Contact staff for exact charge amounts as needed. For estimating purposes only, staff recommends adding 2.25% to all impact fee calculations to account for potential administrative charge amounts. FACTS ABOUT THE MOBILITY FEE AND IMPLEMENTATION MOBILITY FEE On Sept. 8, 2015 the Sarasota County Board of County Commissioners (BCC) adopted a Mobility Plan and Mobility. The Mobility Plan identifies multimodal and mobility corridors which provide the basis for the Mobility. The Mobility Plan provides flexibility to design corridors as Complete Streets and to fund and prioritize multimodal corridors. The Mobility, unlike a Road Impact, can be spent on multimodal transportation projects such as trails, paths, sidewalks, bicycle lanes, transit stops; as well as on turn lanes, roundabouts and roadway capacity projects. The Mobility is lower for mixed-use projects and projects in urban infill areas. The Mobility is higher for projects in suburban, rural and developing areas that require new and widened roads to accommodate the travel demand from the project. IMPLEMENTATION On Nov. 10, 2015, a public hearing will be held to amend the Road Impact regulations clarifying the timing and transition from a Road Impact to Mobility. The Mobility goes into effect on Jan. 1, 2016. Any building permit applied for before Jan. 1, 2016 for a use that generates new trips, will be assessed a Road Impact. Any building permit applied for on/ after Jan. 1, 2016 for a use that generates new trips, will be assessed a Mobility. The Mobility applies to any development activity that has an increase in trips, such as: (1) new development; (2) an increase in the size of a current home, office, retail or other non-residential building; or (3) a change of use. In limited instances where the Mobility is less than the assessed Road Impact, a building permit applicant can request to be reassessed the lower Mobility. Applicants have until April 1, 2016 to request a reassessment. FACTS ABOUT THE EDUCATIONAL IMPACT FEE An impact fee is a one-time charge assessed on new development to pay for its share of increased capacity, such as new or expanded schools. The Educational Impact is imposed county wide on new residential development. Sarasota County and each municipality collect and transfer the fee to the School Board for its use in funding of capital improvements. The Educational Impact was adopted in 2004 and was put on temporary suspension in 2010. This suspension expired Dec. 15, 2015. Residential building permit applications which were filed before Dec. 15, 2015 AND obtain a certificate of occupancy no later than Dec. 13, 2016, are eligible for the Educational Impact suspension. Residential building permits which are not eligible for the suspension will pay the following fees, based upon the 2004 Educational Impact study: Single-family homes: $2,032 Multi-family homes: $474 Mobile homes: $138 In 2015, the Sarasota County School Board performed an updated planning study and based upon the study and current enrollment, requested updates to the Educational Impact rates. Based upon the updated study, the Educational Impact is scheduled to change on May 1, 2016. The updated Educational Impact, for any new residential building permit applied for on, or after May 1, 2016, will be assessed the following: Single-family homes: $2,032 (no change) Multi-family homes: $561 Mobile homes: $188 An exemption of the Educational Impact shall apply when a new residential development is deemed to be a replacement of a prior dwelling unit on the same lot: The prior dwelling unit must have received the certificate of occupancy within five years of the replacement dwelling unit, for this exemption to apply.
