Reminders: Short Term Rentals: Our Declaration does not allow short term, less than one month, rentals. Use of web sites like Air BNB and VRBO to offer your home or rooms in your home for rent must meet the one month minimum in the Declaration and no more than 2 times a year. All leases must be submitted to the Property Manager s office for Board approval. Failure to do so can result in a fine of $50.00 per day. Garbage, Recyclables, and Yard Waste: These containers are not to be placed at curbside until after 6:00 PM the evening before your pick-up day and should be promptly returned to an out of sight spot by the end of the pick-up day. Vendors and Visitors: Please remind all your vendors, sub-contractors, deliveries, and visitors that they must enter through our US 41/Tamiami Trial N/Imperial Golf Course Blvd. gate (897 Imperial Golf Course Blvd.) regardless if their GPS tries to route them to the Entrada Gate. The Entrada gate is for IGEHOA residents only. The Entrada Gate is monitored by cameras 24/7 and non-residents entering that gate are Trespassing. Damages to the gate systems will be charged to the offending vehicle owner. The GIBs Access Control vendor Ramco Protective has changed software at the front gate including the call in system and added a capability for you to manage your authorized visitor access list from home or your smart phone. Log into www.gateaccess.net and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Details are on the IGE Web Site Home Page under Quick References and have been emailed to our residents. Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd. Your 2017 quarterly assessment has increased by $10 per quarter to $433 per quarter and the second quarter payment was due Apr 1, 2017. The next quarterly assessment is due Jul 1. Please include the coupon with your payment. You should receive a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management Accounting at 239-596-7200. It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the US 41 front gate. Call 239-597-2005 to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. An access authorization form is available at www.greaterimpreial.info under Access Control Form or by using www.gateaccess.net. This includes your favorite pizza vendor unless you want it delivered cold! Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! You can update your personal information in the Property Manager s data base using the Owner Contact Form on line at: www.igenaples.info/all_forms/owner_info.htm or you can obtain a form from the Property Manger s office. 1

Call to Order: The meeting was called to order at 8:30AM by President Tom Harruff. The following board members were present: Tom Harruff, Scott Toth, Martha Mugford, Pat McCabe (by phone), Dan Castaldini and Patrick Keating. Director Litow was absent with notice. Mark Thieme, IGE Superintendent and Beth McWilliams, CAM representing Sandcastle Community Management attended. Eric Cole from CSI was in attendance. There was one owner in attendance. Review of Minutes: The Minutes from the Mar 23rd, 2017 meeting of the Board of Directors were presented to the Directors in advance of the meeting, reviewed, and were approved as presented. Approved minutes will be available on the IGEHOA Web Site. IGEHOA Summary Treasurer's Report: (Treasurer Pat McCabe) Financials As of 3-31-17: Assets: Operating Cash $207,248 Reserves $484,040 Accts Receivable $2,874 Other Assets $7,158 Total Assets $701,320 Liabilities: Total Current Liabilities $161,129 Reserves $484,040 Owners Equity $56,151 Total Liabilities/Owner Equity $701,320* (*Numbers may not add due to rounding) Treasurers Comments: (Treasurer Pat McCabe) Balance Sheet: IGEHOA has adequate cash on hand for our operating expenses and the financial health of the HOA is good. Income and Expense Statements: Income Budgeted $96,393 Actual $96,804 Difference +$411 Income Statement: Actual income was slightly higher than budgeted. Expenses: Budgeted $96,449 Actual $89,764 Difference (-$6,648) Expense Statement: Sandcastle is now reporting the IGE Reserves in a line item format. There continues to be discussion as to whether money can be withdrawn from the reserves for non-line item expense. 