ADMINISTRATOR S REPORT (May 16, 2018) 1). WWTP FT Maintenance Position- Interviews continue for hiring the vacant position at the WWTP. We are now shooting for a mid June 2018 start date. 2). Tree City USA Thanks to the efforts of Sunbury residents, Joe Gochenour and Aaron Noblet along with several volunteers, six (6) cypress trees were planted in the Rosecrans Park last week as a continuation of Arbor Day. 3). 2017 OPWC Project Update- All prep work on the Micro-Surfacing project along North Miller and Sunbury Estates Plat is complete including crack-sealing of all streets in the project area. All catch basin repair work by Columbus Asphalt is also complete and under budget. Micro-surfacing is scheduled to begin Wednesday June 6 8, weather permitting. 4). Web Site Up-date- All content for the new site has been forwarded by June to Civic Plus who has until June 1, to submit their production URL. We are still on schedule to go live as of June 28, 2018. 5). Sunbury Meadows SR-3 Traffic Light Up-date- MP Dory continues doing prep work at each of the corners in preparation of the Sunbury Meadows SR3 Traffic Signal. 6). Village of Sunbury Fiber Connection- The Village has received a Draft Intergovernmental Cooperation Agreement from Delaware County which was reviewed by the Village Attorney. It is hoped that it will be ready for approval at the May 16, meeting. Capital expenditures are being forwarded for Council approval tonight, contingent on the approval of the ICA. 7). Sunbury Meadows traffic calming concerns- At the 4/18 Council meeting, a Sunbury Meadows resident expressed concerns with respect to speeding traffic in a residential area at the intersection of Sunbury Meadows and Saffron. Staff has been looking into this matter and while there are no easy answers or any one single answer, we are considering the installation of an on-road marker (see info attached) similar to the ones used in front of the Turkey Hill gas entrance along 36/37. Given the uniqueness of Sunbury Meadows Drive headed west with no curb cuts and down-hill, this may be a suitable alternative to consider. Respectfully Submitted--- Allen Rothermel

Date: May 14, 2018 VILLAGE PROJECTS ODNR Dam Failure Emergency Action Plan (EAP) The Village is under official notice by the ODNR to develop an emergency action plan (EAP) for their up-ground reservoirs by January 2018. This is required for all owners of class 1 dams in the state. Deadline for submitting and EAP is 12/31/17. The Village has received approval from ODNR for the OMI. Comments have been received from ODNR for the EAP. The revised EAP was submitted and we are waiting approval. 5 South Columbus Street Property This project involved the construction of a new parking lot at the southwest corner of Cherry Street and Columbus Street, along with drainage improvements that will connect to the storm sewer currently being installed on W. Cherry St. Preliminary plans provide 14 parking spaces and a landscaped open space on the corner. CT is preparing a concept plan for parklike improvements at the corner that will complement the proposed the proposed future improvements for the Village Square. Revised concept plan has been submitted to the Village. A cost estimate has been submitted to the Village for review.
May 14, 2018 Page 2 of 6 2017 Street Improvements This project involves microsurfacing and pavement repair of the Sunbury Estates subdivision, as well as all of N. Miller Drive. Restriping of all existing pavement marking will also be performed. CT and Administrator walked the N. Miller Drive corridor to evaluate the current pavement condition and adding a few more areas of full-depth replacement to the project. CT is coordinating with the Village administration, OPWC, and the Contractor to evaluate additional scope. Pavement repairs were completed in early May. Microsurfacing to be performed the last week of May, after school is out. PRIVATE DEVELOPMENT PROJECTS State Route 3 & Sunbury Meadows Drive Traffic Signal This projects involves the installation of a new traffic signal at the intersection of State Route 3 and Sunbury Meadows Drive, along with new sidewalks, curb ramps, pedestrian countdown timers, intersection lighting, and illuminated street name signs. Pole manufacturer went out of business and the Village s order was cancelled. A new order has been placed with another manufacturer and delivery is expected to be in early fall. Shop drawings for the new poles have been approved. Traffic Signal Location Revised shop drawings have been submitted and are currently under review. Shop drawings have been approved.

Sunbury Estates Assisted Living Facility This project involves the construction of a 71,200 square foot facility containing 95 units on 8.37 acres. The property is located at the corner of US36/SR37 & SR3 behind the BST&G fire station and includes the building, parking areas, and the extension of the private access drives behind and next to the Advanced Auto Parts. Revised plans were submitted 3/26/18 and are currently under review. Plans were approved 4/5/18. Applicant has submitted a minor lot line adjustment and a lot split application to create Parcel A. The lot split will be reviewed at May s Planning and Zoning Commission meeting. MTB Fourwinds Rezoning This rezoning request consists of rezoning 18.75 acres to the Planned Commercial District (PCD) zoning district. The property is located to the south of Fourwinds Court near the interchange of Interstate 71 and US36/SR37. A Development Plan has been submitted outlining design standards and proposed improvements to the property. A rezoning application was submitted on 2/6/18 and a public hearing was held at the 2/26/18 Planning and Zoning Commission meeting. No decision was made at the meeting and the application was tabled. Applicant has requested a 60 day extension to continue discussions with the Village and OD OT.
May 14, 2018 Page 4 of 6 Preservation Parks Sandel Legacy Trail The project involves the construction of approximately 4700 L.F.of the Sandel Legacy Trail within the Village of Sunbury. The trail will be a 10-ft wide asphalt multiuse path. The Village has agreed to provide the survey, design, and bidding assistance to Preservation Parks as part of the project. ODNR is reviewing the plans for final approval. 2018 Street Improvements This project involves crack sealing and microsurfacing within the western portion of the Sunbury Meadows subdivision, as well as pavement repair and asphalt planning and overlay on Letts Avenue, Hill Street, East Street, and Baughman Street. Final plans have been prepared and will be provided to the Village for review and approval.
May 14, 2018 Page 5 of 6 Orchid Park Subdivision The proposed single-family subdivision contains 37 lots on 25.95 acres to the east of Big Walnut Middle School, south of Cheshire Road. The subdivision will connect to Cheshire Road, Fairland Drive, and the future development to the south on the Price property. The property is zoned R2 and the Developer has requested a variance to keep the present zoning classification. OTHER PROJECTS Applicant submitted preliminary plat to the Planning and Zoning Commission at April s meeting. No decision was made by the Planning and Zoning Commission. Applicant has submitted three variance requests to be considered at May s Planning and Zoning Commission meeting: to allow a cul-de-sac to exceed to the maximum permitted length of 600-ft, to not require the property to rezone and keep its R-2 zoning classification, and to permit lot lines that are not perpendicular to the roadway.

Erosion control and BMPs have been installed. All utility work has been completed. Rough grading is complete on the entire site. Northbound left turn lane on S. Miller Drive at US36/SR37 has been installed. Construction has begun on all buildings. Certificates of Occupancy issued for building 14 and the club house. Building is complete. Grading, utility services, and paving has been completed. Site work is approximately 85% complete. Occupancy permit has been issued with conditions. Landscaping and site lighting still to be completed. Site work and building are largely complete. Temporary parking lot poles and fixtures have been removed and replaced with the final poles and fixtures. Landscaping still to be completed. Sunbury Meadows Section 12 Sanitary and storm sewers have been installed. Curb and gutter installation and mass grading is currently progressing. Site work is approximately 40% complete.
