Minutes Town of Little Elm PLANNING & ZONING COMMISSION Regular Meeting Thursday, May 3, 2018 7:00 pm 1. Open the regular meeting of the May 3, 2018 Planning & Zoning Commission at 7:01 PM. 2. Roll Call. Adoption of the April 19, 2018 regular meeting minutes of the Planning & Zoning Commission. With a motion by Commissioner Trees and a second by Commissioner Moser, the minutes were unanimously approved. 4. 18-FP-004 (Main Marketplace Revised Final Plat). Consider and make a decision on a request for approval of a revised final plat for the Main Marketplace Addition, Block B, Lots 1-9, on approximately 17.576 acres of land situated in the Henry Kendal Survey, Abstract No. 713, generally located at the northwest corner of FM 423 and King Road, within Little Elm s town limits. Staff outlined the case as presented in the staff report and staff was available for questions from the Commission. The applicant was present and available for questioning. With a motion by Commissioner Luther and a second by Commissioner Trees, the Commission voted unanimously to approve the Revised Final Plat. 5. 18-RP-002 (LEISD Transportation Facility and Future Middle School Revised Final Plat). Consider and make a decision on a request for approval of a revised final plat for the LEISD Transportation Addition, Block A, Lot 1, on approximately 42.373 acres of land situated in the D.M. Cule Survey, Abstract No. 226, generally located at the northwest corner of Eldorado Parkway and Dickson Lane, within Little Elm s town limits. Commissioner Trees recused himself from the item. Staff outlined the case as presented in the staff report and staff was available for questions from the Commission. The applicant was present and available for questioning. With a motion by Commissioner Horn and a second by Commissioner Moser, the Commission voted unanimously to approve the Revised Final Plat.

Consider and make a recommendation on a request to rezone approximately 42.788 acres of land from Planned Development- Single Family (PD-A2) to Planned Development-Community Facilities (PD-CF) to allow for the development of a transportation facility and public school with modified development standards generally located at the northwest corner of Eldorado Parkway and Dickson Lane, within the town limits of Little Elm, Texas. Commissioner Trees recused himself from the item. Staff outlined the case as presented in the staff report and staff was available for questions from the Commission. Chairwoman Allen-Esakoff opened the public hearing at 7:07pm. The Commission had a few questions regarding the timing of the future development of French Settlement Road. The applicant, LEISD, was available for questions and responded to the Commission s questions by informing them that the Town and LEISD were still in discussions regarding French Settlement Road s future development. Fred Gibbs, Development Services Director, added that the road s future development is more of an engineering issue but, in any event, the subject road will be redeveloped in order to support the future public middle school. Staff also recommended that the Commission consider removing the existing condition concerning the timing and approvals with future portable buildings on the property. With a motion by Commissioner Moser to strike out the relative condition while keeping the remaining proposed stipulations and a second by Commissioner Luther, the Commission recommended approval of the proposed Planned Development by unanimous vote. 7. Discussion of future agenda items, update on Council action, and requests for new business considerations. Staff provided the Commission with an update. 8. Adjourn. With a motion by Commissioner Luther and a second by Commissioner Trees, Chairwoman Allen-Esakoff adjourned the meeting at 7:20 pm.
