URBANDALE PLANNING AND ZONING COMMISSION MINUTES The Urbandale Planning and Zoning Commission met in regular session on Monday,, at the Urbandale City Hall, 3600 86th Street. Chairperson Jeff Hatfield called the meeting to order at 6:00 p.m. Commissioners present were Wayne Van Heuvelen, Lesa Quinn, Paul Pick, Judy Ralston-Hansen, Joan Racki, Marcus Galante, and Jeff Hatfield. Staff members present were Kristi Bales, Community Development Manager/Chief Planner and Cheryl Vander Linden, Administrative Specialist. The first item on the agenda was approval of the minutes of the June 25, 2018 meeting. Mr. Pick moved, and it was seconded by Ralston-Hansen, to approve the June 25, 2018 meeting minutes. On roll call; Ayes: Pick, Ralston-Hansen, Van Heuvelen, Hatfield. Nays: none. Passes: Racki, Galante, Quinn. Motion carried. The next item on the agenda was the Mallard Prairie Plat 2 Preliminary Plat and Mallard Prairie Townhomes Site Plan No. 012-2018-10.00 (172 nd Street and Hickory Drive). Ms. Bales said this preliminary plat and site plan pertain to approximately 8.7 acres of the overall 97.4-acre property located approximately 700 feet north of the intersection of 170 th Street and Meredith Drive, on the west side of 170 th Street. In July 2016, the City Council approved a rezoning of the property from A-1 Agricultural Reserve District to P.U.D. Planned Unit Development District. Since then, three amendments have been approved by the City Council for the overall project. A preliminary plat for this overall project (originally known as Duck Dynasty ) was approved by the City Council on November 22, 2016. A revised preliminary plat for this overall project was approved by the City Council on May 22, 2018. This overall Mallard Prairie development has approximately 1,985 feet of frontage along 170 th Street with three access points onto 170 th Street, one of which has been constructed. The plat will have two future street connections to the north, one future street connection to the south, and two future street connections to the west to serve future residential development. The plat provides two east-west streets and one northsouth street that will serve as collector streets where the 35-foot front yard building setback will be required. All other streets will have a 30-foot front yard setback. This preliminary plat and site plan for Plat 2 proposes 56 attached single-family residential lots (two-family townhomes) on approximately 8.7 acres with frontage onto 172 nd Street, which will be a public street. A P.U.D. Master Plan amendment to allow the two-family townhomes was approved by the City Council on April 24, 2018. Each individual townhome lot is required to be a minimum of 37.5 feet wide, with the corner lots having an additional 20 feet of width and each lot is required to have a minimum of

Page 2 4,625 square feet. The lots proposed in Plat 2 exceed the minimum requirements with all lots being at least 38 feet wide and at least 5,070 square feet in size. The front yard setback along 172 nd Street and the rear yard setback are both 30 feet. The minimum separation between structures is 10 feet. A voluntary payment for parkland infrastructure will be provided in lieu of a land dedication. A future park is planned adjacent to the future elementary school that will be adjacent on the north side of the overall preliminary plat. A 20 landscape buffer is required where the townhouses in Plat 2 are adjacent to single-family detached residential lots. Plat 2 is bordered by other portions of the overall Mallard Prairie P.U.D. development. To the north and west are future single-family detached residential units. To the south is the Radiant Point single-family detached development currently under construction. To the east is a proposed townhouse development consisting of two-, three-, and four-plex buildings. The property is located in the Waukee School District and drains primarily to the south, eventually into Little Walnut Creek. Ms. Bales said Staff recommends approval of the preliminary plat, subject to requiring the developer to: 1. Comply with the requirements of the Parkland Ordinance; access to 172 nd Street from both Sharon Drive and Hickory Drive must be in place before construction starts on the townhouses. 2. Provide Minimum Basement Elevations (M.B.E.) for all lots, and provide a Minimum Opening Elevation (M.O.E.) for lots that require one. These elevations will also be required on the construction drawings and at the time of the final plat. 3. Provide a Stormwater Facility Maintenance Agreement per the Post Construction Stormwater Ordinance at the time of the final plat (template to be provided by Comm. Dev. Dept.); provide a lighting plan for the plat with the construction drawings; provide individual grading plans for each lot at the time of construction drawing approval. 4. SWPPP and Erosion Control Grading Plan have been received. The signed preliminary plat Drainage Report has been received. Supplemental drainage reports will be required with the construction drawings. Staff recommends approval of the site plan, subject to requiring the developer to: 1. Extend linework for driveways to street and add flares; remove reference to parking on private streets on Sheet 2; verify legal description (description says 13.91, plan view shows 13.90 ); add 10 minimum building separation in Bulk Regulations; add note that maintenance of the tile lines will be the responsibility of the Association;

