Bernardo-Dos Santos Rodrigues Personnel changes During the year under review the IISG had 16.6 full-time vacancies. The amount thus saved (Dfl. 962,188) increased by an once-only grant of Dfl. 66,300 from the Ministry of Education and Sciences had to be used for 39 temporary appointments, mainly for assistance in various projects of document preservation, collection description, and preparation of scholarly publications. The Regional Labour Exchange subsidized only one appointment under the State scheme for the provision of additional employment, thus enabling the Institute to appoint an assistant to the Accounts Dept. for one year. Similarly, the National scheme for the employment of conscientious objectors (TEGMD) made allowances available for three appointments leading to the completion of three projects in the library and the archives. -12-

The Institute accepted the resignation of Dr. Johanna M. Wekker as from 1 May 1985 in view of her attaining retirement age. On the occasion of her farewell she was presented with a collection of essays. The Institute accepted the resignation of its director, Drs. J.R. van der Leeuw, as from 1 January 1986, also in view of his attaining retirement age. The Institute accepted the resignation, at their own request, of R.E. Huttenga, assistant in the Photo-Reprography Dept. and Ms. I. Timmer, assistant in the Cataloguing Dept. The Institute suffered a severe loss from the death, at the age of 66 years, of V. Kahanon 15July 1985. After his retirement Mr. Kahan volunteered to work f or the Institute on description and registration of source material connected with the bibliography of the Comintern. An extensive obituary article appeared in De Groene Amsterdammer of 31 July 1985. Anniversaries During the year under review Drs. T. Haan and Drs. R. de Jong celebrated the 25th anniversary of their tenure of office. Honorary degree At its Commemoration Ceremony in the Concertgebouw in Amsterdam, on 8 January, the University of Amsterdam conferred an honorary degree on Dr. B. Sapir. -13-

3. ORGANISATTON Consultation The Institute's management advisory committee composed of the departmental heads and two representatives of the Research Staff met ten times during the year under review. The Committee members were J.A.F, van der Burch, Drs. Elly M. Koen, Drs. M.M. van der Linden, Dr. F. Tichelman, H. Wals (secretary) and (until 1 May) Dr. Johanna M. Welcker. The Research Staff met eleven times under the chairmanship of Drs. M.M. van der Linden. The director's advisory committee on research and publications, under chairmanship of Drs. J.E.R.C. Rojahn, met ten times. The other members of the committee were Drs. Mies A.H. Campfens, Ms. F.G. Hilfman, J.J.L.M. Kloosterman, Drs. J.R. van der Leeuw, Drs. M.M. van der Linden, and Dr. F. Tichelman. Reorganisation The commitee for the reorganisation of the IISG set up, in 1983, by the Royal Netherlands Academy of Arts and Sciences had the f ollowing members: W. Thomassen (chairman), Professor Th. vantijn, P.J.G. Kapteijn L.L.M., Professor P. de Wolff, and Professor W. Duk. The committee was assisted by Dr. E.J. Fischer and F.E.G. van Haersma Buma. Drs. W:R. Hugenholtz attended the meetings of the committee on behalf of the Royal Netherlands Academy of Arts and Sciences. On behalf of the Institute's employees J.A.W. Gielkens attended the committee's meetings as an observer until 15 January 1985. Drs. A.H. Warmelink acted as the committee's official secretary. The report "Recommendations of the Committee for the Implementation of the Policy Report IISH to the Board of Governors of the RNAAS" drawn up in December 1984 was passed on to the Special Committee of the Ministry of Education and Sciences after being approved by the Board of Governors of the RNAAS. The Special Committee then accepted the Report in broad outline as the startingpoint for the reorganisation of the Institute. On the principles laid down in this Report the director-general of the Institute, Dr. E.J. Fischer, and the Head of the Personnel Dept. of the RNAAS, T.J. van der Kroon, drew up an inventory of the employees' interests with regard to employment under the terms of the reorganisation. On 4 November the Board of Governors of the RNAAS received the "Definitive proposals regarding the employment of tenured staff...". The Board accepted the proposals and submitted them to the Ministry of Education and Sciences for approval. There is every appearance that early 1986 the reorganisation proposals will be discussed in the workinggroup RNAAS of the Special Committee, and in the Special Committee itself. After ministerial approval the implementation phase of the reorganisation can com.ence. In the previous annual report it was expected that this phase could have started much earlier than now appears to be the case. The delay is caused mainly by the fact that it took a very long time for the Ministry of Education and Sciences to (re)formulate the ministry's social covenant by ministerial appointment applicable to the reorganisation of the IISG. By the end of the period under review there was - 14-

