Curriculum Vitae for Fredrik Zetterquist Date of birth: June 2, 1963 Nationality: Current position: Swedish CEO at Swedesurvey Key qualifications: Leadership As CEO for Swedesurvey (Sep 2012 ongoing) the key responsibilities include: Responsible for Swedesurvey's global operations in land administration and land tenure; Develop, promote and implement long term strategy; Develop strategic plans into revenue opportunities; Provide strong leadership to all Swedesurvey employees and associates across the world; Team Leader position in different Land Administration projects worldwide CEO and founder of East Portal Ltd (2006-2008), a company with three employees established to conduct due diligence for land registration and land acquisition. The company was sold in 2008. Deputy CEO of Volga Farming (2008-2011), a farming enterprise in rural Russia. This onthe-ground experience, bringing the company from having two employees to become a large enterprise with 250 staff members, is multidimensional. The project was implemented in compliance with rigid ethical, environmental, social, legal and economic performance standards set by the World Bank. This was something unique at that time and was not only important for the local community but also for the company s goodwill. The specific task was to secure the process for cadastre and registration of land rights. Capacity Development and Institutional Leadership Long institutional leadership and management experience in both the development and private sector as CEO and as Team Leader for several long-term international projects in land administration. Active in numerous international fora and an extensive international network with people holding key positions in the land administration domain. Several assignments have been aimed at capacity development to strengthen land administration institutions and other stakeholders in the sector. Land Policy and Land Tenure Arrangements Profound knowledge of land policies and broad experience from providing advisory services to top-executives at ministries, authorities and the business sector responsible for land administration policies, strategies, tenure arrangements, mapping, NSDI etc. Also active in the discourse where government institutions, private sector and the civil society together define robust implementations of development cooperation projects to benefit the poor and vulnerable groups and where top-down and buttom-up solutions/activities are interwined.

Many assignments have much relied on having entrepreneurial skills and a creative mindset. Moderator for a three-day LFA workshop in Dushanbe. The workshop formed the initial stage for the elaboration of a land administration project proposal for 2008-2010 with a project budget of approximately 1,2MEUR. All relevant stakeholders were rerepsented at the workshop. Moderator for a three-day LFA workshop in Tbilisi with all relevant stakeholders represented. The workshop was aimed at elaborating a new land administration project (2008-2011) with the objective to provide efficient and costeffective services according to unified strategic guidelines and technical standards and with reliable real property information, managed by a sustainable land administration organisation (NAPR). The project budget is approximately 3 MEUR. Moderator for an LFA workshop in Sarajevo for the elaboration of a land administration project proposal 2008-2010. All stakeholders attended the workshop. The project is co-financed by GTZ, Austrian Development Agency and Sida and amounts to 5,4 MEUR. Quality Assessment mission to follow up achieved results within Swedesurvey s Land Administration project in Appointed as Team Leader (placed in Moscow from June 2003) for a four-year land administration programme. The budget is 4,5 million USD. All core actors, i.e. Roszemcadastre, Ministry of Justice, Ministry of Taxation, credit institutes, municipalities, Bureaux of Technical Inventory) are involved. Kyrgyz Republic August 2000 2000- Russia Jan 1999- Dec 2002 Moldova Oct 1998 - April 1999 Conducted an appraisal mission and formulated a two-year technical assistance project as part of the World Bank s Land and Real Estate Registration Project. Adviser to and Project Manager for a three year project, with a total turnover of 1 million US$, to establish a Training Centre in Land Management in Tbilisi. The centre employs five n lecturers and they are assisted by 15 experts from Sweden and Lithuanian to run a wide diversity of courses for staff at the regional offices of the State Department of Land Management, the State Department of Geodesy and Cartography and also from private companies. Numerous visits to Russia in connection with the position as Programme Coordinator for the three-year land administration programme in Northwest Russia with a total turnover of 10 million USD. The responsibility includes programme monitoring and evaluation, quality control and budget follow-up. A number of short-term assignments as the consultant regarding university education and practical training for staff at the National Agency for Cadastre, Land Resources
