Bowman that the minutes of the regular council meeting of July 26, 1993 be accepted as presented. Special Council meeting, August 3, 1993. MOVED by Clr. Eliuk tbat the minutes ofthe special council meeting be accepted as presented. Tax Notice Due Date Ms. Siermachesky was present to make an objection to the due date on the tax notice and request a refund ofthe penalty she was charged. MOVED by Clr. Clr. Eliuk this matter be tabled to the In-Camera session. Speed Limit Abandoned Vehicles Correspondence received from Alberta Transportation regarding the speed limit on Highway IIA east ofjunction ofhighway 20 to location ofwheels for Fun. Tltis was received as information ouly. Correspondence received from Gordon Balon that he would like to get all abandoned velticles from Sylvan Lake and area to be recycled. MOVED by CIT. Eliuk that this request be denied. Damage Claim Correspondence received from Mr. Giese outlining damage to ltis carand trailer plug due to a mud hole out front ofhis property, and seeking a refund for repairs. MOVED by CIT. Bowman that the request be denied. Accident Insurance The A. U.M.A. is offering an insurance policy to Mayors and Councillors. MOVED by Clr. Eliuk that an additional $9.00 be deducted from their pay cheque to cover the accident insurance. Central Alberta Winter Games Committee A request has been received for a room to be made available for the Co-ordinator for the Central Alberta Winter Games. MOVED by Clr. Parks that a letter be sent to the Central Alberta Winter Games Committee to advise them tbat a room will be made available to them, rent is subject to Town costs.

Bowey that Council proclaim November 1993asDiabetes month. Lakeview Video Correspondence received regarding property tax assessment. MOVED by Clr. Bowman that a letter be forwarded to Lakeview Video outlining the assessment process. E.R.C.B. Lions Park Heart oftown Assoc. Correspondence received as information only. Correspondence sent to the newspaper and a copy to the Town advising the condition ofthe bathrooms in Lions Park. This matter has been resolved. Request received for closure ofmain street on September 12, 1993 for an antique car rally. MOVED by Clf. Bowey that Council permit the closure, subject to the Heart oftown Assoc. notifying the R.C.M.P. and Fire Department. Points West Sewer System Report was received on Points West sewer disposal system. MOVED by Clf. Bowman that Points West be allowed to hanl to the sewage lagoon on a temporary basis at $5.00 per load. Strategic Corporate Plan MOVED by Clr. Bowey that this item be tabled. Debenture By-Law Proposed By-Law #1021/93, a debenture By-Law for the sewage lagoon aeration. MOVED by Clf. Bowman that By-Law #1021/93 be given first reading. MOVED by Clr. Bowey that By-Law #1021/93 be given second reading. MOVED by Clf. Parks that Council proceed with third reading. UNANIMOUSLY MOVED by Clf. Eliuk that By-Law #1021/93 be given third and final reading. Development Permit Report This was received as information only.

Page 3 Animal Control Report A request has been received that the Town set up a location where persons can take a stray dog to be held until the dog catcher can pick it up. MOVED by Clr. Bowman that the Town not get involved in holding dogs until the dog catcher pick the animal up. In - Camera MOVED by Clr, Bowey that Council go In-Camera, Termination of In-Camera MOVED by Clr. Bowman that Council terminate the In-Camera session and return to their regular open meeting. King Perry Subdivision Mr. Perry was in attendance to further discuss the development agreement for Phases III and IV ofthe Pierview subdivision. MOVED by Clr Bowey that we give Mr. Perry the option ofpaying on a lot sold basis the offsite levies, the legal fees, plus $5.00 administration fee that would increase by the percentage ofcost ofliving rate, and further a letter be sent outlining that this does not apply to any other new phases. MOVED by Clr. Eliuk that an advertisement be run in the newspaper stating that effective September I, 1993 all offsite levies on approved subdivisions will be paid at the time of signing the agreement. Statecraft Mr. Jardine was in attendance to further discuss the development agreement for Westwood Land Subdivision, MOVED by Clr. Bowey that we would offer the option ofpaying either the future offsite levies on the easement area or that the developer provide a 2m wide asphalt paved path along the length ofthe easement area and also in the MR lot within the subdivision. R.C.M.P. Report Ambulance Report Town Accounts Received as information only, Received as information only. MOVED by Clr. Eliuk that the Town Accounts be paid as presented. Other Accounts Sylvan Lake Plaza Hardware, $31.89. MOVED by Clr. Bowman that the Other Account of Sylvan Lake Plaza Hardware in the amount of $31.89 be paid as presented. Clr. Eliuk abstained.

Reports - Sylvan Lake Lodge, Council to tour Thursday, August 12, 1993 at 7:00 p.m. - Fire Works MOVED by Clr. Eliuk a policy be developed for dates fire works are to be set off. - Use ofold Lodge for Disaster Services practice. MOVED by Clr. Eliuk that proper notification to all concerned parties be sent prior to this happening. - Billing oflegal Fces to Developers. MOVED by Clr. Parks that all current Developers be billed for legal fees, as per the clause in the Development Agreement. - Letter has been received from a resident ofmarina Bay complaining about seadoos in their waterway, with small children swimming there. This matter to be referred to the R.C.M.P. - Lake Level Committee open forum was successful. - Willowsprings - paving is now complete. - Vehicle at 45 Street and 45 Avenue, in pieces - to be cleaned up. - Business License reminders to be done. In - Camera MOVED by Clr. Bowey that Council go In-Camera. Termination of In - Camera MOVED by Clr. Bowey that the In-Camera Session Terminate and Council return to their regular open meeting.
