Introduction The series Kapuscinski lectures, from the name of Ryszard Kapuscinski, Polish reporter and writer covering developing countries, are organized jointly by the European Commission, United Nations Development Programme and partner universities. Within the framework of this project, best experts from around the world deliver lectures on development and development cooperation at universities of the European Union countries. The series of lectures offer students and experts from Member States of the European Union an unprecedented opportunity to learn and discuss development and issues related to development cooperation. Lectures are followed by roundtables with national development expert and policy-makers. Also, the lectures form part of preparations for and promotion of the European Development Days, worldwide biggest event on development, organized by the European Commission. 3

The lectures hold the name of Kapuscinski, Polish journalist and writer, who died in 2007. Kapuscinski, whose books were translated into tens of languages, was often named the Third World chronicler or the Voice of the poor for his famous reportages and books describing developing countries on all continents. He was appointed by the Polish Press Agency (PAP) as its only foreign correspondent in 1964, and since 1965 he travelled around developing countries where he witnessed events such as wars, revolutions and coups. Kapuscinski is best known for his reporting from African countries in the 1960s and 1970s where he had the first-hand experience of the end of the European colonial empires. Throughout his professional career of reporter he witnessed twenty-seven revolutions and coups and was jailed 40 times. He survived four death sentences. Kapuscinski was famous for his books, of which most notable are The Emperor on Ethiopia, Shah of Shahs about Iran, The Shadow of the Sun about Africa, Another Day of Life about Angola, Imperium about the last days of the Soviet Union. 4

Eveline Herfkens, Founder of the UN Millennium Campaign UN Secretary General Kofi Annan appointed Ms Herfkens Executive Coordinator for the Millennium Development Goals Campaign in 2002, a position she held until 2008. She continued to be involved with the Campaign on a volunteer basis as its Founder until 2010. Prior to this appointment, Ms Herfkens was the Netherlands Minister for Development Cooperation from 1998 to 2002. Before becoming a Minister, Ms. Herfkens served as Ambassador, Permanent Representative of the Netherlands, in Geneva (1996-1998) and was a member of the Board of Executive Directors of the World Bank Group in Washington, D.C. (1990-1996). She was a Member of Parliament in the Netherlands from 1981 to 1990 and worked in the Ministry for Development Cooperation from 1976 to 1980. 7

Over her long career, Ms Herfkens has been a member of various international advisory and coordinating groups focused on development such as the ILO World Commission on the Social Dimension of Globalization global level and the UN Commission on HIV/AIDS and Governance in Africa. Ms Herfkens has also authored many articles and op-eds on aid, trade and development. Currently Ms Herfkens participates in the work of several INGOs and international organizations with a focus on economic and social development. She is Vice Chair of the Governing Board of the International Center for Trade and Sustainable Development (Geneva, Switzerland); member of the Governing Board of the African Centre for Economic Transformation (Accra, Ghana), the Governing Board of the International Partnership for Microbicides (Washington D.C., USA) and.the ILO/WHO Social Protection Floor Advisory Group (Geneva), as well as consultant to the World Bank and the OECD/DAC, She is a graduate of the University of Leiden, the Netherlands with a degree in Law (1975). 8