still no agreement between the Minister and representatives of the Public Service with respect to the terms of the covenant. Automation of the Library and the Archives Grave problems will arise if the IISG will not be in a position to have an automated systemfor all the catalogues, registers, etc, of the library and the archives. With regard to the automation of the document description and bibliographical control the recommendations of the external experts, Professor E. Braches, Drs. J. van Heyst, Drs. J.N.T. van Albada and Dr. F.C.J. Ketelaar, wrote in their report, "The plan outlined above requires an automation closely tuned to the specific requirements of the Institute emphasizing the subject catalogue. Such a system aimed at documentation and retrieval facilities is not available on a national level." To a large extent this report contains the underlying principles for the dehmitation of the establishment and the specif ication of duties seen as imperative on the success of the Institute's reorganisatisation. Automation Secretary' Office After prolongued preparations three word processors were purchased for the Institute's office in January. This addition to the equipment allowed for the office in 1985 to increase text production considerably. For the organisation of the Symposium the possibility of Standard correspondence processing was extensively used and for the Publications Dept. the first in-house publications were typed. - 15-

4. HOUSING The Ministry of Education and Sciences, the KNAW and the IISG discussed the financing of a new building for the Institute. The discussions resulted in an amount of 11 million guilders being made available for this purpose which enabled the Institute to continue setting up its exingencies programm. In the fall of the year the Institute received a letter from the Amsterdam Municipal Corporation intimating that the building into which the Institute originally wanted to move, in fact, should have another allocation. In view of this decision the Corporation off ered the building "Koning Willem I" in the eastern harbour district for the Institute's use. By the end of the year under review discussions as to the feasibility of the Corporation's offer are not yet closed. - 18-

5. FINANCE Through the KNAW the Institute's matériel expenditure was subsidized to the amount of Dfl. 577,000, together with a supplementary grant of Dfl. 36,000 from the personnel account. The Institute's own grant of Dfl. 142,015 bringing the total of matériel expenditure to Dfl. 755,515. Expenditure for the Institute's housing amounted to Dfl. 800,000 subsidized through the KNAW, in addition to an investment grant of Dfl. 42,000 and the personnel expenditure of Dfl. 4,575,600. The matériel account was overdrawn by an amount of Dfl. 37,515, whereas the personnel account left a surplus of Dfl. 37,800 thus closing the financial year with a small balance. The matériel account to be overdrawn was caused by the increase in the edition of scholarly publications. The Institute received Dfl. 78,636 from the state organisation for scholarly research, and this grant was used for the work on the "Russian Series on Social History". A further grant of Dfl. 87,377 was received from the Ministry of Social Affairs in accordance with the terms of the state scheme for the provision of additional employment. On behalf of the Foundation for the Preservation of Materials in the Field of Social History the Institute received a subvention of Dfl. 261,000 for preservation and acquisition of material for the library, the archives and the Iconographical Dept. The "Centrale" Life Insurance Company Pty Ltd. gave the usual grant of Dfl. 10,000 and a further Dfl. 10,000 for expenses related to the Institutes anniversary celebrations, and a grant of Dfl. 5,000 towards the expenses for the publication of the collection of essays "Op een beteren weg; Schetsen uit de Geschiedenis van de Arbeidersbeweging" presented to Dr. Johanna M. Welcker on the occasion of her retirement. From the Atran Foundation the Institute again received a grant of $ 5,00 for the "Russian Series on Social History". Thanks to a subvention from the Ministry of Education and Sciences, amounting to Dfl. 11,000, the greater part could be paid of expenses incurred by the transport, insurance, etc. of the collection Luigi Fabri. The National Committee Information and Consciousness Development Cooperation made a grant available of Dfl. 10,000 for transport of the Koos Koster collection from Mexico. - 19-

