Welcome to the Women s Council of Realtors The first meeting - November 11, 1938 Our History In 1924, the California Real Estate Association formed a Women s Division after members founded the idea on a train ride home from the National Association s convention in Washington, D.C. Fourteen years later, Joseph Catherine, the 1938 president of the National Association of REALTORS (then called the National Association of Real Estate Boards) encouraged the formation of the Women s Council after being impressed by the California group and the immense potential of women in real estate. At the time, NAR was already 30 years old and most decisions were still made at the local board level. Unfortunately, most local boards - including Chicago - were still resistant to women. However, the national association was ready to recognize women in real estate and a positive vote at the 1938 annual convention resulted in the formation of a women s division. The first meeting was held during that annual convention at the Schroeder Hotel in Milwaukee, Wisconsin on November 11, 1938. Thirty-eight ambitious women representing all phases of the real estate business, we present at this first meeting. Nine States (California, Georgia, Illinois, New York, Ohio, Oklahoma, Oregon, Pennsylvania and Wisconsin) were represented at that meeting which became the organizational meeting of the Women s Council. The Illinois State Chapter...was formed in 1963 and currently consists of nine chapters that cover the entire Chicagoland area as well as Peoria, Rockford, Champaign and other downstate areas through the Member-At-Large option. The North Shore Chapter...was formed in 1972. Ruth Thiel was the first President of the Chapter and generously accepted the chapter s request to serve a second term. SOLVING THE MYSTERY OF MEMBERSHIP Illinois Women s Council of REALTORS MEMBERSHIP TYPE: REALTOR An Active member of the Women s Council of REALTORS Must be a member in good standing of the local REALTOR association Must be a member in good stand of the National Association of REALTORS NON-RESIDENT SECONDARY - DUAL An Active (REALTOR ) member who is eligible to be a member of more than one Local or State Chapter Must be engaged in the real estate profession within the territory of one Chapter and wish to obtain the services afforded by another Chapter May join 2 nd chapter by paying local dues (and also State dues if located within another State). Will not be eligible to vote or hold elective office in the 2 nd chapter. NATIONAL AFFILIATE An individual engaged in a specialty of the real estate business and who is not associated with a firm engaged in the sale, rental, management, appraisal of real property or real estate counseling, and who shall hold membership in a Local Board of REALTORS Shall pay WCR national, state and local dues May vote, hold local office (except President, President-Elect & VP Membership) May use the WCR logo and symbols and avail themselves of National WCR services May not comprise more than 30% of the National membership of the Local Chapter LOCAL AFFILIATE Individuals engaged in but not limited to a specialty of the real estate business and who are not associated with a firm engaged in the sale, rental, management, appraisal of real property or real estate counseling, and who shall NOT be required to hold membership in the Local Board of REALTORS Does not pay dues to National or State WCR receives no services from National WCR Shall pay dues only to the Local Chapter May attend local meetings May be a committee member May chair a special committee or task force May not vote, hold office, use WCR logos or symbols May not avail themselves of national WCR services Note #1: If a member is a REALTOR but also has other jobs, they are considered to be a REALTOR member as long as they are in good standing with their local association and with NAR. Note #2: If a National Affiliate wishes to join more than one chapter, the primary chapter will be the chapter stated on the National Membership Application and will be the chapter where the National Affiliate has the right to vote. All other chapters joined will classify this member as a Local Affiliate. Note #3: The By-Laws (Article II, Section 1) refer to Realtor-Associate. Illinois does not have the Realtor-Associate classification. Note #4: The By-Laws (Article II, Section 1) also refer to Institute Affiliate. These are individuals who hold a professional designation awarded by a qualified Institute, Society or Council affiliated with the National Association of REALTORS (i.e. CRE, CCIM), which addresses a specialty area other than residential brokerage.

WCR North Shore Chapter Committees STANDING COMMITTEES By-Laws Committee: Reviews By-Laws and amends as needed; Submits amendments to National WCR for approval; Notice members to local by-law changes mandated by National WCR; Develop and periodically review Standing Rules. Education and Program Committee: Plans programs for Chapter meetings each month and any special programs; Carries out program plans and completes arrangements for speakers, sites, etc.; and informs members of educational opportunities offered by the local Board, State associations, NAR affiliates, etc. Committee Chair: President-Elect/Program Chair Finance and Budget Committee: Prepares annual budget for approval by Governing Board; Reviews budget and actual expenditures with Treasurer as needed; Works with the Ways & Means committee to plan and conduct fundraising programs as needed, including funds to enable local officers to attend national meetings. Nominating Committee: Fulfills obligations of Chapter by-laws Committee Chair: Immediate Past-President Marketing & Publicity Committee: Prepares and submits media released to publicize Chapter activities and achievements as required; Plans and prepares meeting notices and newsletters for the membership; Coordinates a photographic record of Chapter activities for history and publicity. Coordinates communication of WCR-related information to Chapter members. This committee includes the member that will act as Editor of the Newsletter and the Chapter web site coordinator. Membership Committee: Recruits new members; Inducts and introduces new members at chapter meetings; Retains existing membership and re-recruits any dropped members; Notifies National WCR and state & local officers of changes of status or address of members; and Compiles Membership Database. Welcomes new members (and everyone) to Chapter meetings each month; Communicates with Chapter members who are ill or bereaved. Mails birthday cards to members. Committee Chair: Vice-President/Membership Strategic Planning Committee: Works together with the chapter leadership to plan for the next 3-5 years, keeping in mind that membership value is of the utmost importance and our #1 priority. The committee will work within the goals set forth by the leadership team and shall recommend additional goals and procedures to the Governing Board for implementation as the Governing Board deems necessary. Ways and Means Committee: Assumes from Finance and Budget Committee the responsibility to conduct charitable fundraising programs; Raises funds to enable officers to attend national and state meetings; and conducts the bi-annual Silent Auction. SPECIAL COMMITTEES: Annual Report Committee: Collects are document needed to meet the requirement of the Annual Report, due in to the National WCR office on or before February 1 of the following year. Awards and Recognition Committee: Is responsible for the nomination of the annual Realtor Member of the Year, Affiliate Member of the Year and Entrepreneur of the Year, as well as other awards that the Governing Board deems appropriate. Committee Co-Chairs: The previous year s winners, as well as the Immediate Past President Past Presidents Advisory Committee: All Past Presidents who are active Realtors or Life Members. Mentoring and advising as needed. No Chair is necessary unless directed by the Governing Board.
