CALL TO ORDER Chairman Miller called the meeting to order at 9:00 a.m. in Room 165 of the Burnett County Government Center. NOTICE POSTED IN ACCORDANCE TO WIS. STAT. 19.84 OPEN MEETING LAW PUBLIC COMMENTS Chairman Miller explained public comments on public hearing agenda items will be heard at the time the item is discussed by the committee. Comments on other agenda items will be heard now. No public comments in general were made. APPROVAL OF AGENDA ORDER Motion to approve the agenda order was made by Supervisor Gronski, seconded by Supervisor Awe. Motion carried, voice vote. APPROVAL OF MINUTES OF AUGUST 6, 2013, MEETING Motion to approve the minutes of the August 6, 2013 meeting was made by Supervisor Blomberg, seconded by Supervisor Burmeister. Motion carried, voice vote. PUBLIC HEARING Zoning Administrator Jim Flanigan read the Notice of Public Hearing as published in the Burnett County Sentinel on August 14 and 21, 2013. BURNETT COUNTY LAND USE ORDINANCE CONDITIONAL PERMIT #1348: HEGGE Public notice is hereby given to all persons in the Town of Grantsburg, Burnett County, Wisconsin, that Jack and Laura Hegge have made application for a conditional permit per the terms of the Burnett County Land Use Ordinance for two dwelling units to be allowed on a single parcel, located in the A-2 zoning district, at 14548 Fish Lake Road, in the SW ¼ of the SW ¼, Section 28 T38N R19W. Each committee member had the conditional permit application details. Mr. Flanigan reviewed ordinance information. Public hearing opened.

Land Use and Information Committee Meeting September 3, 2013 Page 2 of 2 Laura Hegge reported the family purchased the property in 2008 for use as a multi-family dwelling with separate living units with joint use of the sanitary system, well, heat and laundry. The previous owners lived in the detached garage while building the house. Minor changes were made to the detached garage which is used as a separate dwelling for Ms. Hegge s parents. Two neighbors have no objections. Jeffery Erickson wrote a letter to Burnett County Zoning Administrator Flannigan advising of a violation of the Town of Grantsburg s driveway ordinance. Mr. Erickson wrote: As chairman for the town and the town s driveway inspector, on behalf of the Town of Grantsburg board, I am asking that you consider the town s ordinance and that the Land Use Committee deny the request for a second dwelling on the Kuhn/Hegge five acre parcel. No public comments were heard or received. The property is currently zoned RR-3, not A-2 as stated in the public hearing notice. The driveway ordinance violation was considered a town issue unrelated to the conditional permit application. If the conditional permit is approved, the property must be inspected and approved by a uniform dwelling code inspector and land use permits must be secured for a bunkhouse/dwelling and a sanitary permit secured for connecting to an existing private onsite waste treatment system. Public hearing closed. Motion to approve Conditional Permit #1348 subject to upon sale of the property, or change of current occupant use of the structure, the structure is changed to meet the bunkhouse criteria was made by Supervisor Miller, seconded by Supervisor Richard. Voice vote, motion carried. COUNTY SURVEYOR/LAND INFORMATION REPORT County Surveyor/Land Information Director Jason Towne submitted reports and answered committee questions. The committee welcomed new employee Zoning and POWTS Specialist Craig Dantoin from Rhinelander, Wisconsin. Mr. Dantoin just graduated from the University of Wisconsin, Stevens Point with a bachelor s degree in law enforcement and soil and land planning management. He is currently finishing an internship with Sawyer County. NORTHWEST REGIONAL PLANNING COMMISSION (NWRPC) ORDINANCE REVIEW UPDATE Mr. Flanigan will have Mr. Dantoin evaluate the ordinance for complicated language to be reviewed. Camping and multiple dwellings are areas for review. Chairman Miller directed Mr. Flanigan to bring a final version of ordinance changes for committee review and approval. FUTURE AGENDA ITEMS General ordinance review. CHAIRMAN S REPORT Webb Lake tower issues were discussed. The resignation of the former administrator, interim plans and the hiring process were discussed. ADJOURNMENT Chairman Miller adjourned the meeting at 9:53 a.m.

STAFF REPORTS I have included a brief summary of what each Land Information Department staff member has been working on for the past month. Lucas Meier Assistant County Surveyor: During the last report cycle I worked on road notice corners, staking proposed improvement locations for the tower project on different sites and remonumentation in the Town of Roosevelt full township project. To date 27 sections are complete in Roosevelt. Janyl Friese Real Property Lister (RPL): Real estate related documents looked at by this office thru September 13, was 178. Last week I attended the Annual State Meeting of the Real Property Listers. The education sessions were very good. There were sessions presented by plat review, a surveyor, an attorney talked about lead mines in SW Wisconsin, representatives from DNR managed forest law, Department of Revenue and Wisconsin employee trust fund. Tax time is just around the corner. In October I should receive the manufacturing assessment data from the state. Once this information is received and entered, I will mail out packets to the municipal clerks. In October/November the clerks will have to gather special assessment data which this office will enter from their spreadsheets to parcels before taxes are generated. *Report Continued on Next Page 1

Tia Bowe Parcel Mapping/GIS Analyst: New parcel-mapping for the Town of Grantsburg (T38R19) is about 80% complete, with sections 1-30 (excluding the Village of Grantsburg) mapped at this time. I am continuing to accept parcel split and merge requests from the Real Property Lister s office to keep our parcel map current. Tracy Horel Land Information/GIS Technician: I am working on fixing addresses that a query found to be on the wrong parcel either by: where the dot was physically located in the mapping or that the tax database has the address listed on the incorrect parcel. The more sections in the county that we get parcel mapped the better we are at determining which parcel the site address is physically located on so that we can make sure that the tax database and mapping reflect this. The Sheriff s Dept. purchased some new mapping software that will be used in the dispatch center, so I was asked to send the necessary data to the software company for them to analyze. They ran our data through a review process and mentioned a couple of fields that we will have to add to the tables in our data in order for our data to work correctly with their software. Once I get those couple of fields added to the data and populated, then GeoComm will convert our data to work with the new dispatch software. Answered land related questions both on the phone and in person for the general public. Worked on /printed various maps for the other departments in the courthouse. Printed various maps for the general public (aerial photos and parcel maps to scale). Answered questions over the phone/in person on the WebXtreme site for people using it.
