MEMBER MEETINGS 5.1 Convention The 53rd Convention was held in Durban from 27 to 29 September 1993 and was attended by 762 delegates, guests and companions. 132 AMEU Convention Proceedings 1995 5.2Technical Meeting The 15th Technical Meeting was held in Pietermaritzburg from 15 to 16 August 1994 and was attended by 611 dele gates, guests and companions. 5.3Papers The papers of both the Convention and the Technical Meeting were printed in the Proceedings which were post ed to all members and delegates. 5.4Sponsors On behalf of the AMEU we wish to record our sincere thanks and appreciation to all Affiliate Members who have sponsored advertisements for these proceedings as well as for the various social functions at these meetings. 5.5Affiliates The Affiliates held regular meetings in Kenipton Park under the able chairmanship of Mr Brian Madeley. The Affiliates have become an active force in the AMEU for which we are grateful. 6. MEMBERSHIP The membership of the AMEU is presently as follows: Honorary Members Past Members Engineer Members Associate Members Local Authorities Affiliate Members Total Membership 6.1Honorary Membership The following three persons received the Honorary Membership from the AMEU at the 53rd Convention in 1993. held in Durban, viz: Messrs Fred Daniel, Past City Electrical Engineer Cape Town, Past President and Member of the Executive Council Gene Heydenrych, Past Town Electrical Engineer of Middelburg (Tvl) and Past Executive Council Member Bennie van der Walt, General Secretary of the AMEU since January 01 1973. 6.2Certificates of Merit 19941995 34 44 224 28 224 141 695 34 47 225 30 225 148 709 Presentation of AMEU Certificates of Merit were awarded to the following three persons at the 15th Technical Meeting held in Pietermaritzburg in 1994, viz: Alderman Frikkie Kotze, Port Elizabeth and Member of the Executive Council. Messrs Kobus Lochner, Past City Electrical Engineer of Pietersburg and Past Chairman of the Bosveld Sub-Branch Bill Tindle, Retired Affiliate Member. 6.3 Obituaries Since the 15th Technical Meeting held in Pietermaritzburg in August 1994, the following members passed away: William (Bill) Rattey Strand Thomas R Carmichael Pietermaritzburg DJ (Oppies) Opperman and his wife Anne Springs Herman Badenhorst Knysna 7.ELECTRICITY COUNCIL After the passing away of Mr Jan Loubser in 1993, Mr HR Whitehead, President of the AMEU was appointed to serve on the Electricity Council. He is still the AMEU representative. 8.CONCLUSION 8.1This report must be read in conjunction with the reports of the various committees and/or representatives. The AMEU appreciate the time and energy spent by the Chairmen and members of Committees. The aid given in this way is of incalculable value to the AMEU and its members. On behalf of all our members, we express our gratitude for the selfless service. 8.2The Executive Council at all times endeavoured to serve the interests of its members to the best of its ability. 8.3We acknowledge with much appreciation the fact that the AMEU was regularly invited by other Municipal Institutes to attend their Congresses. Reciprocity exist between the AMEU and various Institutes. 8.4We would like to extend our thanks to all organisations with whom the AMEU maintains close contact, for their goodwill and collaboration. 8.5I was in the privledged position to serve the AMEU and its members since 1973. The years silently but swiftly swept by until I realised almost in amazement that also my time with the AMEU is drawing to a close. Through the years the AMEU expanded into the prestigious Association of today. Thanks go to the diligent work of the Executive Council as well as the committee members of the Branches. And now with happy and thankful thoughts of fulfillment towards each and everyone who gave only their best for the ideals of the AMEU my wish is that the AMEU will go from strength to strength when I retire on September 30, 1995. As one would end a rugby test match all the preparations, all the effort, all the sacrifices it is over and the win has been worth it. VERSLAG VAN DIE ALGEMENE SEKRETARIS VIR DIE JARE 1993 EN 1994 BENNIE VAN DER WALT Die Vereniging van Munisipale Elektrisiteitsondernemings (Suidelike Afrika) is gestig in 1915 met die uitsluitlike oogmerk van 'n hoe1 standaard vir die verspreiding van elektrisiteit aan sy klante met hoogstaande werkverrigting en voortreflike diens op sy besondere gebied, hoofsaaklik op plaaslike bestuursvlak, herdenk sy 80e bestaansjaar tydens die 54e Konvensie in Kempton Park. Die VMEO is die oudste Munisipale Instituut in Suidelike Afrika en was aktief in sy vooruitgang sedert stigting in 1915. Die afgelope jaar het die bedeling waarin ons leef en werk dramaties verander. Daar is nou 'n verteenwoordigende, demokratiese regering aan bewind met 'n program van Heropbou en Ontwikkeling goed op dreef. Daar sal sterk aanspraak op die lede van die VMEO gemaak word om sy kant te bring. Die Uitvoerende Raad het ajreeds en is steeds besig om waardevolle werk te doen op die gebied. 