START Program Vision Our industry is in dire need to regrow the appraisal profession. While state-approved providers provide excellent theoretical training, the practicum requirements of the profession are not easily accessible. This is in part due to: (1) a lack of resources and incentives to support appraiser experts who are needed to fulfill this important part of the appraiser training process and (2) a lack of understanding on the part of lenders and their investors that Fannie Mae and Freddie Mac approve of the use of trainees where allowed by states. START Removes Barriers Appraisers can grow and monetize their business by allowing Trainees to do solo inspections before becoming fully licensed (in most states and with a growing number of lenders). START provides practicum training modules to reduce heavy lifting on Supervisors of teaching the basics. Lenders have insight into the skills of the Trainee and confidence they have met inspection standards before approving trainee solo inspections. Creates consistency in practicum training. Does not replace theoretical required coursework by states. AXIS Trainee Program Phase 1 Overview Pre Program: Recruitment of Supervisors and Trainees AXIS and contributors will provide Supervisors with tools and resources to support the mentoring of new trainees, reducing their own time in practicum experience/development. Phase 1: Online Training Modules AXIS and START Program training will focus on bridging the gap between the theoretical frameworks provided in state approved coursework. The 11 web-based modules are focused on ensuring the trainee is competent and has full understanding of the below 12 standards. 10/15/2018 Phase 1 Training Overview (continued) In order to successfully complete Phase 1 of the START Program, after meeting all the applicable state requirements, the trainee must: Complete Lessons 1 11 on line Pass the final exam in the Phase 1 ducation Module. Accompany Supervisor on a minimum of 40 interior appraisal assignments. Submit a Supervisor-signed Inspection Attestation Form. Take the and pass the on-line test with 80% or higher. Once done, they have Level 1 Certification and with lender approval can complete inspections on non-complex properties without the supervisor accompanying the trainee on the physical inspection. Supervisors and trainees must continue to notify AXIS to ensure lender approval of Level 1 Certification. During this phase, Supervisors must review inspection results. 7 Phase 1 Module Sample 8 4
