The proposed Preliminary Plan includes the undeveloped balance of the subdivision. The proposed subdivision will create 22 sublots served by central water and sewer on two permanent cul-desacs. There are no changes proposed to the previously approved Preliminary Plan. Hidden Lakes Estates, Preliminary Plan Access: Hidden Lake Estates Subdivision is accessed by Hidden Lake Drive through Phase One. History: The Preliminary Plan was originally approved by the Medina County Planning Commission (MCPC) in August of 2000. The Final Plat for Phase One was approved in August of 2004 for the northern portion of the subdivision, Shoreline Circle, and frontage sublots on Watkins Road, which includes eight sublots, and Blocks A and B. The Preliminary Plan was most recently approved in October of 2015. See the complete MCPC approval history in Table 1 to the right. Site Conditions: The western portion of the subdivision fronting Watkins Road has rolling terrain. The West Branch of the Rocky River borders the eastern portion of the property and there are severe slopes along the entire eastern border. The FEMA 100-year floodplain crosses Sublots 20, 21, and 22. The Medina Township Zoning Resolution indicates single family homes are permitted uses ( 402.2(A)). The minimum lot size is one acre with a minimum 125 foot lot width (at the building line) and 125 feet of frontage, except on the outside curves of public roads and cul-de-sacs where 95 and 70 feet are required ( 402.3). Comprehensive Plan: According to the 2014 Medina Township Comprehensive Plan Update (Plan) the subject site falls within the Plan s Policy Area One Northwest Rural Neighborhoods. The Plan recommends the following land uses in the area: Protected riparian areas and forests Agriculture Conservation subdivisions and clustered residential uses Large lot residential uses Public parks and open space Public uses Institutional uses Agency Comments: Italicized text indicates quotations from submitting agency comments. Highway Engineer, Matt Martin, 12/19/2018. 1. Drainage Maintenance Agreements and Subdivision Review Deposits required. 2. Lowest structure opening elevations are to be specified for Sublots 12-19 adjacent to lake (minimum two feet above maximum water surface elevation). Lowest structure opening elevations are to be specified for Sublots 20-22 adjacent to Federal Emergency Management Agency (FEMA) Floodplain (minimum two feet above lowest floodplain elevation on lot). 4. FEMA Floodplain Boundary elevation to match actual field topography elevation. The FEMA cross sections from the detailed flood study should also be shown. 5. Any fill or grading within the FEMA Floodplain is prohibited without analysis and approval. Grading (during subdivision or home construction) that would alter the FEMA Floodplain boundary may cause proposed homes to be subject to Floodplain Construction Requirements. These notes should be included on the Preliminary Plan, Construction Plans & Final Plat. 6. Label the Ohio Department of Natural Resources (ODNR) Classification of the Bunker Hill Greenhouses Lake Dam. 7. Subdivision grading plan to include overland flood routes. 8. Storm sewer design to account for maximum (field verified) lake water surface elevation. Health Department, Christine Fienga, 12/12/2018. No comments. Sanitary Engineer, Jeremy Sinko, 12/10/2018. APPROVED. Detailed engineering plans at the time of construction must meet the current rules and regulations for water and sanitary sewers per the Sanitary Engineer s office. ODOT, Jared Feller, 12/7/2018. Since the Hidden Lake subdivision does not have direct access to a state highway, ODOT does not have any objections. Medina Township Zoning Commission, Alliss Strogin, 9/15/2015. There have been no changes on either their site plan and/or our zoning, therefore recommend approval. Tax Maps, Beth Mika, 9/17/2015. 1. The Tax Maps Dept. has no objection to the extension request for Hidden Lake Ph. 2 & 3. 2. Subject to all Tax Map Dept. comments from previous Planning Dept. reviews and/or extension requests. Columbia Pipeline Group, Russ Johnson, 9/10/2015. Columbia Pipeline Group (CPG) does not have any facilities located within the limits of the proposed construction. Staff Comments: 1. There have been no changes proposed to the Preliminary Plan since it was approved in 2015. 2. The Homeowner s Association documents for this subdivision have been approved and recorded. 3. The following required data/information was not provided on or with the Preliminary Plan (Subdivision Regulation section references are included): a. The required fee shall be paid at the time of application submittal. 404(C)(1)d. The applicant originally submitted the application fee on October 5, 2018. Total number of lots, area of lots and blocks and parcels, area of public roadways and total area of the subdivision. 404(C)(2)a.7. Include the total number of lots, total area of lots, total area of public roadways, and the total area of the subdivision. c. Wetlands The developer shall contact in writing the applicable U.S. Army Corp of Engineers (USACE) District Office regarding the proposed subdivision, and shall submit such correspondence to the MCPC as a condition of Preliminary Plan approval. 404(C)(2)c.18. Submit correspondence or demonstrate an applicable USACE or Ohio Environmental Protection Agency (OEPA) permit. d. Soil Types: Flood prone soils, if any, shall be indicated. 404(C)(2)d.4. Indicate flood prone soils. e. All related watershed boundaries, indicating in which watershed the subdivision is located, and all known underground drainage tile systems. This may be presented as a map insert on the same page. 404(C)(2)d.4. Show applicable watershed boundaries map inset. f. A copy of the Developers Notice of Intent (NOI) to obtain an OEPA stormwater management permit if applicable. 404(C)(2)d.7. Submit NOI if applicable. 4. The proposed subdivision is consistent with the Medina Township Plan. 5. The proposed subdivision substantially meets the standards and requirements of the Regulations per 404(C)(4)b.1. 6. The proposed subdivision appears to be consistent with the standards and requirements of the Medina Township Zoning Resolution per 404(C)(4)b.1. 7. The Sanitary Engineer has determined the subdivision will be adequately serviced by sanitary sewer subject to approval of detailed plans per 404(C)(4)b.2. 8. The Highway Engineer has determined the Preliminary Plan for streets, stormwater management and natural drainage ways protection is acceptable subsequent to the approval of more detailed construction drawings per 404(C)(4)b.3. Recommendation: Staff recommends that the MCPC APPROVE WITH MODIFICATIONS of the Preliminary Plan Extension for Hidden Lake Estates, Phases Two and Three. The Preliminary Plan must be corrected as follows: 1. Provide the data/information listed above in Staff Comment 3 on or with the corrected Preliminary Plan. 2. Satisfy the comments of the Highway Engineer as listed above. 3. Satisfy the comments of the Sanitary Engineer as listed above. The applicant shall provide all requested documentation and three full size copies of the corrected Preliminary Plan (including a PDF copy of the layout) prior to Final Plat submission.
