Civic Mall Site Considerations Challenges Maintain access to existing jail during construction (sallyport and service) Maintain access to existing service entry or outsource services during construction Parking below mall relocate capacity, expensive demo Phase construction and occupancy increases schedule and budget Impact on civic mall redevelopment (Toledo 2011 Plan, and GSA/EPA Mall Study) Scale and mass of adjacent context Historic Sheriff residence Land locked Increases project costs and delays start of construction Requires relocation of memorials Opportunities Tunnel connection to Courts County owned site CGL Downtown Site Analysis 3/23/2018 11

Civic Center Mall Features A renovation of the civic center mall can act as a catalyst for redevelopment of downtown. Locating the jail on the mall serves as a detriment to this opportunity and permanently destroys an asset unique to downtown Toledo. The Government Center Cluster consists of the Civic Center Mall, the new Federal Courthouse, and the new Civic Center Parking Garage. The Civic Center Mall contains our community s public buildings, memorials, and art sculptures. The Mall must become a unified space that provides logical connections between buildings. The area is being readdressed to create a quality pedestrian experience and enhance the space for public events. Toledo Plan 2011 CGL Downtown Site Analysis 3/23/2018 13

DOWNTOWN SITE ANALYSIS Alternate

Privately owned portion of site Privately owned portion of site

Alternate Site Considerations Challenges Site Acquisition for optimal footprint and surface parking/service access Narrow dimension (141 on 17 th street) Could work but would prefer 150 + (could be accommodated with site acquisition of portion of adjacent parking lot) Displacement of 130+ parking spaces (private lot) and 60 spaces (county lot) Displacement of County Facilities Land locked Parking garage structure required Increases project costs and delays start of construction Zoning - requires the County to obtain a Special Use Permit Opportunities Old Jail site available for development Civic Mall remains un-disturbed and maintains open-space redevelopment opportunity Proximity to county offices and Courts Good neighbor jail development can serve as a catalyst for revitalization of block CGL Downtown Site Analysis 3/23/2018 30
