PLANNING COMMISSION 2017 ANNUAL REPORT Prepared April 2018 The duties of the Novi Planning Commission are authorized by State Statute. The Mayor nominates appointees to the seven-member Planning Commission, with the approval of the City Council, for a term of three years. Members are volunteers from a cross-section of the community and serve without pay. Three members are appointed each June for terms beginning in July. The Planning Commission typically meets twice per month on Wednesdays at 7:00 p.m. (Specific dates and times are listed in the City calendar and are subject to change). All meetings are open to the public and televised on the local cable station, Channel 13, as well as shown live on the city s webpage. The Michigan Planning Enabling Act states that A planning commission shall make an annual written report to the legislative body concerning its operations and the status of planning activities, including recommendations regarding actions by the legislative body related to planning and development. A summary of the Planning Commission s activities had previously been included as a part of the City s Budget documents, but is provided separately here to further clarify the Commission s activities. In 2017, the following Planning Commission members presided: Mark Pehrson, Chair David Greco, Vice Chair Mike Lynch, Secretary Tony Anthony John Avdoulos Rob Giacopetti (January- August) Ted Zuchlewski The Planning Commission held a total of 17 meetings in 2017. Some highlights from the Commission s actions in 2017 are as follows. ORDINANCE AMENDMENTS 1. SIGN ORDINANCE TEXT AMENDMENT 17-188 Public hearing for consideration to amend Chapter 28, Signs of the City of Novi Code, Amendment 17-188, to update, clarify, and provide new substantive regulations concerning the placement of signs within and throughout the City. 2. CELL TOWER TEXT AMENDMENT 18.280 Public hearing for Text Amendment 18.280 to consider amending the City of Novi Zoning Ordinance in order to modify Section 4.86 Uses Not Otherwise Included Within A Specific 1

Use District and Section 2.2 Definitions to recognize and provide for implementation of State and Federal legislation regarding wireless communication equipment and facilities. 3. LANDSCAPE ORDINANCE TEXT AMENDMENT 18.283 Public hearing for consideration to amend Section 5.5 of the Zoning Ordinance and its accompanying Landscape Design Manual. The changes are proposed to make the ordinance requirements more achievable and realistic given the restraints of most sites, to promote the visibility of buildings and health of planted materials through less crowding of plantings, to promote the health of non-built open areas by additions of certain invasive species to the list of species not allowed, to clean up inconsistencies in the ordinance from the intent of the ordinance, and to bring the ordinance into agreement with other recently amended ordinances. 4. OUTDOOR DISPLAY AND ABOVE GROUND STORAGE TANKS AMENDMENT 18.284 Public Hearing for consideration of Text Amendment 18.284 to allow outdoor display in the OSC, Office Service Commercial Districts, and to allow above ground storage tanks in the OST, Planned Office Service Technology Districts. 5. TEXT AMENDMENT 18.281 FAÇADE ORDINANCE Public Hearing at the request of staff to modify Article 5: Site Standards, Section 5.15: Exterior Building Wall Façade Materials for clarification of intent of the ordinance, updates to the schedule of regulating façade materials, and changes to reduce the number of Section 9 Façade Waiver requests. 6. TEXT AMENDMENT 18.825 OFF-STREET PARKING REQUIREMENTS Public hearing at the request of staff to modify Section 5.2: Off-Street Parking and Article 2: Definitions, to modify the minimum and maximum off-street parking requirements and associated definitions to better meet the needs of the City s current and future land uses. ZONING MAP AMENDMENTS 1. COMMERCE PARK JSP17-02 WITH ZONING MAP AMENDMENT 18.716 Public hearing at the request of Premier Realty for Planning Commission s recommendation to City Council for rezoning of property in Section 16, located on the southwest corner of Twelve Mile Road and Taft Road RA (Residential Acreage) to OST (Office Service Technology). The subject parcel is approximately 30.64 acres. 