2 Treasurer s Comments: The 2016 Audit discussion was deferred until the May meeting. Treasure s Report was accepted by the Board. President s Report for IGEHOA Meeting 4-27-17: Comcast Bulk TV Contract Replacement Project: The four GIB communities have finished the surveys of the four bidders and then down selected to two Comcast and Hot Wire. Both were asked to submit their best and final offer. Comcast is the lower bidder, currently has fiber optic to the street in Imperial and could start the IGE new contract, which would include both bulk cable TV and internet services, within the year. Hot Wire could not provide services until our Comcast contract expires in April 2019 and they would have to run new fiber optic cable from US 41 all the way into IGEHOA. CSI will be providing Town Hall meetings to provide the details of the proposal, the expected savings for current Comcast customers. Approved the bid for Seaton for the first 11 cul de sacs. Sandcastle will notify all addresses on those cul de sacs. A request to exclude one cul de sac was discussed and disapproved by a unanimous vote of the Board. GIB Report: Director Castaldini for GIB Treasurer Meyers Income and Expense Statement as of 3-31-17: Total Operating Income: Operating Income is $28,298.49, over budget by $267.41 due to Gate Opener Income. YTD Operating Income is under budget by $321.81. Total Operating Expenses: Operating Expenses are $26,457.37, under budget by $2,629.85. YTD expenses are under budget by $830.79. Landscape expenses and Smart Passes are still tracking to annual budget. Items as of 3-31-17: Cash for Operations $9,206.82 Cash for Reserves $407,006.82 Other Assets, $5,874.28 Total Current Assets $422,087.82 Owner s Equity $8,408.10 Current Liabilities $6,673.00 Replacement Reserve $407,006.82 Total Equity $422,087.82 Balance Sheet Discussion: We have adequate cash on hand to meet our monthly bills. All the legal expenses associated with the water main have come out of the contingency reserves. Stormwater Management/Drainage; (Director Castaldini) There is nothing to report on the Drainage situation, at this time. This will probably change as rainy season will soon be upon us.

There is also little to report on the water pipe replacement project except that a contractor has been picked by the County and that information meetings will scheduled for Imperial Residents in the future. When we receive that information, it will be made available to all. Superintendents Report: (Superintendent Mark Thieme) Entrada: We had 2 separate incidents this year leading to arrests, charged with hit and run with damages. They were both visiting residents in Imperial. Not tailgating but forcing their way through the gate system. Damages of $8,000 have yet to be recovered. Residents please remind your guests and vendors to use the US41 entrance. Beautification; Last year s annuals have been removed in preparation for new. I will be meeting with the committee for ideas on annuals and some new plantings Exotics; Over growth of exotics and residential plants along the East perimeter has been cut back. Clearing of exotics in Majestic Park has been started. Duke Preserve: Board approved a Jose Pineda proposal to plant grass in front of the Duke Preserve. Beautification Committee Report: (Director Litow): Submitted by Chairman Litow without discussion. The committee met and we agreed on the following as our priorities. These priorities will be handled as budget and time permits. The ditch in front of the home just before the 4 way stop. A plan of action will be developed and the homeowners will be consulted. -Majestic Park -Perimeter by school -Princess Park -Front Gate -Herb Garden -Empress Park Garden. The committee believes to the extent possible and budget permitting, uniformity in presentation has strong aesthetic appeal and is one of our primary goals. The easiest on the list is one or more herb gardens which would be maintained solely by the committee for the benefit of the community. Location(s) would need approval and several logistical items need to be worked out before we proceed. At future meetings, we will develop detailed budgets and plans for our priorities. Entrada Gate: (Director Castaldini) We have added another camera at the rear gate to help identify the vehicles that continue to use 3 the entrance and exit gate illegally. We also continue to attempt to find a way to remove Entrada Gate from GPS Directions for access into Imperial. We have some indications of possible progress but it is to soon to tell if we will be successful! The beat goes on! IGEHOA residents only are authorized to use the Entrada Gate. Architectural Review Board Report: (Vice President Toth) Twelve requests were approved by the ARB in the period of Mar 23, 2017 to Apr 27, 2017. There were no disapproved requests. Approved requests included, POD, repaint, relocate hedge, pavers, impact windows, sliders, Hurricane Shutters, replace front door, pool renovation, and remove tree. The Board approved the ARB report. To obtain an Exterior Change Request form on line: www.igenaples.info, log-in with name imperial and password 2011 Or a copy from Sandcastle Community Management and email your request to: sjtoth@gmail.com Please remember that ARB approval is required for the use of PODS, Dumpsters and Port-a-Potties even if the renovations involve only interior changes. Infrastructrue