Ritterbeck, Planner) Jurisdiction: Goleta Request of Steven Kent, owner, to consider Case No. 12BAR-00000-00159 for preliminary approval of an as-built residence addition of approximately 227 square feet that encroaches into the 5 side setback by 11 inches requiring approval of a Modification. The following structures currently exist on the parcel: a residence of approximately 1,243 square feet which includes the as-built additions. The proposed project will not require grading. The property is a 13,500 square foot parcel zoned 10-R-1 and shown as Assessor s Parcel Number 059-223-005, located at 346 El Sueno in the Santa Barbara area, Second Supervisorial District. (Continued from 9/21/12) a. Project received preliminary approval on the basis of good design. b. For final review, indicate material improvements on elevations. c. Return for final review on consent following ZA action on the proposed Modification.

Applicant may return for final approval on consent. 4. 12BAR-00000-00200 St. George New Teen Center Isla Vista (Errin Briggs, Planner) Jurisdiction: Coastal Request of On Design Architects, Justin Van Mullem architect, for the owner, Ed St. George, to consider Case No. 12BAR-00000-00200 for further conceptual review of a new teen center of approximately 3,200 square feet. The following structures currently exist on the parcel: teen center to be demolished of approximately of 960 square feet, restroom of approximately 145 square feet, a barn of approximately 622 square feet and shed of approximately 96 square feet. The existing 960 square foot teen center building would be demolished as part of the project. The proposed project will require 50 cubic yards of cut and no fill. The property is a.93 acre parcel zoned PI and shown as Assessor s Parcel Number 075-091-041, located at 889 Camino Del Sur in the Isla Vista area, Third Supervisorial District. (Continued from 11/16/12) a. Big improvement over previous drawings. b. With simple staggered forms, the more offset the better. E.g., overhang (awning) at north elevation could be increased in depth. Restudy. c. At west elevation, doorway is not under the proposed canopy, defying logic. Restudy. d. Score joints on exterior elevations will need a material and/or color change to accentuate the detail. e. Remove exterior doorways from exterior buttress storage areas and make the access internal to the building. f. Colors need further study. g. Restudy YMCA symbol location. Project received further conceptual review only, no action was taken. Applicant may return for preliminary approval. 5. 12BAR-00000-00202 St. George Residence Demolition and Rebuild Isla Vista 12CDH-00000-00032 (Errin Briggs, Planner) Jurisdiction: Coastal Request of On Design Architects, Justin Van Mullem architect for the owner, Ed. St. George, to consider Case No. 12BAR-00000-00202 for further conceptual review of a residence demolition of approximately 1,100 square feet, rebuild of a new residence of approximately 1,890 square feet with attached garage of approximately 357 square feet. The following structure currently exists on the parcel: a residence of approximately 1,100 square feet. The proposed project will require 300 of cubic yards of cut and fill. The property is a 6,098.4 square foot parcel zoned SR-M-8 and shown as Assessor s Parcel Number 075-213-010, located at 6563 Del Playa Drive in the Isla Vista area, Third Supervisorial District. (Continued from 11/16/12 & 12/07/12) a. On the one hand, SBAR likes the design concept and how the design has evolved. Project is improved over last review. On the other hand, the design, while happy and playful, has a lot going on that keeps the building from achieving real architectural stature. Consider taking some ideas away and emphasizing others with the goal of turning the building into an important piece of architecture. b. Repeated use of same window style and location undermines the currently proposed playful design concept. Restudy. c. SBAR loves the ocean view window at the west elevation: very creative solution. d. At south elevation, second story window should follow the angle of the wall. e. Enhance textured plaster area on west and east garage elevations to make design element more substantial. Project received further conceptual review only, no action was taken. Applicant may return for preliminary approval.

