McCarthy Date: October 21, 2016 Public Forum Green Team: Waste Management will be presenting the Trinity Lutheran Church Youth Group a check for $321.00 for collecting for recycling 21.4 tons of paper and cardboard during July through September period. Consent Agenda LMCIT: This is another insurance deductible to conclude a DVS lookup lawsuit. LMC Annual Membership: The annual membership in the League of Minnesota Cities has increased by 3%. New Business Declare Surplus: Chief Mincke reported final qualifications to transition to the new Glock 9mm handguns have been completed and all members of the force are now carrying those weapons. According to Mincke, the department has slightly over 3,000 rounds of 45 caliber target ammunition. He believes he may be able to trade the 45 caliber rounds for 9mm ammunition. Recommend the City Council declare the 45 caliber ammunition surplus, and authorize Police Chief Gordon Mincke to dispose of in the manner most beneficial to the City. (Motion) Administrator s Report Financial (and investment report): As of the end of the first three quarters, the City s General Fund revenues are $660,294 or $83,287 more than last year. The primary factor in the increase is revenue from building permits and plan check fees which are $51,597 more than last year. Revenue from taxes and excess TIF has also increased. General Fund operating expenditures are $656,663 or $30,330 more than the same period last year. Departments contributing to increase are Fire Protection due to the purchase of an unbudgeted truck, Building Inspection and Parks. Costs related to administration, police and streets are less than budgeted. The year-todate expenditures are 70% of the budget which is the same as last year. Year-to-date Water Fund revenue is $205,039 or $8,906 more than the same period last year. Revenue from water sales is up by $22,485. Water fund operating expenditures are $142,504 or $24,022 more than last year. At 73% of Budget, expenses for the year-to-date period are in line. For the first three quarters Sanitary Sewer Fund operating revenue is $335,324 or $36,173 more than last year. Revenue from sewer use is up by $19,756. Sewer fund operating expenditures are $166,731 or $13,296 more than last year. Refuse Fund revenue is $75,522 or $5,895 more with expenses being $58,634 or $1,971 less than last year. The increase in revenue is due to collection of delinquent fees from prior years. 1

Storm Sewer Fund revenue is $60,197 or $5,985 more than last year. 2016 is the second full year of the storm sewer fund and some property owners as still getting used to paying in a timely manner. Expenditures are $15,022 or $7.762 less than last year. The City had $3,819,818 in certificates of deposit, money market, checking and imprest funds as of the end of September. The total includes about $1,752,205 of Restricted Funds with the remainder being either Assigned or Unassigned. Restricted funds include Tax Increment monies and funds received for the construction of the Force Main and Lift Station from the sale of the 2016A Series Bonds. Kiosk Informational Sign: City Staff installed the informational sign on Tuesday, October 18. Titan Certificate of Occupancy: A review of the Minnesota Building Code in response to concerns raised by Daniel and John Zander regarding the issuance of certificates of occupancy for the erection of bins and tanks indicated the responsibility lies with the building official. The Neutral Building Official appointed according to the Settlement Agreement was informed and requested to take appropriate action. East Cannon River Trail: The contractor is continuing to make progress on the ECRT and the walkway to the shelter has been installed. The Northfield City Engineer has indicated the work for the shelter and access will be complete in time to insure the grant funding is available. Completion of the trail will be delayed until next year due to the high water. l Menards Expansion: Menards has completed the application for a public hearing, and it is scheduled for the Planning Commission meeting to be held on November 17, 2016. Crack Filling: The annual street crack filling has been completed but the chip coating will not be done until next spring. Council and Committees Park & Recreation Advisory Committee: The P&RAB met on Tuesday, October 11, 2016. CSAH #1 Scoping Committee: The Scoping Committee met on October 13 to review options related to the roundabout and non-motorized trail connecting the Northfield Trail system with the intersection at the top of the hill. The County presented three options for a trail on the north side of the road but all were unacceptable due to safety or cost concerns. A reconfigured trail to be ADA compatible on the south side was also reviewed. Dundas Councilmember Pribyl conveyed the City s interest in participating in the cost of the trail to insure the safety of the citizens of the area. Dundas / Northfield Area Intergovernmental Meeting: The quarterly intergovernmental meeting was held on October 19. Much of the discussion was about the CSAH #1 expansion with several township representatives expressing concern regarding the ability of oversized farm equipment to navigate the roundabout. Dundas Planning Commission: The Commission met on October 20. A public hearing was held to consider an application by ALDI to consolidate three parcels and to waive the PUD requirements. The Commission s recommendation will come before the City Council on November 14, 2016. Work Session 2017 Refuse Budget: Projections indicate there will be little or no change in revenue in the refuse fund. Expenditures are expected to increase by about 1% but the fund should still be generating a surplus. Next year will be the last year of the current five-year contract and it is expected expenses will be increasing by about 1%. A fee adjustment is not recommended. 2017 Storm Water Budget: 2016 is the second full year of the storm water utility after instituting a standard fee. Revenues and expenditures are still being fine-tuned, but it appears the fund will be able to maintain a positive balance as the City embarks on a storm water pond maintenance program. A budget increase in expenditures of about 3% is proposed. A fee adjustment is not recommended. Northfield Area Fire and Rescue Service: The NAFRS Board will be meeting on Thursday, October 27. Several items regarding the facility, apparently financially committing the Board and possibly the Parties are on Page 2

