A small nucleus of tradesmen, most of who had been involved in the Eight-Hours Day campaign achieved three years earlier, formed the first committee of the National Trades Hall and Literary Institute on 3 December 1858. (Records from this period are at the State Library of NSW.) The original building was replaced with a grander one between 1873 and 1925 in order to reflect its status as a 'parliament' of the working class. From small but proud and often parochial beginnings, the Trades Hall Council developed into a major industrial and political force, with campaigns on hours, wages, long service leave, superannuation, equal pay, youth, aboriginal affairs. 31 July 1978, 2 May 1979, Jan Feb 1986, Feb 1988 Open. They were reputedly part of the Communist Party of Australia armoury in the attacks upon the Melbourne THC 'social-fascists', c.1930-1931. - 2 - FOREWORD Since its inception over 130 years ago, the Victorian Trades Hall Council has taken a central role in the industrial and political life of Victoria. The Council grew from a Trades Hall Committee formed by building workers involved in the historic winning of the 8 hour working day in 1856. The Council's archival records reflect both its pivotal influence on the numerous issues and campaigns of the union movement and the part working people have played in shaping Victoria's history. This publication which, for the first time, provides a comprehensive list and indexes to these records, allows people to identify and explore areas of interest. In particular, the detailed indexes to trade unions and shop committees, subjects and people open up the rich and varied themes documented in the records. I congratulate those involved in this publication. Their work emphasises the importance of the preservation and conservation of the documentary history of the Trade Union movement in Victoria. It is especially timely as we become more aware of the value of our labour heritage and the urgent need to ensure its safekeeping, so that we can access our past. HISTORICAL NOTE: The first Trades Hall was erected in 1859. A small nucleus of tradesmen, most of whom were involved in the Eight-Hours Day boon achieved three years earlier, formed the first committee of the National Trades Hall and Literary Institute on the 3 December 1858. Unfortunately most of the records from this period to the l870s have vanished. By 1870, the Committee had determined to its original building with a much grander one - a 'parliament' for the working class. The new building, made of Footscray bluestone, was constructed in various stages between 1873 and 1925. In 1961, an additional building was erected behind the bluestone one, and it now houses much of the Council administration. The Trades Hall Council has always been the central stage for industrial and political activity within the Victorian labour movement; the Council serves as a peak body for both Victorian and federally registered unions, many of whom operated from the building in earlier periods. The records reflect, chronologically, the changing nature and role of the Trades Hall Council. From small but distinctly proud beginnings, where major preoccupations were often, pragmatic, and individualistic, it rapidly developed into a major industrial and political force. On the industrial front it has spearheaded on hours, wages, long service leave, superannuation, workers' apprenticeship, equal pay and occupational health and issues. It has also dealt with disputes between unions, for instance the one between the Amalgamated Society of Carpenters and Joiners and the Building Workers' Industrial Union, and with the of individual unions and union members at various times. - 8 - There have been far-reaching internal divisions within the Council at various stages - most notably the vitriolic "Split" period of the 1950s and 1960s involving the division between "Grouper" and left-wing unions, and the dispute of the late 1960s over Council Executive financial and industrial management, where twenty-seven unions were suspended from Council. As the records reflect, the Trades Hall Council has had close associations with other left-wing industrial, political, and educational bodies including the Australian Council of Trade Unions, the Australian Labor Party, and the Royal Melbourne Institute of Technology. The Trades Hall Council records are an invaluable document of Victoria's and Australia's industrial, political and social history_ We hope that this list, and the accompanying union, subject, and person indexes to the contents of the collection, enable researchers to adequately explore and analyze this history_ This collection is the first accession from the Victorian Trades Hall Council, and consists mainly of all extant records from the Trades Hall Council's inception through to the early 1970s. A further major collection of material, covering the 1970s onwards, will be accessioned at a later date.
