COMMSSON PRORTES: Business Requirement EXPLANATON: (see next page for additional explanation) Sarasota Memorial Hospital is requesting rezone and street vacation approval from the City Commission. This Ordinance is for rezone 17-RE-02. There is a companion Agenda Request for the street vacation. The accompanying site plan for the 5-story parking garage was approved by the Planning Board on December 13, 2017 subject to approval of the rezone and the street vacation petitions. Both Ordinances (for rezoning and street vacation) received unanimous approval at the City Commission public hearing on January 16, 2018. Pursuant to the conditions of approval for the street vacation, the applicant was required to record easements for four utility providers who have facilities in the right of way prior to scheduling Ordinance No. 18-5236 for second reading. Staff received confirmation from the City Attorney s Office on March 16, 2018 that the required utility easements have been recorded therefore allowing the applicant to proceed to second reading. As it has been several months since the City Commission heard the application, a summary is provided below. ADMNSTRATON'S RECOMMENDATON: The Planning Board recommends that the City Commission adopt Ordinance No. 18-5235 on second reading. ADDTONAL EXPLANATON: AGENDA REQUEST Approval of this Ordinance would rezone the approximately 0.6 acre property located at 1851 Arlington Street from Office Professional Business (OPB) to Sarasota Memorial Hospital (SMH). The standards for review of the rezoning, for the City Commission to consider, are found on page 8 of the staff report. The properties adjacent to 1851 Arlington Street on the north, east and west, are zoned SMH. The property across Arlington Street, to the south, is zoned OPB. All adjacent parcels have a Future Land Use designation of Metropolitan / Regional #8. The SMH zone district is the only implementing district within the Metropolitan / Regional #8 Future Land Use designation. The two parcels located southeast of the intersection between S. Osprey Avenue and Hawthorne Street are under separate ownership and zoned OPB. These two parcels also have a Future Land Use designation of Metropolitan / Regional #8. All proposed development complies with the SMH zone regulations and is therefore considered to be consistent with the Future Land Use Map and Future Land Use Plan pursuant to Future Land Use Action Strategy 3.5. A Community Workshop was held on May 30, 2017. The Summary of Minutes from the workshop can be found in the backup documents within the staff report. The Planning Board held a public hearing on December 13, 2017 and recommended that the City Commission approve Rezone 17-RE-02 subject to the conditions outlined in the resolution. The recommendation to approve Rezone 17-RE-02 with conditions received a unanimous vote.
