HKIA List of Band 3 Architectural Consultants The Third Quarterly General Meeting2018 Honorary Secretary Report 20 September 2018 There were currently 198 HKIA Registered Practices. There were currently 71 Registered Practices on the List of Band 3 Architectural Consultants. 3. Practices Matters Proposed Security of Payment Legislation (SOPL) Further to the issuance of joint institute letter to DEVB regarding the proposal of excluding the adjudication of the decision on Extension of Time claim from SOPL on 13 April 2018, HKIA Task Force met on 11 June 2018 and reviewed to issue a follow up letter to DEVB to enquire on the status. HKIA, HKIS, AAP and ACQS met on 12 June 2018, 14 August and 31 August 2018 to update the status and further discuss the way forward. A meeting was held with DEVB on 31 August 2018 to discuss the subject. HKIA invited DEVB to give a briefing to HKIA members on draft SOP Bill. DEVB advised that the briefing would be held after the industry briefing sessions had completed. Building Information Modelling (BIM) HKIA BIM Accreditation Programme Upon endorsement of the framework of the HKIA BIM Accreditation Programme by the Council, HKIA informed ArchSD about HKIA s initiation and the framework of the System on 15 June 2018. The HKIA Taskforce would proceed to formulate the implementation timeline and details. BIM Contract Alliance HKIA accepted the invitation of HKIS to join the BIM Contract Alliance to review the proposed BIM Contract Conditions for construction industry. Contract and Dispute Resolution Committee and BIM and IT Committee would represent HKIA in the Alliance. BIM Scope of Work Since most of the clients currently referred to BIM Uses in DevB TC and CIC BIM Standard (Phase 1) in the Scope of Works, instead of developing additional scope of works document, BIM and IT Committee planned to review and propose additions/ amendments to CIC BIM Standard. BIM Training Programme BIM training programme for members with CPD hours was under planning. BIM Seminar/ Sharing Sessions BIM & IT committee were planning to hold CPD seminars /sharing sessions, including CITF briefing by CIC, BIM implementation - successful stories sharing, OpenBIM and draft BIM Contract Conditions. Update from Buildings Department Subsequent to the setting up of the Working Group on General Building Plan Submission using BIM under Buildings Department and the holding of its first meeting, a PowerPoint on Implementation Plan of Electronic Submission Hub provided by BD was circulated to all general members and registered practices for information on 27 August 2018. Board of Local Affairs (BLA) 1. Nominations CHAN Chung Yee Albert was nominated to Land and Development Advisory Committee for the new Joint Subcommittee on Streamlining Development Control for the term of office between 1 July 2018 and 31 December 2019. LAI Yu Leung Johnnie was nominated to Buildings Department for Technical Committee on the Code of Practices for Fire Safety in Buildings for the new term of office of 3 years commencing 1 October 2018. 11 members, including AU YEUNG Pak Hung, HO Shing Chak Stephen, IP Siu Fung, KONG Wah Kit, LAU Chi Leung, LEE So Kwan, LEUNG Arthur Tat-yung, LI Chun Luen, TO Sin Yeung, YEUNG Tse Ngok and YIP Sze Tsun, were nominated to Development Bureau for consideration of appointment to Appeal Tribunal Panel (Buildings). Another 63 members currently serving the Panel would also be consideration for reappointment. CHAN Cho Sing Joel and CHUI Pak Chung Patrick were nominated to Working Group on General Building Plan Submission using Building Information Modelling under BSC/APSEC of Buildings Department. WONG Chiu Lung Dennis was renominated to Construction Industry Council for consideration of appointment to Construction Industry Training Board for the new term of office between 1 January 2019 and 30 June 2020. Franklin YU was renominated to Construction Industry Council for consideration of appointment to Construction Workers Registration Board for the new term of office between 1 January 2019 and 30 June 2020. TSENG Yen Wei William, FUNG Yin Suen Ada and LAM Kwong Ki Dominic were nominated in order of priority to Development Bureau for consideration of appointment to Construction Industry Council for the new term of two years taking effect from 1 February 2019. LEUNG Lok Yiu Rock was nominated to Environment Bureau for serving as co-opt member of the Energy Efficiency and Conservation Sub-committee under Energy Advisory Council for a term of office of two years ending on 14 July 2020. HO Cham and LAM Wai Ho were nominated to Highways Department for consideration of appointment as members of the Review Panel under Land (Miscellaneous Provisions) Ordinance for the new term of office of 3 years commencing April 2019. CHAN Chui Man Truman was nominated to Development Bureau for serving as Alternate Member of Joint Sub-committee on Streamlining Development Control under the Land and Development Advisory Committee for the term of office between 1 July 2018 and 31 December 2019. Continuing Return of CPD Declaration Form 2018 Professional Deadline of submission : 30 September 2018 Development As at 20 August 2018, 1023 members (22.87%) had submitted (CPD) their CPD Declaration Forms. Members who submitted their forms before the deadline would receive e-learning CPD coupons 2018. CPD Checking Panel would random check the submitted forms in October 2018. CPD Research Fund 2018 9 applications were received. The Research Fund Vetting Committee which consisted of So Ching, Dr. Rosman WAI and Arthur TONG vetted the submissions. Professional Assessment (PA) PA 2018 Papers 3, 4 and 5 (July) Passing rates are as follows: Paper 3 Building Structures Paper 4 Building Services and Environmental Controls Paper 5 Building Material and Technology 63.83% 46.92% 43.69% One candidate passed all written papers and eligible to take Professional Interview. Non-Local Architectural Professional Admission (NLAP) 2018 11 applications were accepted and eligible to apply for NLAP 2018 via the route Group B. PA 2018 Papers 1, 2, 6, 7 and 8 (November) Registration closed on 29 June 2018. 485 applications were received. PA 2018 Papers 1, 2, 6, 7 and 8 Lecture & Seminar Series A total of 18-session lecture & seminar series with foundation lectures held from June to September 2018. There were over 200 candidates enrolling the lectures. Professional Interview 2017 Date : 26 September 2018 36 registrations received as at deadline on 24 August 2018. Taskforce on 10-year roadmap for HKIA/ARB Professional Assessment A roundtable discussion forum held on 10 September to solicit views from HKIA members to facilitate a holistic review of the current Professional Assessment. 31 members attended the forum. 4.