2. EMERSON PARK JSP 17-10 AND ZONING MAP AMENDMENT 18.717 Consideration at the request of Pulte Homes of Michigan, LLC for Planning Commission s Recommendation to City Council for a Planned Rezoning Overlay Concept Plan associated with a Zoning Map amendment, from OS-1 (Office Service) to RM-2 (High Density Multi-Family Residential). The subject property is approximately 24-acre and is located on the west side of Novi Road and north side of Ten Mile Road in Section 22. The applicant is proposing a development of 120-unit multi-family attached condominiums with frontage and access to Novi Road. 3. ERHARD BMW OF NOVI ZONING MAP AMENDMENT 18.719 Public hearing at the request of Rogvoy Architect, PC for Planning Commission s recommendation to City Council for a Zoning Map amendment, from NCC (Non-Center 2

OTHER Commercial) and OS-1 (Office Service) to GE (Gateway East). The subject property is comprised of two parcels totaling 9.48 acres. It is located on the southwest corner of Grand River Avenue and Meadowbrook Road (Section 23). 4. SPEEDWAY JSP17-63 WITH REZONING 18.720 Public hearing at the request of McBride Dale Clarion, for Planning Commission s Recommendation to City Council for a Planned Rezoning Overlay Concept Plan associated with a Zoning Map amendment, to rezone from OST (Office Serve Technology) and B-3 (General Business) to B-3 (General Business). The subject property is approximately 2.03 acres and is located on the southwest corner of Haggerty Road and Fourteen Mile Road (Section 1). The applicant is proposing a rebuild and expansion of the existing Speedway fuel station including a 4,608 square foot convenience store and 5,400 square foot fuel canopy over 8 double-sided fuel dispensers. 5. VILLA D ESTE JSP17-52 WITH REZONING 18.718 Public hearing at the request of Cambridge of Novi, LLC for Planning Commission s Recommendation to City Council for a Planned Rezoning Overlay Concept Plan associated with a Zoning Map amendment, to rezone from RA (Residential Acreage) to R- 1 (One-Family Residential). The subject property is approximately 49 acres and is located east of Napier Road and on the north side of Nine Mile Road (Section 29, 30). The applicant is proposing a 53-unit single-family ranch housing development (for sale). 1. 2017-2023 CAPITAL IMPROVEMENT PROGRAM Adoption of the 2017-2023 Capital Improvement Program, as presented, to include in the draft budget for consideration by the City Council. 2. MASTER PLAN FOR LAND USE UPDATE Public Hearing for Planning Commission s adoption of the 2016 Master Plan for Land Use in order to fulfill the requirements of the Michigan Planning Enabling Act and provide a plan for the future development in the City of Novi. 3. FARMINGTON CORRIDOR IMPROVEMENT AUTHORITY COMMENTS Comment on the Farmington/Farmington Hills Grand River Corridor Improvement Authority (CIA) Grand River Corridor Vision Plan as a sub plan to the City s master plan as required by the State of Michigan Municipal Planning Enabling Act (Act 33 of 2008, as amended). SITE PLANS 1. SUBURBAN COLLECTION SHOWPLACE EXPANSION JSP16-12 Public Hearing at the request of TBON, LLC for Planning Commission s recommendation to City Council for approval of Preliminary Site Plan, Wetlands Permit and Stormwater Management Plan. The request is for an expansion of the building and parking lot for land within the OST, Planned Office Service Technology District, and in the OST, Planned Office Service Technology District with an EXO, Exposition Overlay District. The subject property is located in section 16, north of Grand River Avenue and west of Taft Road. The applicant is proposing to expand the existing showplace exposition facility by adding a 172,315 square foot building addition, with associated parking lot and other site improvements. 3