6. COMMEMORATION50THANNIVERSARY This year the Institute commemorated its 50th anniversary, the most important activity of the celebration programm being the organisation, during three days in September, of a Symposium "Internationalism in the labour movement bef ore 1940 ". The Symposium was held af ter two years of preparation by an anniversary committee consisting of the members J.A.F, van der Burch, Drs. Daisy E. Devreese, Dr. EJ. Fischer, Drs. J.R. van der Leeuw, Drs. M.M. van der Linden, Drs. W.A. Roose, and H. Wals. The three-days Symposium was held in Hotel Krasnapolsky, Amsterdam, and it was preceeded by a festive meeting with various speakers, Professor P. de Wolff, chairman of the Foundation IISG, Professor DJ. van der Kaa, chairman of the Dept. of Historical and Literary Research of the Royal Netherlands Academy of Arts and Sciences, and Drs. E. van Thijn, Mayor of Amsterdam, the latter declaring the Symposium open. The scholarly part of the Symposium was opened by Professor EJ. Hobsbawm (London). The five working-groups of the Symposium were attended by 164 participants. The chairmen of the workinggroups were: Professor W.P. Blockmans, Professor D. van Arkel, Professor S. Bahne, Professor H. Lademacher and Professor F.L. van Holthoon. The chairmen of the plenary sessions were: Professor P. de Wolff and professor K.R. Stadier. Professor Th. van Tijn addressed the Symposium at the closing plenary session in the building of the KNAW on 6 September. Thirty papers discussed in the five working-groups had previously been distributed to the participants. A selection of the papers presented at the Symposium will be published in a Symposium Collection the editorial board of which consists of the five workinggroup chairmen, Professor K.R. Stadier, and Drs. M.M. van der Linden the latter on behalf of the Institute's Publication Dept. The collection is to be published sometimein 1987. During the Symposium an exhibition was shown on the same theme. The exhibition was arranged by Ms. A.H. van der Horst, N.W. Markus, Drs. H. Sanders, Ms. A.M J. IJzermans, J.A.W. Gielkens, and A.G.M. Lambrechts. As witness the many positive reactions, the symposium and the exhibition were much appreciated by the participants. Other activities related to the anniversary celebrations were another exhibition on the theme "Fifty years IISG-collections" organized by Drs. J.R. van der Leeuw, and a party for the Institute's employees on 22 November. The Institute's anniversary drew widely the attention of the press. Vrij Nederland (5 October) devoted an entire special section to the Institute, and other dailies and weeklies published articles of various length: De Groene (5 June), De Waarheid (27 August), Folia Civitatis (30 August), NRC-Handelsblad (31 August), Het Parool (3 September), Trouw (4 September), De Volkskrant (7 September), Haarlems Dagblad (14 September), De Gooi- en Eemlander (7 November), Rijn en Gouwe (16 November). The Institute was the subject of an extensive contribution to the Italian periodical Passato e Presente (Sept./Dec). Other media, -20-

too, paid attention to the IISG's 50th anniversary, on 1 September in the VPRO programm "Nieuws", and on 3 September Radio Stad Amsterdam devoted a major broadcast to the Institute. On 22 November "Deutschlandfunk" gave a twenty minutes' programm on the Institute a shorter version of which was transmitted on " Westdeutsche Funk" on 3 October. A number of labour union periodicals, int. al. the ÖTV-Magazin, the organ of the German "Offentlicher Dienst, Transport und Verkehr" (December issue), based contributions on this radio programm. -21 -

7. EMPLOYEES' PARTICIPATION COMMITTEE The employees' participation committee consisted of Ms. D.J. Mulder (chairperson), Drs. J.J. Quast (secretary), Ms. L.C. van der Sluijs, J.H.G. Staphorst and Drs. CE. Wagenaar. During the year under review the Committee and the Institute's directors met eleven times. -22-

