All property owners must have a Site Analysis Level II (SALII) completed on their property for any project proposal. The Skamania County Community Development Department (SCCDD) reviews zoning and critical areas information for the property and determines what applications, reports, and reviews are required for any project to be permitted. The SALII does not constitute project approval. Your project may be exempt: If one or more of the following apply, the project may be exempt from the SALII process, however, other permits may be required. Please contact the Community Development Department (SCCDD) at (509) 427-3900 if you believe your project may be exempt. If your project is exempt, you will be issued a SALII Exemption letter, after which you can apply for any applicable permits. Within the National Scenic Area (SALII review is combined with the NSA application) o All uses that are outright allowed in the National Scenic Area (Section 22.10.040) o Letter Amendments to existing/approved NSA development (decisions issued before December 1, 2010) o Development that has NSA approval (decisions issued before December 1, 2010) and that has not expired o Post-Emergency/Disaster Response Development Outside the National Scenic Area o Utility permits that are within disturbed right-of-way o Fences that do not require a building permit, and which are not located within a critical area, right-of-way, or other easement. o Resource enhancement projects that meet the WDFW Fish Enhancement Exemption o Forest Practices (Class I, II, or III) o Maintenance and/or repair of an existing structure that does not increase the footprint or change the use of the structure. o Building permits for mechanical, plumbing, or re-roofing. o Geotech borings. o Legal lot of record determinations. o Temporary public events and the event s licensed temporary food service venders. o Cottage occupations, when no indoor or outdoor changes to the structure are proposed.

o Light Home Industries, when no indoor or outdoor changes to the structure are proposed. o Excess material requests that are less than a cumulative ninety-nine (99) cubic yards if the activity is located entirely outside of any critical area and its associated buffer. o On-site septic system applications within the City of Stevenson and the City of North Bonneville. o Minor expansion and/or minor replacement of a single component of an on-site septic system. o Food establishment plan review applications when the food establishment is proposed to be located within an existing building. o Food establishment plan review applications within the City of Stevenson and the City of North Bonneville. o Existing parcels within a short plat or subdivision for which a SALII review was completed during the short plat or subdivision process. o Co-location of attached communication facilities located on existing BPA towers or other existing communication towers. o New commercial uses proposing to inhabit an existing building in a commercial zone classification. Uses that are located wholly or partially outside of structures and any new buildings will require a SALII review. o Boundary line adjustments and other short plat/subdivision exemptions. o Emergency actions which must be undertaken immediately or for which there is insufficient time for full application review when it is necessary to prevent an imminent threat to public health or safety, or to prevent imminent danger to public or private property. This includes the repair of a failed on-site septic system. o Exempt signs. o Temporary Dwellings. o Agricultural buildings meeting the building code exemption authorized in 2012. o Remodel of an existing attached garage to living space that does not include bedrooms or kitchen facilities. o Placing an RV in an approved RV park. o Placing a mobile home in an approved mobile home park. o Accessory buildings are exempt from the Site Analysis Level II review if they meet all of the following conditions/restrictions: The accessory building meets the building code exemption requirements of SCC Title 15.08.030A. The building is: 1) two hundred (200) square feet or less in size; 2) one-story and detached; 3) used as tool storage, playhouse, or similar use. It is located at least two hundred and fifty (250) feet from a watershed protection area as identified in SCC Title 21A.04 - Watershed Protection Areas. It is located at least twenty-five (25) feet away from all property lines. No accessory building may be located within a right-of-way or any other type of easement. The property does not contain wildlife nesting sites or critical habitat as identified in SCC Title 21A.05 - Fish and Wildlife Protection. SALII review shall be required if any wildlife nesting sites or critical areas are identified. Site Plan: A site plan illustrating the location of the accessory building and distance between all property lines, other structures, right-of-ways, easements, and critical areas (if applicable) is required to be submitted along with the exemption waiver form.

The Process 1. Submit a complete SALII application. The property owner must sign the application. 2. SALII review generally takes four business days. 3. During the review of the SALII process, multiple departments will review the application to determine what studies, reports and applications may be required to complete the proposed project. SCCDD staff may conduct a site visit to the subject property and review the proposed development area. SCCDD will then issue a letter of Application & Report Requirements listing all applications, reports, and studies required for the project. Applicants will also be notified at this phase if the proposal is not feasible under current County regulations. 4. In order for a project to receive approval all applications, reports, and studies required for the project as outlined in the Application & Report Requirements listing must be submitted by the applicant/property owner for review and approval. 5. If the applicant has submitted any permit applications (e.g. Building Permit, On-site Septic Permit, etc.) at the time the SALII application was submitted, these permits will not be issued until the review of all other applications and reports in the Application & Report Requirements listing have been completed and approved. DISCLAIMER: The Site Analysis Level II (SALII) Application & Report listing are based on Skamania County code in effect at the time of issuance. If a code change occurs affecting all or part of this project, the project must be reviewed under the new code.

The application will NOT be accepted unless all points below are addressed. This checklist MUST be submitted with the site plan and application. The site plan must be drawn in ink. The applicant may also submit (in addition to the site plan showing the entire parcel(s)), a more detailed drawing of the area(s) that will be affected by the proposal. Site plans that are overcrowded with information and those that are illegible will be returned to the applicant to be redrawn.