The current revised plan proposes changes to the previously approved building elevations, adding more parking spaces, and corresponding site improvements. 2. THE LEARNING EXPERIENCE JSP16-19 Public Hearing at the request of Lockard Development, Inc. on behalf of The Learning Experience for Special Land Use, Preliminary Site Plan, and Stormwater Management Plan. The subject property is in Section 14 on 2.2 acres in the City of Novi. It is located on the northeast corner of Eleven Mile Road and Town Center Drive in the OSC (Office Service Commercial) zoning district. The applicant is proposing a 10,000 square foot daycare facility for 150 children and 24 employees with associated site improvements. 3. NOVI PLAZA FAÇADE JSP 15-40 Approval at the request of Scott Monchnik & Associates for revised Preliminary Site Plan and Section 9 Façade Waiver. The subject property is located in Section 26, South of Ten Mile Road and west of Meadowbrook Road, in the B-1, Local Business District. The subject property is approximately 1.6 acres and the applicant is proposing to remodel the existing façade for Novi plaza shopping center along with modifications to the existing parking lot. 4. TOWN CENTER BUILDING A.1 JSP 17-24 Approval at the request of Novi Town Center Investor, LLC for Preliminary Site Plan and Section 9 Façade Waiver. The subject property is located in Section 14, north of Grand River Avenue and east of Novi Road. The subject property is approximately 47.77 acres and in the TC, Town Center District. The applicant is proposing to update the façade by removing the existing storefront canopy and construct a new façade on the one story retail building. 5. HINO MOTORS USA FKA COMMERCE PARK JSP 17-02 Public hearing at the request of D& G Investments for Preliminary Site Plan, land bank parking, non-minor wetland permit, woodland permit and Storm water Management Plan Approval. The subject property is located in section 16, southwest corner of Twelve Mile Road and Taft Road and is zoned OST (Office Service Technology). The subject parcel is approximately 15.56 acres. The applicant is proposing to build a 124,418 square foot building along with associated site improvements, including parking and utilities. The proposed site plan also proposes to land bank up to 77 parking spaces of the 398 required spaces. 6. CAV TOOL JSP 17-17 Public hearing at the request of CAV Tool for Special Land Use Permit, Preliminary Site Plan, and Stormwater Management Plan Approval. The subject property is located in section 26, north of Nine Mile Road and west of Heslip Drive and is zoned I-1 (Light Industrial). The applicant is proposing to construct a 1,800 square foot addition to an existing industrial building with associated site improvements. A special land use is required for uses adjacent to residential zoned property. 7. HCCP NEG SPECULATIVE BUILDING JSP 17-30 Public hearing at the request of HCP Land, LLC for Preliminary Site Plan, Woodland Permit, and Stormwater Management Plan approval. The subject parcel is located in section 1 in the Haggerty Corridor Corporate Park, west of Cabot Drive, north of Thirteen Mile Road, 4

and west of Haggerty Road. It is approximately 14.06 acres and zoned OST (Office Service Technology). The applicant is proposing to build a 210,000 square foot, 4-story office building along with associated site improvements, including parking and utilities. The plan also includes an extension of Cabot Drive north to the parcel. 8. ADAMS NORTH TECHNOLOGY CENTER JSP 17-40 Approval of the request of Northern Equities Group for Preliminary Site Plan and Stormwater Management Plan approval. The subject parcel is located in Section 1 at the northeast corner of Cabot Drive and MacKenzie Drive. It is approximately 6.70 acres and zoned OST (Office, Service, Technology). The applicant is proposing a 53,039 square foot speculative office building within the Haggerty Corridor Corporate Park. 9. EBERSPAECHER PARKING EXPANSION JSP17-18 Approval of the request of Nowak & Fraus Engineers on behalf of Eberspaecher America for Preliminary Site Plan and Stormwater Management Plan approval. The subject parcel is located in Section 12, west of Haggerty Road and south of Thirteen Mile Road. It is approximately 8.21 acres and zoned OST (Office Service Technology). The applicant is proposing an additional 66 parking spaces as part of reconfiguring the existing parking lot and converting existing vacant land to parking spaces. 10. A123 SYSTEMS (fka Fountain Office Park) JSP17-21 Public Hearing at the request of Etkin, LLC for approval of Preliminary Site Plan, Woodland Permit, and Stormwater Management Plan. The subject parcel is located in Section 15, west of Cabaret Drive and south of Twelve Mile Road and is zoned OST, Planned Office Service Technology. The applicant is proposing to develop the 31.25 acre parcel for two buildings: one office/lab space of 128,936 square feet and the other as assembly building of 53,469 square feet including associated site improvements. 