8. LIBRARY In 1984 the Institute began an investigation into the question regarding the most suitable form of library automation. The enquiry was based on the premises put forward by the committee of external experts in March of that year. In 1985 the investigations were tentatively concluded. On the strength of the conclusions which had been discussed with the committee an application was lidged for the financing of the plans. By the end of the year, however, the application had not yet been approved. With respect to the bibliographical control of printed documents two projects deserve special mention. During the year the Cataloguing Dept. commenced the description of that part of the Kashnor Collection that has not yet been entered in the catalogues, this being a collection of very rare works on the English social and economie history from the seventeenth to the nineteenth century. At the same time the Periodicals Dept. began to supply descriptions of dailies and weeklies in the IISG-collections to the National Central Catalogue of Newspapers to be instituted by the Royal Library, The Hague. The Institute happens to possess no less than 900 titles not registred elsewhere in the country, whereas in 600 cases additional data could be supplied regarding collections held in other libraries. In 1985 the project for periodicals' shelf-marking was continued. About half of the periodicals collection now has new shelf-marks. In November the acting librarian, Dr. F. Tichelman, was seriously injured in an accident making it impossible for him to perform his duties for some considerable time. This is regrettable, the more so as Dr. Tichelman discharged his duties with much energy and dedication. The editorof the "ArchivesBakounine",J. Kloosterman, was temporarily appointed to the position of acting librarian. Acquisition and disposal In 1985 the Institute purchased 2,833 monographs through the Acquisition Dept., and 606 through the Eastern Europe Dept., including 40 antiquarian books (Eastern Europe: 150). Under exchange agreements the Institute received 844 titles, in addition to 5,264 titles presented as gift. The total monograph increase thus amounted to 9,547 units. The library disposed of 3,469 titles found to be doublé in the collections. Forty-one new subscriptions to periodicals were opened, twenty-eight of which under exchange or unpaid subscription agreements; 262 subscriptions were terminated bringing the present collection of current serials to 2,489 titles of which 644 annual reports of various organisations. A further 85 yrds. of gift periodicals were received. Catalogue Short title descriptions of 4,117 works were entered in the professional catalogue; the old catalogue with titles of works printed before 1978 was increased by 524 titles, and the new (ISBD) catalogue with titles of works printed after 1977 was increased by 1,917 titles; apart from which 823 titles were catalogued in the Kashnor-project. Members of the Subject Catalogue Dept. and Research Staff systematized 5,626 titles. In the project of re-cataloguing the periodicals collection 1,140 new descriptions were made, in addition to some 1,500 descriptions for the national central catalogue of newspapers in the Royal Library. Conservation The Institute's bindery processed 356 printed works for either binding or paper/ cover restoration, 5,830 sheets underwent an additional special restauration treatment. Commercial binders added the binding of 1,194 monographs and 625 periodicals. Within the framework of the project microfilming of periodicals, a total of 139.5 films (positive as well as negative) was made, one third of which in behalf of the project "Various periodicals folio", and two third of Dutch newspapers and weeklies. Commercial photo-reproduction firms produced a further 4,643 microfiches and jackets. In addition, a project was started to replace readingcases for the Institute's periodicals collection "Various periodicals quarto" which during the year made considerable progress. Reading Room The Reading Room offered its services to an average of some 30 visitors a day; 280 scholars from abroad visited the IISG, hailing from various countries, including Finland 1, Denmark 1, Norway 1, FRG 80, France 24, Belgium 13, Luxemburg 2, Switzerland 6, Great Britain 23, Austria 7, Greece 3, Spain 10, Italy 17, GDR 8, Poland 1, Yugoslavia 1, Hungary 4, USA and Canada 31, Argentina 4, Bolivia 1, Colombia 1, Uruguay 1, Brazil 2, Chili 2, Mexico 4, Israël 7, Iran 2, India 2, Korea 1, Japan 14, China 3, Indonesial, Australia l,newzealand 1, Fiji Islands l.there were 24 group visits. Requests from visitors to the Reading Room included: 12,192 books for perusal 8,535 periodicals 348 annual report 70 documentation files 6,000 microfiches 215 microfilms 951 interlibrary lending In addition, 37,049 archival documents were consulted (1984:37,381), and 1,165 written enquiries were received. -26-

