PROJECT SUMMARY PROJECT TITLE: PROPOSED ACQUISITION: OWNER: CADY MOUNTAIN PRESERVE ADDITION (LESTER PROPERTY) ACQUISITION OF FEE TITLE INTEREST RFM LLC PROPERTY DESCRIPTION: Location: Three Corner Lake Road, San Juan Island General Description: This roughly 160-acre property is immediately adjacent to Cady Mountain Preserve and would provide an opportunity to protect important ecological features and create public access to the Preserve. CONSERVATION VALUES OF THE PROPERTY The Lester property is one of the larger remaining tracts of undeveloped land on San Juan Island. Its acquisition will aid in conserving a larger contiguously forested area on northern San Juan totaling over 3,000 acres. Of this, a little over 1,000 acres are protected as part of English Camp (880 acres) and Cady Mountain Preserve (135 acres). Other large holdings include the area around Briggs Lake which serves as the reservoir for Roche Harbor (1,350 acres), and several other large holdings comprising nearly 400 acres. The property hosts examples of old growth Douglas-fir and Western red cedar and diverse communities ranging from an extensive wetland/riparian complex to high diversity herbaceous balds to the higher elevation forest abutting a large old growth Douglas-fir stand on Cady Mountain Preserve. Almost as important, Three Corner Lake Road (a county road) runs through the property, allowing the Land Bank to pursue opening Cady Mountain Preserve to public access after nearly 15 years of ownership. In combination the new acquisition and the Preserve would offer nearly 300 acres for potential trails and facilities. COSTS A. Acquisition Costs: The purchase price for this acquisition will be $1,855,000 as supported by appraisal. This project will likely require owner or third party financing over a 4 year period. The initial down payment in 2018 amended budget was $465,000. B. Ownership Costs: Roughly $50,000 for site enhancement to allow public access and annual maintenance and forest management costs of $15,000-20,000. 5

PROJECT SUMMARY PROJECT TITLE: PROPOSED ACQUISITION: OWNER: CADY MOUNTAIN PRESERVE ADDITION II ACQUISITION OF FEE TITLE INTEREST CADY MOUNTAIN DEVELOPMENT LLC PROPERTY DESCRIPTION: Location: Three Corner Lake Road, San Juan Island General Description: This roughly 140-acre property is immediately adjacent to Cady Mountain Preserve and would provide an opportunity to protect important ecological features and create public access from Cady Mountain to Mitchell Hill (San Juan Island Historical Park, English Camp) CONSERVATION VALUES OF THE PROPERTY The Cady Mountain Development (SMD) property is one of the larger remaining tracts of undeveloped land on San Juan Island. Its acquisition will aid in conserving a larger contiguously forested area on northern San Juan totaling over 3,000 acres. Of this, a little over 1,000 acres are protected as part of English Camp (880 acres) and Cady Mountain Preserve (190 acres). Other large holdings include the area around Briggs Lake which serves as the reservoir for Roche Harbor (1,350 acres), another large holding comprising roughly 240 acres. The property is a series of plateaus with second growth Douglas-fir/Western red cedar forest and high diversity herbaceous balds ranging from 400 750 feet. There are also several intermittent streams. It abuts Cady Mountain Preserve on both its eastern and southeastern boundaries. The property also includes an access easement through the Roche Harbor Investment properties which could likely be utilized to provide trail access to English Camp (as well as maintenance access from Roche Harbor Road). This would allow a continuous trail from Three Corner Lake Road all the way to Bell Point on Garrison Bay (roughly 4 miles as the crow flies) and to Roche Harbor via the existing trail network on the Roche Harbor Investments and New RH LLC properties, roughly 5 miles to the north. COSTS A. Acquisition Costs: The purchase price for this acquisition will be $1,600,000 as supported by appraisal. This project will likely require owner or third party financing over a 4 year period. The initial down payment for 2019 would be $465,000. B. Ownership Costs: Roughly $10,000 for site enhancement to allow public access and annual maintenance and forest management costs of $15,000-20,000. 7

PROJECT PROPOSAL PROJECT TITLE: PROPOSED ACQUISITION: OWNER: RR BAR RANCH ACQUISITION OF CONSERVATION EASEMENT INTEREST REX AND DAWN RITCHIE PROJECT SUMMARY PROPERTY DESCRIPTION: Location: The RR Bar ranch is adjacent to Fisherman Bay Road, approximately one mile south of Lopez Village, Lopez Island. General Description: The property consists of approximately 145 acres of open farmland. CONSERVATION VALUE OF THE PROPERTY: RR Bar ranch, at 145 acres, is one of the larger farms in the Islands. According to the 2012 census of agriculture only 19 farms exceed the median size of 26 acres in the County. It features extensive pastureland which has been steadily declining; going from 9,965 acres in 2007 to 6,306 in 2012 also according to the census. The property is highly visible, both from Fisherman Bay and Davis Roads. It also rises to the south and sits adjacent to Center Church, one of the most iconic and striking buildings on the island. RR Bar ranch is in the Davis Bay watershed, the largest on Lopez. Several properties upstream from the ranch are already protected by conservation easements (Exhibit A). A large wetland in the center of the ranch is grazed seasonally, but hosts many species of waterfowl in the winter months. CONSERVATION EASEMENT DETAILS: The conservation easement would extinguish 10 of 12 possible residential units; allowing the existing farmhouse and appurtenant structures and one additional residence only. All structures would be located in designated building envelopes. COSTS: A. Acquisition Costs The purchase price for the property is anticipated to be $600,000, paid over a three year period with interest. 10

Miscellaneous costs, including appraisal, title insurance and closing costs are estimated to be $20,000. Total Land Bank REET contribution anticipated: $220,000 in year 1; $644,000 over 3 years. B. Ownership Costs The Ritchies will retain ownership of the property. Monitoring of the conservation easement annually is estimated to cost $250. 11