1. UITVOERENDE RAAD 1.1President: HR Whitehead, Durban 1.2Die volgende Ingenieurslede met hulle raadslede, genomineer deur die onderskeie stadsrade, is verkies tot die Uitvoerende Raad tydens die 53e Konvensie wat in 1993 in Durban gehou is. TAKKE Die Takke van die VMEO het gereeld vergader in die onderskeie provinsies om sake van gemeenskaplike belang to bespreek. Die Komitee van die lede het 'n verteenwoordiger aangewys vir elke Tak met die doel van direkte skakeling. Die besture van die Takke vir 1995 is soos volg: 2.1 2.2 2.3 2.4 Gedurende die tydperk het mnr A Meyer van Malmesbury verhuis na Pietersburg en dus van die Uitvoerende Raad bedank. Mnr is in terme van die Grondwet in sy plek verities. Mnr H Badenhorst van Knysna is gekoopteer op die Uitvoerende Raad. 1.5Sekretariaat 1.5.1Mnr Bennie van der Walt, ook 'n Erelid, dien as Algemene. Hy was bygestaan deur wyle mnr Alwyn van der Walt. 1.5.2Tegniesesekretaris Mnr JK von Ahlften dien as Tegniesesekretaris. Hy is 'n voormalige President en 'n Erelid. 1.5.3Publisiteitsekretaris Mnr MPP Clarke vervul die pos van Publisiteitsekretaris. Hy is 'n voormalige lid van die Uitvoerende Raad asook 'n Erelid. 1.6Uitvoerende Raadsvergaderings Die Uitvoerende Raad het nege en die Dagbestuur twee vergaderings gehou gedurende die tydperk onder bespreking. Namens die VMEO dra ons ons opregte dank en waardering oor aan al die s wat advertensies in die Verrigtinge asook die verskillende sosiale funksies en byeenkomste geborg het. 5.5Komitee: Gea fillieerde Lede 6.LIDMAATSKAP Die s het gereelde vergaderings gehou in Kempton Park onder die bekwame voorsitterskap van mnr Brian Madeley. Hulle het ontwikkel tot 'n toonaangewende groep in die VMEO waarvoor ons baie dankbaar is. Bennie van der Walt, Algemene van die VMEO sedert 01 Januarie 1973. 6.2Merietesertifikate VMEO Merietesertifikate is aangebied aan die volgende drie persone tydens die 15e Tegniese Vergadering gehou in Pietermaritzburg in 1994, nl: Rdh Frikkie Kotze, Port Elizabeth en lid van die Uitvoerende Raad Kobus Lochner, Voormalige Stadselektrotegniese Ingenieur van Pietersburg en voormalige voorsitter van die Bosveld Subtak Bill Tindle, Afgetrede Gea filieerdelid 6.3Sterftes Sedert die 15e Tegniese Vergadering, gehou in Pietermaritzburg in Augustus 1994, het die volgende lede ons ontval: William (Bill) Rattey-Strand Thomas R Carmichael Pietermaritzburg DJ (Oppies) Opperman en sy eggenote Anne Springs Herman Badenhorst Knysna 8.1Hierdie verslag moet samehangend gelees word met die verslae van die verskillende komitees en/of verteenwoordigers. Die VMEO waardeer die tyd en energie wat opgeoffer word deur die voorsitters en lede van die komitees. Die hulp wat op die manier verleen word aan die VMEO is van onskatbare waarde vir die VMEO en sy lede. Ons spreek ons hartlike dank teenoor hulle uit. 8.2Die Uitvoerende Raad het te alle tye en geleenthede die belange van die lede bevorder na die beste van sy vermoe. 8.3Ons erken met waardering die feit dat die VMEO gereeld uitnodigings ontvang het om die Kongresse van ander munisipale institute by te woon. Daar bestaan 'n goeie wederkerige verhouding tussen die VMEO en verskeie Institute. 8.4Die VMEO spreek sy dank uit teenoor alle organisasies met wie ons goeie wedersydse verhoudings opgebou het in die verlede en veitrou op hulle goeie samewerking in die toekoms. 8.5Ek was bevoorreg om die VMEO en sy lede te dien sedert 1973. Die jare het so stil-stil vinnig verbygegaan en het ek tot die ontnugtering gekom dat my jare ook aangestap het. Intussen het die VMEO gegroei. Dit is te danke aan die lede wat in uitvoerende- en takbesture die leiding geneem het. Nou kyk ek terug met 'n gevoel van trots en innige dankbaarheid teenoor al diesulkes wat onvermoeid gewerk het aan die ideale van die VMEO. My bede is dat die VMEO nog steeds van krag tot krag sal groei wanneer ek die tuig op 30 September 1995 neerle. Soos wat 'n rugby toetswedstryd eindig al die voorbereidings, al die inspanning, al die opofferings nou is dit verby maar die oorwinning was die moeite werd.

