Lobbying the Mayor Urging for a green City Region Balancing developer claims Looking for solutions
Brownfield first Steve Rotheram has said he is committed to brownfield regeneration. The Combined Authority has no statutory powers in relation to a Brownfield Land Registers but has compiled a City-Region wide register from information provided by constituent authorities. We urge for the Combined Authority to plan at high densities in urban areas, and acknowledge the problem to poorer neighbourhoods if investment is focused on more affluent areas. We believe the SDS ought to try and address this market disparity. Only when Brownfield exhausted should greenfields be allocated
Strategic Housing and Employment Land Assessment (SHELMA) CPRE has responded to the Liverpool City Region SHELMA, 4,418 dpa. Call for a reduction in the housing requirement Oppose sprawl into West Lancashire Oppose Green Belt threats Oppose loss of high grade farmland (BMV ALC Grades 1, 2 & 3a). Developers and the Government are pushing for higher growth figures. Steve Rotheram may support the delivery of a higher number of homes over the early years of the SDS

Development of parkland
Rimrose Valley Country Park - Port Access CPRE is opposed to Highway England s preferred option, critical of its flawed consultation process. Advising Sefton Council & local groups on the Judicial Review. CPRE is committed to an integrated transport system to enable more port freight to be transported by rail. Health issues - 4 air quality management areas. Severe capacity issues of current rail freight infrastructure and the absence of a budget for transport at the Liverpool City Region level.
Offer to the Combined Authority support public engagement and consultation activity be a critical friend in promoting policies that best protect greenspace and encourage urban regeneration. lobby the Government for better brownfield policy, and funds to unlock further brownfield land resources To make available the Brownfield Land Register Toolkit http://www.cprelancashire.org.uk/resources/housingand-planning/item/2483-cpre-lancashire-brownfieldland-register-toolkit to help record all suitable brownfield sites to help take pressure off greenspaces. To share with the Combined Authority best practice on devolved spatial planning elsewhere in the country.

Such a Framework would require approval by a unanimous vote of Members appointed to the Combined Authority by the constituent Councils. This approach must not delay the development of local plans Local Authorities within the City Region commit to delivering local plans by early 2017, pooling resources across the City Region as necessary to do so. These will support development of the single City Region Framework.