9. ARCHIVES Acquisition and Store The Institute, in 1985, received about 290 m 1 archives. By the end of the year the stacks were entirely full. This means that next year acquisition can only be placed in a small room with about 130 m 1 shelving in the present building, and possibly in the branch stacks of the Ceres-building elsewhere in town. In view of the intended move to another building the proposed air-conditioning of the present building was not approved. As a temporary measure a number of humifiers was bought. Inventories Drs. J.F. Haag completed the inventory of the archive Netherlands Federated Union of Public Servants, and the archive of G. Landauer. He also continued to arrange the archive of the A.J.C., the Dutch Social-Democratic Youth Movement. Drs. J.R. Hofman arranged the archive of the Bureau Socialist International, and he commenced describing the archive of the national executive of the P.S.P., the Pacifist Socialist Party in the Netherlands. Ms. A.H. van der Horst completed the inventory of the archive Henk Sneevliet. Ms. A.H. van der Horst and L.E.G. Schwidder completed the description and the systematic arrangement of the archive of the S.A.I., Sozialistische Arbeiter Internationale. Drs. CE. W.M. Hoskens and L.E.G. Schwidder continued theirwork on the inventory of the archive of the International Trotskyite Movement. N.W. Markus and L.E.G. Schwidder looked after the dynamic archives, e.g., Industrial Workers' Union FNV and the Socialist International. J.A.W. Gielkens arranged and described the Collection Eugen Oswald (1826 1912) and Henriëtte Fürth (1861-193 8). He also made a provisional list of the collection Paul Mattick (1904-1981). Dr. J.M. Wekker completed the inventory of the archive of the National Committee against Alcoholism. Drs. R. de Jong arranged and described the archive Jeanne de Jong. Drs. H.M. Becker commenced the inventory of the Freedom Archive and continued arranging the Nettlau Archive. He also arranged and described the Jacques Gross Archive and parts of the archives of Brupbacher and Hamon. Drs. M.W.H. Schreuder completed the first stage of the description of the Pankhurst Archive. Members of the Eastern Europe Dept. made inventories of various smaller Eastern-European archives. Microfilms In the course of the year the microfilming was completed of the archives Confederación Nacional del Trabajo (CNT) and the Federación Anarquista Ibérica (F AI). A grant of the Ministry of Education and Sciences allowed for this three year project to be completed. In September the IISG discussed with Dr. Candace Falk of the University of California the conditions for the Institute's participation in the Emma Goldman Papers Project. This project aims at putting -27-

all extant Goldman collections on microfilm under a grant of the US National Historical Publications and Records Commission. In 1982 the IISG had agreed to support the commenced preparations for a trial run on filming some 1,500 documents in the Goldman archive. The microfilming of the Kautsky family archive was completed. -28-

10. AUDIO VISUAL DEPARTMENT Acquisitions The department acquired 12,990 photo's, 1,517posters, 2,933 political prints, 318 stickers, 57 buttons, 57 gramophone records, 7textile objects and 16 various objects. Conservation With respect to preservation and restoration of posters three experimental projects were undertaken, and the results were incorporated in a final report on the preservation of econographic materials. It is now evident that a thorough approach to the preservation problem in this department will involve considerable expenses. A relatively low-cost project will not produce satisfactory results. Processing Thanks to the assistance of Drs. M.C.J. van der Heijden the description of Dutch posters in a photo-fiche system is nearing completion. The foundation of a systematic arrangement and description of historical objects, and the smaller textile objects has been laid by photographing these objects. Through the project of re-cataloguing English language periodicals Drs. G.R. van der Ham supplied copies of interesting photo's and political prints in various periodicals. -29-

Institutepublications Booklets about the Institute During the year under review the following publications appeared: History andactivities, a general brochure on the IISG; Geschiedenis en Activiteiten, the Dutch version of above; Publications, a list of the Institute's publications; General Index ofarchives and Collections, an enumeration of the archival collections in the IISG. The booklets are complementary, and with the guide for the use of the Institute's collections, to be published in 1986, they form a description of all activities of the Institute. Preliminary to the publication, in 1986, of the Institute's history from its inception, in 1935 until 1949, written by Ms. M. Hunink, a brief account of the foundation year of the IISG was published by the same author. International Review of Social History (IRSH) In the calender year 1985 the Review's Vol. 29 (1984), Nr. 2 and 3 appeared, and of Vol. 30 (1985), Nr. land 2. These four issues together comprise 11 articles, and a bibliography in which 313 titles were reviewed.
