Public notice is hereby given that the Millcreek Community Reinvestment Agency (the Agency ) will hold a public hearing on Tuesday, November 13, 2018, commencing at 7:30 p.m. or as soon thereafter as the City Council meeting is completed, at the Millcreek City Hall Annex (south end of parking lot), located at 3330 South 1300 East, Millcreek, UT. The Millcreek Center Community Reinvestment Project Area (the CRA ) is being proposed for the area between approximately Highland Drive to the east and 900 East to the west, along both sides of 3300 South. The proposed CRA may be declared to have blight. The Agency will notify the record property owners of each additional public hearing held by the Agency concerning the project area prior to the adoption of the project area plan. The purpose of the public hearing is to accept public comment on the blight study completed within the proposed CRA. Record owners of property within the proposed blight survey area have the right to present evidence at the blight hearing contesting the existence of blight. Persons contesting the existence of blight in the proposed CRA may appear before the Agency Board and show cause why the proposed CRA should not be designated as a blighted CRA. Property tax revenues resulting from an increase in valuation of property within the project areas or proposed project areas will be paid to the Agency for project area development rather than to the taxing entity to which the tax revenues would otherwise have been paid, if the proposed project areas are created and the use of tax increment is approved by either a taxing entity committee representing all the taxing entities within the project area, or by interlocal cooperation agreement with one or more of those taxing entities. The project area plan for the proposed CRA may require the Agency to use eminent domain. The proposed use of eminent domain will be discussed at the Hearing. Prior to the date of the public hearing, written comments may also be submitted to the Agency. All concerned citizens are invited to attend the hearing. The blight study is available for public inspection at the Millcreek City Municipal Building. Any person may request that a copy of the boundary description of the proposed Millcreek Center project area be sent at no cost to the person by mail, email, or by calling this number: (801) 214-2700. A copy of the boundary description is also available at the following web address: millcreek.us.
