Project Overview Project Purpose Support growing energy needs of new and existing customers in Sarpy County and surrounding area. Scope (Original) New 161 kilovolt (kv) transmission line between existing substations. (Revised) New 345/161kV line, remove existing 69kV line. Benefits Provide the necessary capacity and reliability to support new and expanding businesses as well as residential growth. Support OPPD's commitment to no general rate increase through 2021.

Easement Overview Permanent easements required Easement: right of one entity to use property of another for a specific use Construction, operation & maintenance Ownership of property retained Owner may continue to use property for purposes that do not interfere with safe operation of the facilities OPPD will occasionally require access for ongoing inspection and maintenance

Easement Valuation Independent, licensed appraiser familiar with Sarpy County will establish an opinion of value Individual circumstances taken into account to determine just compensation and fair market value Process will be equitable to all owners

OPPD cannot negotiate for 30 days from the date of this hearing Easement Negotiations OPPD will work to arrive at a mutually satisfactory agreement Owners have the right to accept or reject any offer Owners have the right to be represented by an attorney If no agreement is reached, owners have the right to have compensation determined by the statutorily defined Eminent Domain Process

Damage Compensation & Restoration OPPD will pay for construction related damages in addition to the easement payment Crop loss Soil compaction Fences, waterways, terraces and driveways OPPD will occasionally require access Routine inspection and maintenance Storm damage

OPPD Construction Process Prepare land Make-ready construction Install foundations Erect structures String wire

OPPD Land Preparation Clear trees and brush Establish construction access including Fence removal Construction access roads Install temporary fencing during the construction process Oversee temporary culverts and erosion control

Install Foundations Size and Depth: Up to 12 feet in diameter 30-60 feet deep Drilled Pier

Erect Structures Majority of Structures Single, free standing, galvanized finish Height & Spans 300-500 feet apart 110-185 feet tall 3-10 feet in diameter

String Wires Conductor and Optical Ground Wires (OPGW) Aluminum conductor will be pulled from dead-end to dead-end sections OPGW will be used as shielding wire (top wire) and communication path for OPPD

Property Restoration Completed throughout the project as construction finishes The process will include: Minor grading, seeding, erosion control Fencing restoration Construction road removal Releasing temporary easements Compensation for damages
