HIGHLANDS COUNTY ZONING BOARD OF ADJUSTMENT MINUTES The regular meeting of the Highlands County Zoning Board of Adjustment was called to order at 3:00 p.m., Tuesday, January 13, 2015, in the Commissioners' Board Room located in the Highlands County Government Center Building, 600 South Commerce Ave., Sebring, Florida. Members present were: Mr. Carter, Mr. Howard, Mrs. Mack, Mr. Osborn, Ms. Tiernan, Mr. Travers and Mr. Ingler, Chairman. Alternatemon-Voting Members present were: Mr. Shoemaker. Also present were: Ms. Morris, Planning Tech; Mrs. Culpepper, Zoning Official; Mrs. Brown, Planner I; Mrs. BuChans, Planning Supervisor; Ms. Conrad, Zoning Supervisor; and Mr. Keiber, Board Attorney Representative. Minutes of the previous meeting were unanimously approved with one correction: Mkmdey Tuesday, December 9,20 14. 6) NEW BUSINESS: A. HEARING #1,757 - RAMIRO SANCHEZ & MARIA MATILDA JIMINEZ - C/O VERONICA SANCHEZ An approximate 5.08 acre parcel located approximately.8 of a mile north of Old Bombing Range Road, west of Bonnett Creek Road and.4 of a mile south of the Polk County line; the address being 3203 Sawmill Trail, Avon Park, Florida; and legally described as follows: T &K Acres unrecorded per H. Schuler survey, west % of Lot 12, 5.08 acres, Highlands County, Florida. The applicant is requesting a special exception to allow a maximum of 10 goats, 15 sheep and 40 hogs instead of the required maximum of 9 goats, sheep and hogs, collectively. Mr. Ingler read the request, and Ms. Sanchez presented the request. There were no letters received and no one spoke in favor of or against the request. There was discussion regarding waste management and natural resources concerns, especially with the close proximity of Bonnet Creek. Motion by Mr. Carter and seconded by Mr. Travers to table the request until May 12, 201 5 at 3:00 p.m. or as soon thereafter as possible in the Commissioners' Board Room, to allow the applicant an opportunity to establish a waste management plan with the Florida Department of Agriculture. Upon roll call, all members voted yes. Motion carried 7-0. 7) BOARD MEMBERS Nominations of the Chairperson and Vice Chairperson of the Zoning Board of Adjustment were presented. Motion by Mr. Carter and seconded by Mr. Travers to nominate Mr. Ingler as Chairperson and Mr. Osborn as Vice Chairperson. The nomination was unanimously approved. Motion carried 7-0. The Highway Park Neighborhood Preservation and Enhancement District Council (HPNC) has always made all efforts to be compliant and will continue to be compliant. B. All residential structures in this district are required to have a 25 foot front setback. This building is being converted into a community center to service the residents of Highway Park. C. The building was purchased by the Highway Park Neiehborhood Preservation and Enhancement District Council for use as a communitv center. We did not place the structure on the propertv. D. The structure met the recluired front vard setback for its intended use; it will not meet the front vard setback now onlv because of the change in use of the building.