Page 3 add note that no fences are allowed for individual lots; revise/resubmit house plans so that no garage extends more than 4 feet beyond the front porch /stoop; verify count on landscaping plan versus plant schedule (especially PO and UM); add addresses (to be provided by Comm. Dev. Dept.). 2. Show all existing on-site and off-site easements. Off-site easement documents will be required prior to approval of construction drawings. 3. Provide cluster mailbox location for the development. Location must be ADA accessible. Provide detail; provide Lighting Plan. 4. Clearly call out what will be private and what will be public; show how the intakes and manholes will be constructed in the rock turnaround at the end of Sharon Drive so that it will function as a turnaround; Sheet 2, Note 4h: Per SUDAS, respread topsoil a minimum of 8 inches; Sheet 3, note 2 refers to 6 driveways and the referenced detail is for the 7 paving (revise as needed); add easement for storm sewer by Lots 6&7 and 26&27; sanitary sewer easement may be able to be less than 15 depending on the depth. The gas easement and PUE can only overlap the outside 5 of the sanitary sewer easement. 5. Provide a Stormwater Facility Maintenance Agreement for the detention basins per the Post Construction Stormwater Ordinance; at the time of the site as-built, provide signed calculations showing basin volume calculations by the contour-area method, and provide a signed affidavit that the storm water detention facility has been constructed in substantial conformance with the approved plan and confirming installation of orifice plates. 6. SWPPP and Erosion Control Grading Plan have been received. Drainage Report has been received and will be reviewed with the Construction Drawings. Mr. Hatfield asked what makes a mailbox ADA compliant? Is it a height thing, or an access thing? Ms. Bales said it s an access thing. The sidewalks usually are constructed as each house is finished so they re not damaged during construction. It s to make sure the ramp is in place, and then making sure they are no gaps between the cluster mailbox pad and the 5-foot sidewalk. Mr. Van Heuvelen asked is 172 nd Street a private street or a public street? Ms. Bales said that will be public. It will be designed in accordance with our public street standards. Mr. Van Heuvelen said the utilities then will be in the side lot?

Page 4 Ms. Bales said yes. Mr. Brent Culp, Snyder and Associates, 2727 SW Snyder Boulevard, Ankeny, said I m here representing Mallard Prairie Partners, LLC. David Albright is here with me. This is set up, I would call them duplex lots, but I don t think Urbandale has a definition for duplex. Everything is public. The road is public, sanitary sewer and water are set up exactly the same as if they were single family lots. Everything is public, nothing private. Mr. Hatfield asked you ve read the Staff recommendations? Mr. Culp said yes, we concur with the Staff recommendations and we ll address those comments. We did work out the last one, we resolved it. We ll go with 7%, that was on Radiant Pointe. Mr. Hatfield said good. That was the driveway that goes out, the egress or ingress. Mr. Culp said it was. We had 8%, Staff wanted 5%, we agreed at 7%. So it worked out well. Thank you for your help on that. Ms. Ralston-Hansen moved, and it was seconded by Racki, to approve Mallard Prairie Plat 2 Preliminary Plat and Mallard Prairie Townhomes Site Plan, subject to Staff recommendations. On roll call; Ayes: Ralston-Hansen, Racki, Van Heuvelen, Quinn, Pick, Hatfield; Passes: Galante; Nays: none. Motion carried. Regarding Staff reports, Ms. Bales said we will not have your meeting in two weeks. We will have your meeting in four weeks on August 6. At the August 6 meeting, at the corner of Meredith and NW Urbandale Drive is what s called the Etchen P.U.D., it s owned by Signature Real Estate. It s on the northeast corner right before you get to Target. The P.U.D. is in place but they d like to amend a few things and they re going to have their preliminary plat. They have someone anxious to get started under construction. So it should be a P.U.D. amendment, preliminary plat and site plan. Mr. Hatfield asked is that the one where a lot of residents came to our meeting last time, falsely thinking that we were going to be discussing it that night? Ms. Bales said yes. I talked to Ed Arp, they are getting that meeting scheduled. He didn t have it set when I talked to him this morning, but we talked about hosting it over at the library. They are very aware that they need to have that meeting before the public hearing in front of you. Mr. Van Heuvelen asked is there any reason why it might be controversial? Ms. Bales said not so much controversial. The 15 to 20 people who were here for a case that wasn t on the agenda are very concerned about stormwater. They have spent a lot of their own money on the stormwater system that runs through there and they

Page 5 have also received some grants from the City, as part of the Stormwater Grants. So, a lot of money has been spent on stormwater and they want to make sure that investment is protected as they redesign the site and drain that. I think there s kind of a basin up by the traffic signals. I think that s number one on everyone s mind is stormwater. Mr. Hatfield said especially after receiving 7 inches of rain! Mr. Galante was just appointed to the Commission last Tuesday night, July 3. He said thanks for the appointment, and everybody s kind words. I feel like I ve already been accepted into the group. I work for MidAmerican in the day time. I have a dog. I live at 4503 88 th Court, so right around the corner from B-Bop s off of Iltis. I ve been living in Urbandale for about 2 years now, I moved here from Iowa City. I m a Hawkeye! I ve been out of school for the better part of a decade and I m working on my master s degree right now, so we ll see how it goes. I thought I could use one more thing to do. Everyone welcomed him to the Commission. Mr. Pick said he ll not be able to be here on August 6. The meeting adjourned at 6:13 p.m.
