Reso1ution 2017~384 Moved by: Jeanne Doucet Seconded by: Jean-Claude Delorme BE IT RESOLVED that this public meeting to consider two proposed amendments to Zoning By-law 2009-50 (file ZON~05-2017, Mr. Richard and Mrs. Suzanne Robillard; file ZON-06-2017, Kaelin Farm Inc.) be declared open. The Chairman invites the Zoning Administrator to explain the proposed amendments. The Zoning Administrator indicates that the notice of this public meeting with respect to files ZON-05-2017, and ZON-06-2017 was mailed to all owners whose properties are within a buffer of 120 meters of the lands for which the amendments were requested. The notice was mailed on June 23, 2017, and a notice of public meeting was also posted on the affected properties. The proposed amendment to Zoning By-law 2009-50 (file ZON-05-2017} applies the property situated at 581 Concessi:on 1- Plantagenet ln Plantagenet, described as being part of Lots 5 and 6, Broken Front Concession and Concession 1 of the former Township of North Plantagenet. The property concerned by this zoning amendment is presently the subject of two applications for consent approvals under the Planning Act, files 8-119-2016 and B-120-2016. The purpose of the proposed amendment ts to change the zoning category of part of the property from the "Rural (RU)" zone to the "Rural- Exception X (RU~ X)" zone. If the proposed amendment is adopted, the zoning category ''RU~X" will prohibit the construction of a buildtng used for residential purposes within the buffer zone imposed by the minimum distance of separation (MDS) calculation in relation to the farm located just west of the property subject to this application. The minimum interior side yard setback, from the west lot line, wiu be 170.0 metres.
3 The proposed amendment to Zoning By~law 2009~50 (file ZON~06-2017) applies to the property situated at 3450 Concession 2- Plantagenet in Wendover, described as being a part of Lot 34, Concession 2 of the former Township of North Plantagenet. The property concerned by this zoning amendment is presently the subject of an application for a consent approvat under the Planning Act, file 8~18~2017. The purpose of the proposed amendment is to change the zontng category of part of the property from the "Rural (RU)" zone to the "Rural - Exception X (RU X)" zone. if the proposed amendment is adopted, the zoning category "RU~X" will prohibit the construction of any building used for residential purposes on the property. The Zoning Admini,strator mentions that if a person or publ*c body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Township of Alfred and Plantagenet before the by~law is passed, the person or public body is not entitled to appeal the decision of the Council of the Corporation of the Township of Alfred and Plantagenet to the Ontario Municipal Board. She indicates that if a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Township of Alfred and Plantagenet before the by~law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so. She also indicates that only individuals, corporations and public bodies may appeal a by~law to the Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. Finally, she mentions that no person or public body shall be added as a party to the hearing of the appeal unless, before the by... Jaw was passed, the person or public body made oral submissions at a public meeting or written submissions to the Council or, in the opinion of the Ontario Municipal Board, there are reasonable grounds to add the person or public body as a party. Appeals or comments must be submitted to the Clerk, Mr. Marc Daigneault. The Chairman asks whether there are any questions or whether there are people in favour of or against the proposed amendments ZON-05-2017, and ZON~06-2017. There are no questions or comments.

ADOPTION OF COUNCIL MINUTES 7. DEPUTATIONS 7.1 Mrs Madeleine Lemieux- Appeal to the Ontario Municipal Board (Jessup*s Falls). Mrs. Kristi Ross, the lawyer who represents Mrs. Madeleine Lemieux as well as other appellants, provides the Council with a review and an update on the appeal before the Ontario Municipal Board regarding the Jessup's Fans file. She also addresses the settlement discussions that are currently happening between the parties as an attempt to avoid a hearing before the Ontario Municipal Board. Mrs. Suzanne Lavoie and Mr. Roch Cyr reiterate the importance of working jointly with the Township and hope that the Township will decide to remain an appellant as part of the appeal before the Ontario Municipal Board. 8. REPORTS FROM THE PLANNING DEPARTMENT 8.1 Report URB.. 23-2017 - Request for amendment to the Official Plan of the Urban Areas of the Township of Alfred and Plantagenet (file OPA-4, Township of A & P), and request for amendment to Zoning By-law Number 2009-50 (file ZON-03-2017* Township of A & P). Resolution 2017-386 BE IT RESOLVED that the Municipal Council approve the amendment to the Official Plan of the Urban Areas of the Township of A & P (file OPA-4), submitted by the Township of Alfred and Plantagenet, affecting the property situated at 547 County Road No. 9 in Plantagenet, described as being part of Lot 11, Concession 4 (O.S,) of the former Village of Plantagenet, for the purpose of changing the designation of the property from the "Residential Policy Area" to the "Economic Enterprise Policy Area" in order to allow a commercial use on the property.

Richards et Associes Ltee, agent for the owner Dr. Gerald Seguin, affecting the property situated at the north end of Route 21, at the intersection of Concession 1 - P~antagenet in Plantagenet, described as being part of Lots 20 and 21, Broken Front Concession of the former Township of North Plantagenet, for the purpose of changing the designation of the property from the "Rural {RU)" zone to the "Rural- Exception 33 (RU-33)" zone. Barrette, surveyor and agent for the company 1055466 Ontario Inc., c/o Mr. Jean-Fran<;:ois Drouin, owner, affecting the property located at 1151 Concession 3- Plantagenet in Plantagenet, described as part of Lot 11, Concession 2 of the former Township of North Plantagenet, for the purpose of allowing the creation of a new agricultural lot as well as a right of way, subject to the following conditions:

That the land surveyor retained by the owner determines the width of Concession 3 - Plantagenet, and if the aforementioned road allowance presents a width measuring less than 20.0 meters, that a strip of land equal to half of the width needed to reach 20.0 meters, along the detached parcel and the retained parcel, be transferred without fee and encumbrance to the concerned authority {Township of Alfred and Plantagenet). 2. That the land surveyor ensures that setbacks between the new property lines and existing building on the retained lot (B) are complied with as prescribed by the minimum distance of separation (MDS) calculation; and 3. That an amendment to Zoning By-law Number 2009~50 of the Township of Alfred and Plantagenet be obtained to prohibit the construction of any residential building on the detached lot (A) and retained lot (B), for the purpose of ensuring its exclusive agricultural use. The amendment to the Zoning By~law is also required to legitimize the surface area of the retained lot (8), which is smaller than what is required for an agricultural land in the rural zone. 9. This item was removed from the agenda. 11.2 Report OG-45-2017 ~Proposal as part of the Appeal to the Ontario Municipal Board. Mr. Daigneault is instructed to contact the Fire Department of The Nation in order to ask whether it would be possible to borrow their inflatable "safety house" for the 25th anniversary of the 58th Scout Group.

Resolution 2017-408 WHEREAS, through Resolution 2017-145, the Council of the Township of Alfred and Plantagenet voted in favour of a new salary scale consisting of eight (8) levels (7 stages of growth), with a wage gap of 3% between each level; AND WHEREAS the Council deems it important to reward municipal employees who work hard for the benefit of the municipality; BE IT RESOLVED that the 3% wage gap between each j,evel be divided in such a way that a 2% annual increase be automatically granted and a 1% annual increase be subject to the employee's performance. BE IT FURTHER RESOLVED that the salaries in the new salary scale be determined using comparative municipalities. 22.