The following structures currently exist on the parcel: various country club use structures. The proposed project will not require grading. The property is a 63.73 acre parcel zoned REC and shown as Assessor s Parcel Number 049-030-043, located at 4015 Via Laguna in the Hope Ranch area, Second Supervisorial District. COMMENT: Well done and ready for preliminary and final reviews. Project received conceptual review only, no action was taken. Applicant may return for preliminary and final approval. Toro Canyon/Summerland/Carpinteria Areas 7. 12BAR-00000-00144 Frinier Residence Remodel and Addition Toro Canyon 12CDP-00000-00070 (Kimberley McCarthy, Planner) Jurisdiction: Toro Request of Warner Group Architects, agent for the owners, Richard and Catherine Frinier, to consider Case No. 12BAR-00000-00144 for preliminary/final approval of a residence remodel and addition of approximately 1,220 square feet. The following structures currently exist on the parcel: a residence and attached garage of approximately 3,520 square feet. The proposed project will require 50 cubic yards of cut and 180 cubic yards of fill. The property is a 1.54 acre parcel zoned 1-E-1 and shown as Assessor s Parcel Number 005-480-009, located at 581 Freehaven Drive in the Toro Canyon area, First Supervisorial District. (Continued from 9/07/12) COMMENT: Well thought out and detailed. o Project received preliminary and final approvals as submitted. ACTION: Pujo moved, seconded by Yardy and carried by a vote of 5 to 0 to grant preliminary and final approval Brecheen Agricultural Employee Dwelling, Cabana, Guesthouse, Horse Stall/Barn, 8. 12BAR-00000-00151 Carport, Garage Conversion and Pool Carpinteria 12CUP-00000-00031 (J. Ritterbeck, Planner) Jurisdiction: Toro Cyn 12CDP-00000-00064 Request of Leigh Brecheen owner, to consider Case No. 12ABAR-00000-00151 for further conceptual review of a new agricultural employee dwelling of approximately 2,400 square feet, a new tennis court, a new cabana of approximately 605 square feet, a new guesthouse of approximately 800 square feet, an as-built horse barn of approximately 1,200 square feet, a new attached carport, and conversion of the existing 961 square foot attached 2-car garage to habitable space (resulting in a 4,390 square foot two-story single-family dwelling) and a new pool. The proposed project will required approximately 395 cubic yards of cut and fill to be balanced onsite and no trees would be removed as a part of this permit. The property is a 10 acre parcel zoned AG-I-10 and shown as Assessor's Parcel Numbers 005-670-004, -005 and -006, located at 336 Toro Canyon Road in the Toro Canyon Area, First Supervisorial District. (Continued from 12/07/12) a. House, guest house and cabana are well organized and are acceptable architecturally.

Page 5 b. However, stables and employee dwelling need to work together architecturally and secondly they need to relate to the house, guest house and cabana elements of the project. c. The roofs of the stables and employee dwelling do not match and the roofs are important design elements that could provide unity. Consider adding a metal shed roof to the prefab. d. The fact that the stables exist and that the employee dwelling is a prefab does not factor into the design review; these project components need to achieve a higher level of design Project received further conceptual review only, no action was taken. Applicant was asked to return for further conceptual review. 9. 12BAR-00000-00143 Nguyen New Residence Summerland 11CDP-00000-00008 (J. Ritterbeck, Planner) Jurisdiction: Summerland Request of Richele Design Associates, agent for the owner, David Nguyen, to consider Case No. 12BAR-00000-00143 for a revised final approval of a window change to a residence under construction. The following structures currently exist on the parcel: none. The proposed grading: not applicable. The property is a 7,500 square foot parcel zoned 7-R-1 and shown as Assessor s Parcel Number 005-152-062, located at 180 Valencia in the Summerland area, First Supervisorial District. (Continued from 8/24/12 & 9/07/12) COMMENT: Window change is acceptable. o Project received revised final approval as submitted. ACTION: Pujo moved, seconded by Yardy and carried by a vote of 5 to 0 to grant revised final approval for the window change. Patio areas south of the SFD could be reduced; large courtyard at rear forces SFD and pool out to the edge of the slope more than needed. The whole program could be moved back from the edge of the slope; grading impacts are greater than depicted. c. Preserve existing Manzanita groupings. d. Moving the center modules of the dwelling would help design. e. Paving should be within development envelope only. f. Return for further conceptual/preliminary review with a landscape plan. Project received further conceptual review and a site visit, no action was taken. Applicant was asked to return for further conceptual review/preliminary approval.