11. GRIFFIN FUNERAL HOME JSP17-13 Consideration at the request of Novi Funeral Home, LLC for Special Land Use Permit, Preliminary Site Plan, and Stormwater Management Plan Approval. The subject property is located in Section 20, at the southwest corner of Eleven Mile Road and Beck Road and is zoned RA (Residential Acreage). The applicant is proposing to construct a 13,000 sq. ft. building, 98 parking spaces, 23 landbank parking spaces, and associated site improvements for use as a funeral home. A special land use is required for a non-residential use in a residential zoned property. 12. BUILDING NO. 2 DRIVE THROUGH AT NOVI TOWN CENTER JSP 17-08 Consideration at the request of Novi Town Center Investors, LLC for Building No. 2 Drive Through at Novi Town Center JSP 17-08, for Planning Commission s recommendation to the City Council for approval of Special Land Use Permit, Preliminary Site Plan and Storm Water Management Plan. The subject property is zoned Town Center District (TC). It is located in Novi Town Center in Section 14, on the northeast corner of Grand River Avenue and Novi Road. The applicant is proposing to reconstruct the existing parking lot on the south west end of Novi Town Center in order to construct a drive-through lane for a future coffee shop. A 48 square foot addition along with outdoor seating is also proposed. A Special Land Use Permit is required in order to permit Drive-Through restaurants in the TC Town Center District. 5

13. DRIFTWOOD BAR & GRILL JSP17-07 Consideration at the request of Theodore Andis for approval of Preliminary Site Plan and Stormwater Management Plan. The subject property is located in Section 2 at the southeast corner of East Lake Drive and Fourteen Mile Road and is zoned B-3, General Business. The applicant is proposing to expand and upgrade the parking accommodations and to install a 32-seat outdoor seating area on the 1.9 acre combined parcel. 14. BOLINGBROKE JSP17-34 Consideration at the request of Singh Development, LLC for approval of Preliminary Site Plan, Site Condominium, Woodland Permit, and Stormwater Management Plan. The subject property is located in Section 10 at the intersection of Novi and Old Novi Roads, north of 12½ Mile Road and is zoned R-4, One Family Residential. The applicant is proposing to develop the 19.78 acre parcel to 46 single-family, detached residential site condominiums. 15. OAKLAND COUNTY SECURITY STUDY JSP17-47 Consideration at the request of Giffels Webster on behalf of 52-1 District Court for Preliminary Site Plan and Stormwater Management Plan approval. The subject parcel is located in Section 17, west of Beck Road and south of Twelve Mile Road. It is approximately 4.73 acres and zoned OSC (Office Service Commercial). The applicant is proposing a fence with limited access gates surrounding the building and employee parking, retaining wall cut into the berm along Grand River Avenue, and additional employee parking spaces to the north of the building. 16. LAKESHORE PARK BUILDING JSP17-43 Consideration at the request of NSA Architects, Engineering, Planners for approval of Preliminary Site Plan and Stormwater Management Plan. The subject property is located in Section 3 west of Old Novi Road and south of South Lake Drive and is zoned R-4, One Family Residential. The applicant is proposing an update to Lakeshore Park in the City of Novi including a community center, parking lot, pavilion, and a bike lane to connect to the mountain biking trails. 17. TAFT KNOLLS III JSP 16-67 Consideration at the request of 25150 Taft Road, LLC for Preliminary Site Plan With Open Space Preservation Option, Site Condominium, Wetland Permit, Woodland Permit and Stormwater Management Plan Approval. The subject property is located in Section 14 west of Meadowbrook Road and north of Eleven Mile Road and is zoned I-1, Light Industrial. The applicant is proposing a classroom addition of approximately 2,750 square to the Public Safety Gun Range, and a garage addition of approximately 40,422 square foot to the Department of Public Services building. 6

