This site has outline planning permission for residential use and we would like to hear your views about the details of the development prior to submitting a reserved matters application to Leeds City Council. Status of the site Town and Country Planning Act 1990 Grant of Outline Planning Permission In April 2015 Bellway Homes were granted outline planning permission for the construction of new homes (including means of access). Applicant: Bellway Homes Limited Application Number: 13/03051/OT Agent: Johnson Brook - Mr M Johnson Regent House Queen Street Leeds LS1 2TW Proposed Development At: Spofforth Hill Wetherby Date Accepted: 17 July 2013 Date of Decision: 2 April 2015 Outline planning permission establishes that the general principle of development is agreed but detailed matters such as design, size and layout of the new homes is subject to subsequent planning approval (called Reserved Matters ). We will be applying for Reserved Matters planning approval for the roads within the site, layout, number and scale of new homes, their appearance and landscaping of the site. Proposal: Outline application for residential development of up to 325 dwellings, access and associated works including open space and structural landscaping, including addition of pelican crossing to Spofforth Hill Outline planning permission granted in accordance with the approved plans and specifications and subject to the condition(s) set out below:- 1) Application for approval of all reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun before the expiration of two years from the date of approval of the last of the reserved matters to be agreed. Layout Scale Appearance The landscaping of the site Plans and particulars of the reserved matters shall be submitted utilising a planning application form and shall be carried out as approved. Because the application is in outline only and as no details have been submitted of the reserved matters, they are reserved for subsequent approval by the Local Planning Authority. 2 What does the outline permission establish? The outline permission establishes the principle of residential development of up to 325 dwellings, access and associated works including open space and structural landscaping, including the addition of a pelican crossing on Spofforth Hill. The outline permission provides the following development parameters: up to 285 of the units will be accessed from Spofforth Hill a maximum of 40 units will be accessed from Glebe Field Drive retention of trees bridleway to be retained and enhanced 10% of the site area will be set aside for public open space The plan to the right shows the indicative concept plan presented as part of the outline planning application Illustrative Masterplan presented as part of outline application What community benefits can I expect to see? This development will deliver a range of community benefits. We will be providing: Affordable housing (15% of the total number of dwellings); A new pedestrian crossing; Areas of public open space; Enhancements to the bridleway; and A local contribution towards facilities in the Wetherby Ward (see panel to the right). Our contribution to community facilities in the Wetherby Ward will include: Education provision in local schools = 949,650 Public transport initiatives = 398,450 Off-site highway works = 398,450 Greenspace = 324,818 Total* = 2,071,368 *final amount payable will be determined by the number of dwellings approved.
3 What is this consultation about? Now that outline planning permission has established the principle of developing the site for housing and the points at which vehicular access will be taken we need to apply to Leeds City Council for the detail of the following: Access within the site Landscaping Layout External appearance (design) Scale (size of the buildings) All thoughts and suggestions received as part of this consultation will be carefully considered and used to shape the proposals before submitting an application to Leeds City Council.