Committee (Roads and Drainage): (Director Castaldini): A report of a damaged section of sidewalk in front of the driveway located at 2247 Imperial Golf Course Boulevard was discussed. Management was directed to contact the property owner to see what plans are in place to fix the driveway as well as the sidewalk. Traffic Awareness: (Director Keating) Discussion included several reports received from the sheriff s department regarding traffic. Response time from the sheriff s office seems to be slower as there are less officers assigned to the immediate area. Community Awareness: There were three discussions at the April 18th North Naples Task Force meeting that were noteworthy. Sheriff s Office: Burglaries at high end homes in Naples are up. Alarm systems are recommended. Free home security inspections are available through CCSO. HOA s Board members of other HOA s reported that there are door to door sales people entering their communities (at least one was a gated community) whose behavior suggests that their motives may not be related to any legitimate sales activity. This helps to accentuate the point that we need to be careful not to let tailgaters into our community through the back gate.

Fire Department Chief Cunningham stated that there has been an increased incidence of fires at residences where there is buried wire in flower/shrub beds with mulch cover. With the extremely dry conditions, the mulch should ideally be kept moist. Violations and Fining Committee (Director Mugford) Rounds were made on April 1, 9 and 15. There were six properties that were approved by the Board at the last meeting for fining. They were sent to the fining committee for their review and recommendations at their meeting on 4/19/2017. There were fourteen issues brought to my attention as person in charge of violations, including one road rage. One property owner has requested to be added to the agenda of the Board on 4/20/2017. It is the responsibility of every property owner to maintain their property in accordance with our governing documents. Complaints regarding unkempt properties have increased. We continue to have commercial trucks parking overnight in driveways and we will send these to the fining committee. We take every complaint seriously and investigate for violation of our governing documents. Attention to the overall look of our community is vitally important to everyone. We ask for your cooperation and to be a good neighbor for the benefit of all residents who live in Imperial Golf Estates. If you are leaving the area for the summer, please make sure your roof and driveway are free of rust and mold, and that your property has no violations. All violations that have not been attended to will go to the fining committee until fixed. It is not fair for those who are here all summer, to look at moldy roofs and driveways, houses needing painting, landscaping not attended to while the property owner has gone north. Thanking you in advance for your cooperation. Nine lot owner fines of $100 per day, not to exceed $1,000, were approved by the board for violations of our Governing Documents. Unfinished Business: Bulk Cable TV Replacement Contract: Eric Cole from Converged Services Incorporated (CSI) presented the final proposals from several cable/fiber optic communication vendors. Comcast was the low bidder of the two finalist vendors, all proposing combined Bulk Cable TV and Bulk Internet Services contracts. The Board approved negotiating a contract with Comcast as the vendor who will provide both Bulk Cable TV and Bulk Internet services to be effective Jan 1, 2018. The Comcast contract will be forwarded to Becker and Poliakoff or another attorney for their review prior to signing. Town Hall meetings will be conducted to explain the new services as well as the schedules and pricing to our Lot Owners. Three other Imperial communities were also part of this competition and two others may participate also. Information regarding the Christmas Night Entrada Gate Accident was presented by Scott Toth. The Board approved a motion to have association attorney Becker and Poliakoff send a demand letter to the driver to collect damages. A mailbox proposal was postponed to the May 2017 board meeting. New Business: The Entrada Gate Violation Procedure as well as a legal opinion regarding gate access was presented and is made a part of these minutes. The Board approved a variance request minor regarding a front set back encroachment variance for 2048 Imperial Circle due to a survey error (building permit #93-4795) Homeowners Issues: Several compliance issues were discussed. Sandcastle to contact lot owner about car parked on wrong side of the street. Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifications from the Association including Association Maintenance Fees.
