake on pre-2020 implementation and ambition, and reiterates its decision to convene another stocktake at its twenty-fifth session, pursuant to decision 1/CP.23, paragraph 18; 15. Urges developed country Parties to step up their actions to mitigate greenhouse gas emissions and to increase technology, finance and capacity-building support to enable increased mitigation and adaptation ambition by developing country Parties, addressing any gaps in such support, and underlines the importance of achieving the goal of collectively mobilizing USD 100 billion annually by 2020; 16. Urges developing country Parties that are implementing their nationally appropriate mitigation actions (NAMAs) to consider further action, recognizing that NAMAs are to be undertaken in the context of sustainable development, supported and enabled by technology, finance and capacity-building; VI. Leaders Summit 17. [Welcomes] [supports] the participation of Heads of States and Governments in the Leaders Summit convened in Katowice, Poland, on 3 December 2018; 18. Notes the Solidarity and Just Transition Silesia Declaration and the need to take into account the imperatives of just transition of the workforce and the creation of decent work and quality jobs; VII. UN Climate Summit in 2019 19. [Welcomes] [supports] the initiative of the UN SG to convene a Climate Summit in 2019; 20. Calls on Parties to participate in the Summit; 21. [Invites] [calls on] Parties that wish to participate in the Summit, to demonstrate, through such participation, their increased ambition in action to address climate change and the provision of related support; 3

Congratulates Parties that have accepted the Doha Amendment to the Kyoto Protocol; 2. Paris Agreement work programme 2. Expresses its appreciation to the COP for overseeing the implementation of the work programme under the Paris Agreement by the subsidiary and constituted bodies; 3. Expresses its appreciation to the subsidiary and constituted bodies for their work on the implementation of the work programme under the Paris Agreement; 4. II. Matters relating to Article 11 of the Paris Agreement and paragraph 81 of decision 1/CP.21 5. Recalls Article 11, paragraph 5, of the Paris Agreement; 6. Recalls decision 1/CP.21, paragraph 81; 7. Recognizes the importance of capacity-building under the Paris Agreement in enhancing the capacity and ability of developing country Parties, in particular countries with the least capacity and those that are particularly vulnerable to the adverse effects of climate change, to take effective climate change action; 8. Decides to consider at its second session (2019) any recommendations from the Conference of the Parties, at its twenty-fifth session (November 2019), pursuant to decision 1/CP.21, paragraph 81; 9. Decides to consider and adopt at its second session (2019) a decision on the initial institutional arrangements for capacity-building. 6