The subject property has split zoning of P-1 (Vehicular Parking) at the south and B-3 (General Business) at the north and is located in Section 23, on the south side of Grand River Avenue between Novi Road and Meadowbrook Road. The subject property is approximately 1.67 acres and the applicant is proposing to improve the parcel for parking for sale of new, unlicensed motor vehicles and outdoor space for exclusive sale of new or used automobiles. 20. NOVI VETERINARY CLINIC EXPANSION JSP 17-42 Public hearing at the request of Novi Veterinary Clinic, JSP 17-64 for Special Land Use approval, to allow for the expansion of the existing Veterinary Clinic within the same building. The subject property is located in Section 23, at the southeast corner of Grand River Avenue and Novi Road, in the TC-1, Town Center District. The applicant is proposing to expand the existing use from approximately 2000 square feet to approximately 3488 square feet. No exterior or site changes are proposed at this time. 21. The subject parcel is located in Section 4 east of Nadlan Drive and north of West Road. It is approximately 5.02 acres and zoned I-1 (Light Industrial). The applicant is proposing to build a 67,000 square foot speculative building in the Beck North Corporate Park with associated site improvements. 22. ARMENIAN CHURCH AND CULTURAL CENTER JSP 17-37 Public hearing at the request of Armenian Cultural Center for Special Land Use, Preliminary Site Plan with Land bank Parking, Phasing Plan, Shared Parking Agreement, Wetland Permit, Woodland Permit, and Storm water Management plan approval. The subject property is located in section 12, on the north side of Twelve Mile Road and east of Meadowbrook Road, in residential acreage (RA) zoning district. The applicant is proposing a church and a cultural center with accessory uses such as day care center, multipurpose hall, café, religious educational rooms, Armenian genocide memorial and recreational facility. The applicant is proposing to construct in three phases. The project area comprising of four parcels is approximately 19.30 acres. A Special Land Use Permit is required to permit Places of Worship and a daycare in residential districts. 23. HILTON TRU HOTEL JSP 17-54 Consideration at the request of Great Lakes Hospitality Group for Planning Commission s approval of Preliminary Site Plan and Storm Water Management Plan. The subject property is located on the south side of Thirteen Mile Road and east of M-5 in section 12. The site measures approximately 3.58 acres. The applicant is proposing to construct a four story 98 room hotel. The site layout proposes associated parking, loading and bike facilities. Site access is provided off of Thirteen Mile Road. 24. BALLANTYNE JSP 13-43 Consideration of the request of Singh Development for a one-year extension of the Final Site Plan approval. The subject property is located north of Eight Mile Road and west of 7

Garfield Road, in the RA, Residential Acreage Zoning District. The subject property is approximately 50.85 acres and the applicant is proposing to build a 41-unit Residential Unit Development (RUD) residential site condominium. 25. HADLEYS TOWING JSP 16-33 Public hearing at the request of The Hadleys Towing for Planning Commission approval of the Preliminary Site Plan, Phasing Plan, Woodland Permit, and Storm water Management Plan. The subject property is approximately 17.76 acres and is located on the south side of Grand River Avenue between Wixom Road and Beck Road (Section 17). Approximately 5.6 acres of the northerly portion of the property was rezoned from I -1 to I -2 with a PRO agreement. The applicant is proposing to develop the property as an outdoor storage yard to store towed vehicles. The applicant is proposing to develop the property in two phases. The first phase includes construction of 156 parking spaces and the future phase would include 115 spaces (total 271 spaces). 26. BERKSHIRE E-SUPPLY JSP 17-72 Public hearing at the request of Berkshire E-Supply for Preliminary Site Plan, Wetland Permit, Woodland Permit, and Storm water Management plan approval. The subject property is approximately 57.12 acres and is located at the southeast corner of M-5 and Fourteen Mile Road (Section 1).
