Expiry of Operating Agreements Guide: There are five steps outlined in the guide to establish an EOA Plan Step 1 Determine Project Viability Net operating income (is there enough money to pay the bills?) Capital needs (Is there enough money to maintain the building in reasonable condition?) Not enough money? You will need subsidy Step 2 Review Other Factors Legal implications Mandate and tenant mix Social sustainability the building was created 30 years ago. Is it still meeting the needs of the community as best as possible? Step 3 Explore and Assess Options Increase revenue Increase capital Find operational efficiencies (share services and procurement) Transfer assets to another organization
