In consequence: Universities are lead by independent and co-opting boards Universities have academic autonomy Universities have significant economic autonomy and accountability Universities have organisational autonomy Rector is recruited by a board. The rector recruits a management team

The four chairs comprise a joint committee The respective dean participates in the meetings, and is responsible for servicing the council The Academic councils: safeguard freedom, quality and transparency in academic issues, Advice the dean on strategic, budget related and ressource issues Recommend members for committees of special expertice Grant academic degrees