the agenda. It does not appear any estimation of costs have been prepared to support what appears to be a commitment of capital funds. Future Meeting Items November 14, 2016 1. CITY OF DUNDAS COUNTY OF RICE STATE OF MINNESOTA RESOLUTION NUMBER 2016-49 A Resolution Certifying Unpaid Utility Storm Water Fees WHEREAS, pursuant to proper notice duly given as required by law, the Dundas City Council has met, heard, and passed upon all objections to the proposed assessments for unpaid utility charges for storm water fees; and WHEREAS, the amounts of bad debt have been minimized through diligent collection efforts by staff; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Dundas, Minnesota: 1. Such proposed assessments for the second half of unpaid utility storm water fees, as listed in Exhibit A and made a part hereof, is hereby accepted and shall constitute the assessments again the land and named herein. 2. Such liens shall be payable over a period of one year on or before the first Monday in January 2018. 3. The owner of the property so charged may at any time prior to certification of the assessment to the Rice County Auditor pay the whole of the assessment on such property to the Dundas City Clerk/Treasurer. Such payment needs to be received by November 10, 2016. 4. The City Clerk shall forthwith transmit a certified listing of the assessments to the Rice County Auditor to be extended on the proper tax lists of the County and such assessments shall include certification fees and be collected and paid over in the same manner as property taxes. TO: Northfield / Dundas Area Intergovernmental Meeting FROM: Glenn Switzer, Mayor, City of Dundas DATE: October 19, 2016 Due to a business commitment, I will not be able to attend tonight s meeting, but I have asked City Administrator McCarthy to review some of the exciting projects which I feel will become an asset not only to the City of Dundas but to the entire area. Intergovernmental Cooperation: Cannon River Regional Park / East Cannon River Trail: The Cities of Dundas and Northfield have been working together to create a regional park and non-motorized trail along the east side of the Cannon River. In addition to the trail, a shelter and canoe access has been constructed near the city limits of each community. Reconstruction of County State Aid Highway #1. Rice County intends to rebuild a 1.7 mile section of CSAH #1. The section of county road between TH #3 and TH #246 serves 4 of the 9 governments comprising the intergovernmental association. The County has been working with the Cities of Dundas, Northfield and Bridgewater Township to build a road which will service the area for another 40 to 50 years of growth. It has been estimated that the road is the only motorized and non-motorized access for a current population of over 700 citizens of Rice County. At the request of the County, the Dundas City Council has indicated the City will commit up to $100,000 to facilitate safety and non-motorized improvements. As part of an award winning orderly annexation agreement which permitted the expansion of the City, the City of Dundas agreed to reimburse Bridgewater Township for lost taxes in an amount greater than normal and in return the Town agreed to use the reimbursement for the improvement of roads effected by annexation. For the first 8 years of the 30 year agreement, the Town has received over $300,000 in tax rebates. The City Council is suggesting the Town consider using a portion of the monies to help facilitate desired improvements in the county road including an off grade non-motorized underpass. Construction Project Update: The City has several private construction projects in in various stages of work. Projects under construction and scheduled for completion this year. College City Beverage: The beverage distributor is building a 75,000 square foot warehouse expansion. The building inspector expects construction to be substantially complete by the end of the month. Sports Dome: A private developer is building what may be the first non-publically owned facility in the state. It is anticipated the approximately 95,000 square foot dome will be operational in November. The AstroTurf has been installed and the field lining is progressing. The dome has been delivered but the mechanical systems for inflation will need to be installed. Under construction and scheduled for completion in 2017. Mechanical Systems will be expanding their operations with a new office warehouse complex. Ground work for the development has been completed and the building permit for the warehouse has been issued. D.R. Horton: Horton has begun construction of 9 single family residences. These homes will complete the Coach Home portion of the townhome development. In permitting process with anticipated building in 2017. Aldi Food Market: Aldi s has indicated their interest in construction of an approximately 19,000 square foot Food Market on vacant property along Highway 3 The Dundas Planning Commission will be reviewing the project on October 20, 2016.. Menards Storage Expansion: Menard s is working with an adjacent property owner to acquire additional land to construct a 10,000 square foot warehouse expansion.. The Dundas Planning Commission will be reviewing in November.
