PLANNING COMMISSION At the February 11 & 25, 2016 meetings the Planning Commission discussed and recommended approval to the Municipal Council for: PC 16-001 Hillcrest Neighborhood Plan Adoption Logan City is requesting adoption of the Hillcrest Neighborhood Plan which addresses how change, both within and outside the Hillcrest boundaries, will affect the neighborhood, and devise strategies to mitigate negative impacts and protect the character of the neighborhood. A full copy of this plan can be found on the City s website at http://www.loganutah.org/cd/ This project was initiated in late 2014 with the formulation of a Steering Committee comprised of community members, City staff, Neighborhood Council representation, and Planning Commission and Municipal Council members. This diverse group met on several occasions to provide input and help shape this planning effort. The vision is to develop a goal driven document that outlines the unique character, opportunities, and obstacles facing the Hillcrest Neighborhood in the immediate future based on resident input and the collection of secondary sources, such as demographic and landuse data, and use the information to formulate planning recommendations. The overall goals include ensuring and promoting a sense of community by identifying and implementing changes that will enhance and stabilize the neighborhood, including engaging as many residents of Hillcrest as possible through a thorough and transparent planning process; identifying issues relating to housing, land use, parks and open space, transportation, and the overall character of the neighborhood; developing value statements that reflect the desires of the Hillcrest residents; and establishing short and long-term planning recommendations and implementation strategies that reflect the values statements of the neighborhood. PC 16-002 Hillcrest (NP) Future Land Use (FLUP) Map Amendments Logan City is requesting to amend the Future Land Use Plan Map (FLUP) for those areas identified in the Hillcrest Neighborhood Plan as suitable for map amendment. PC 16-003 Hillcrest (NP) Rezone Logan City is requesting a rezone of areas identified in the Hillcrest Neighborhood Plan as suitable for rezone. The items will be on the March 1 & 15 Municipal Council meetings. Page 2

At the February 25, 2016 meeting, the Planning Commission conditionally approved a Design Review Permit for: PC 16-007 Bordon Lofts Remodel and re-purpose the building into residential lofts located at 290 South 400 West. Street facing units along 300 South will have commercial space along the loading dock area which will provide a live/work opportunity. 57 total dwelling units are proposed throughout the building along with an 86-stall parking lot and landscaping improvements. The majority of the units will be accessed via a new interior central corridor that will connect the parking lot and 300 South. The units will be a mix of studio, and one and two bedrooms. The proposal includes the demolition of the two metal shed building attached to the north side of the main building. Page 4
COMMUNITY DEVELOPMENT MONTHLY UPDATE At the February 25, 2016 meeting, the Planning Commission conditionally approved a Subdivision Permit for: PC 16-008 200 E. Subdivision Logan City acquired the residential lots along the east side of 200 East between 200 200300 South in order to widen the roadway and construct road improvements through the Central Park area. The southern corner property will remain as a residual parcel and is not included in this subdivision. The intent is to sell these lots for new residential construction along this block. Lot 4 is sized to accommodate a future right-of-way way that may potentially serve the interior of the block if the City or others are able to consolidate properties for future development. Lot 8 is served by an existing easement from the south; however, the easement asement accessing this lot is narrow and the Fire Department has indicated that in order to develop Lot 8, fire access will need to be improved. It is anticipated that Lot 8 will be used to facilitate the future development of the inner block, may remain ass open area until a point that it becomes developable, or may be consolidated into surrounding parcels.