Konvensieverrigtinge 1995 137 REPORT ON THE COMMITTEE FOR THE RATIONALIZATION OF VARIOUS ELECTRICAL RETICULATION AND CONTRACT GUIDELINES AL FORTMANN REPRESENTATIVE The Main Committee has for all practical pur poses completed its task and ceased to func tion. In its place the Electricity Suppliers Liaison Committee (ESLC) has with its NRS projects superceded the duties of this Committee. The original committee, established about 1978, of which Mr Jules von Ahlften was Chairman and on which I and other AMEU members served, was charged with drawing up the Guidelines and which culminated in the "Blue Book" containing the Guidelines. As AMEU Chairman of the abovementioned Main Committee, I requested Mr Alan Gower of Durban Electricity, who is Convenor/Chairman of the Workgroup For The Rationalization of Various Electrical Reticulation And Contract Guidelines, for NRS 034, to submit a progress report on its activities and which is used to compile this report. On behalf of the AMEU I would like to extend the AMEU's gratitude to Alan Gower and his Workgroup for their enthusiastic endeavour in compiling the various parts of NRS 034. NRS 034 PARTI NRS 034-1, entitled Electricity Distribution Guidelines for the Provision of Electrical Distribution Networks in Residential Areas - Part 1: Planning and Design of Distribution, was published and launched at the AMEU Convention held in Durban from 27-29 September 1993. Supplementary voltage drop charts in tabu lar or computer disc form were also made available as an interim measure pending further research. A further section entitled "Economic Evaluation" was accepted by the AMEU Committee and later included in Part 1. A further section on protection has been ' completed, including working examples, and has been accepted in principle by the Workgroup. It is shortly to be submitted to the ESLC for approval and subsequent publication. NRS 034 PART 2 Part 2 covers preferred methods and stan dards and is presently being compiled. Due to the complex nature of this subject the services of Mr Dennis Ackerman of ESKOM have been engaged by NRS to drive the issue to its com pletion. NRS 034 PART 3 NRS 023 (Recommended Practice for Low Cost Overhead Reticulation) is to be incor porated into NRS 034 as Part 3 Recommended Practice for Urban Overhead Distribution. This section should be available in about May 1995, after the approval of the ESLC has been obtained. NRS 034 PART 4 This section entitled "Recommended Practices for Low Density/Low Consumption Areas" has still to be finalised. NRS 034 LOAD RESEARCH PROJECT The Department of Mineral and Energy Affairs has provided funding to the CSIR for national research to establish typical afterdiversity maximum demands and load para meters within South Africa. Mr Dekenah of the CSIR is presently driv ing the project under the guidance of a select group of the main NRS 034 Workgroup. ESKOM and several municipalities are assist ing in the collection of the necessary data. A workshop was held at the CSIR on 10 November 1994 at which strategies were dis cussed with all the major role players. The initial funding is for R464 721 and cov ers the research period September 1994 to January 1996. VOLT DROP TASK FORCE A volt drop task force under the chairman ship of Mr R Dell of ESKOM will utilise the data from the ADMD load parameter research to establish meaningful voltage drop methods. NATIONAL ELECTRIFICATION FORUM REPRESENTATIVES : H R WHITEHEAD AND J MALAN The National Electrification Forum completed its work during 1995 and a copy of its final summarised report is attached. The following organisations were repre sented: AHI AMEU ANC DMEA COM ESKOM NUM NUMSA SACOB SANCO SEIFSA UME SAAU The Forum disbanded on 22 February 1995 and all outstanding matters were referred to the Department of Mineral and Energy Affairs and the National Electricity Regulator (NER). The NER came into being on 1 March 1995 and was a direct result of the work of NELF. The other output of NELF was embodied in the same Electricity Amendment Act of 9 December 1994 which removed the exemption from Local Government Electricity Undertakings and ESKOM of not requiring a licence. All licence applications were required to be submitted by 31 May 1995 and licences are expected to be issued by 31 August 1995. NELF TECHNOLOGY WORKING GROUP CONVENOR: H R WHITEHEAD I was convenor of this working group which completed its work in 1994 and the pub lication of the report is still awaited.

The AMEU is the oldest Municipal Institute in Southern Africa and has been active in development since its inception in 1915. Over the past year the context wherein we live and work has changed. We now have a representative and democratic government with a framework of a Reconstruction and Development Programme in place. The AMEU membership will be called upon to plan, work and prioritise as never before. The Executive Council have already done excellent spadework and will continue doing so in future. It is my pleasure to report briefly on the AMEU activities for the financial years 1993 and 1994. 1.
