Subject: Approval of Design, Authorization to Enter Into Agreements, and Award of Construction Contract for the River Road at North Ivey Mill Road Sight Distance Improvement Project County Administrator's Comments: County Administrator: Board Action Requested: Approval of design, authorization to enter into agreements, and award of construction contract for the River Road at North Ivey Mill Road Sight Distance Improvement Project. Summary of Information: In December 2006, the Board appropriated road cash proffers and authorized staff to proceed with design, right-of-way acquisition, environmental permits and construction for the River Road at North Ivey Mill Road sight distance improvement. The project involves lowering the vertical road grade of River Road west of the North Ivey Mill Road intersection about 2.5 feet and clearing trees on the north side of River Road east of the intersection. The intersection radii will also be improved to allow more efficient turning movements. In order to construct the improvements, temporary construction easements, permanent slope and drainage easements and sight distance easements need to be acquired from six landowners. Staff has met with the landowners during the plan development and explained the proposed design. The property owners were supportive of the project. If settlements cannot be reached, staff will request the Board to advertise a public hearing for eminent domain proceedings. Staff is also requesting authorization to advertise and award a construction contract, up to $200,000 to the lowest responsible bidder. Staff believes it is advantageous to the county to advertise the project as quickly as possible in light of the current economic climate. Upon the Board s approval of the design, right-of-way acquisition will begin immediately followed by utility relocations in the spring. Construction is expected to begin in early summer of 2010 with completion expected within 30 days. Recommendation: Staff recommends the Board: 1) Approve the design for the River Road at North Ivey Mill Road Sight Distance Improvement Project; 2) Authorize the Chairman of the Board of Supervisors and County Administrator to execute easement agreements for relocation of utilities if needed; and 3) Authorize the award of a construction contract, up to $200,000, to the lowest responsible bidder. This item further requests the Board to authorize the award of a construction contract, up to $200,000 to the lowest responsible bidder.
