Request for Proposal (RFP) Minneapolis Parks and Recreation Board (MPRB) HVAC Multi Site Facility Assessment and Recommendations Release Date: December 5, 2018 Due Date: December 21, 2018 REQUEST The Minneapolis Parks and Recreation Board (MPRB) is issuing this Request for Proposals (RFP) seeking qualified firms to provide assessment and recommendations for HVAC systems at various facilities. The selected firm or firms will work directly with an assigned MPRB Project Manager (PM) for the duration of the contract. Specifically, the selected firm will: 1. Review the HVAC Existing Equipment Summary (Attachment A) with MPRB Operations and Maintenance staff. 2. Assess each site to comprehensively evaluate the facility HVAC assets and notate system diagram on plans. (Attachment C Floor Plans) 3. Provide report and recommendations for each facility Including: A. Recommended schedule for replacing existing major equipment in kind. B. Possible recommendations for more efficient whole system replacement. C. Recommendation for adding air conditioning and / or dehumidification to each site. D. Compile information into spreadsheet. Format to be determined by owner and consultant consensus (Attachment D Sample Template) Visit and review existing facilities where controls and monitoring have been installed and develop best practice guidelines for future design and Installation. ABOUT MPRB The MRPB is an independent, semi autonomous body responsible for maintaining and developing the Minneapolis Park system to meet the needs of citizens of Minneapolis. This unique structure allows independent decision making so the MPRB can efficiently oversee a diverse system of land and water. Nine Park Board Commissioners are elected every four years: one from each of the six park districts within the city and three that serve at large. The Board of Commissioners appoints the Superintendent to provide high level oversight and leadership to the nationally renowned park system. Three Assistant Superintendents, all appointed by the Superintendent, oversee operations, planning and recreation with a staff of 400 + full time and 1200 part time employees and an annual operating budget of $54 million. The MPRB is one of five Minnesota park agencies and one of only 108 agencies in the United States that is accredited by the Commission for Accreditation of Park and Recreation Agencies (CAPRA). The Minneapolis Park System consists of 182 park properties, including local and regional parks, playgrounds, triangles, golf courses, gardens, picnic areas, biking and walking paths, nature sanctuaries, and the 55 mile Grand Rounds National Scenic Byway. Together, these properties total 6,732 acres of land and water. The backbone of the park system is its full service neighborhood recreation centers. It serves as host to approximately sixteen million visitors annually. The Park Board recently adopted a Comprehensive Plan (2007), after substantial public input, which will provide guidance through 2020. Multi site HVAC Facilities Assessment / facilities MPRB Page 2

MPRB Participation The MPRB is committing staff and other resources to support the delivery of these services. Coordination and identification of internal resources for each site / facility for on site review and inspection. Coordination includes the dates and times the site is available to perform the work. Coordinating review by internal MPRB Operations and Maintenance Staff. Scope of Work The following Scope of Work provide assessment and recommendations for HVAC systems at various facilities. This includes, the following tasks: Task 1: Review historical and anecdotal information about HVAC Facilities and meet with Operations and Maintenance staff. Historical and anecdotal information Includes: a. HVAC Existing Equipment Summary (Attachment A) b. B3 Facility Summary Sample (Attachment B) Task 2: Assess each site to comprehensively evaluate the facility HVAC assets, verify accuracy of Existing Equipment Summary and notate system diagram on plans provided by MPRB. (Attachment C Floor Plans) a. MPRB will provide a base floor plan for each site as well as any historical drawings that are available. b. Provide a system diagram to indicate location of existing equipment. Diagram need not be to scale and can be a scanned hand sketch with clear notation, PDF or CAD. Task 3: Provide report and recommendations for each facility Including: a. Recommended schedule for replacing existing major equipment in kind. b. Possible recommendations for more efficient whole system replacement. c. Recommendation for adding air conditioning and / or dehumidification to each site. d. Compile information into spreadsheet. Format to be determined by owner and consultant consensus (Attachment D Sample Template) Task 4: Visit and review existing facilities where controls and monitoring have been installed and develop best practice guidelines for future design and installation including: a. MPRB has completed 4 recent HVAC Upgrades that include new controls and monitoring using Alerton Control systems. Sites include: 1. Fuller Recreation Center (HVAC Upgrade) 2. Matthews Recreation Center (HVAC Upgrade) 3. Philips Community Center (Major Addition and Renovation) 4. PROPOSAL CONTENT, SUBMISSION & EVALUATION Respond to the following required areas of information within your proposal. To facilitate review of the information submitted, proposals shall contain the following information presented in the order noted below. Submit one electronic copy in pdf format. Proposals should be no larger than 8 ½ x 11. Proposals will become public data upon selection. Any communications and/or inquiries by a bidder during this RFP process must be submitted in writing to the individual stated below. It is not the MPRB s responsibility or practice to acknowledge receipt of any proposal as a result of the Request for Proposals process. It is the Proposer s responsibility to assure that a bid is received in a timely manner. Statement of project understanding 2. Background for all firms involved, with the lead design firm identified and placed first. List all subconsultants, including any that are certified in the City of Minneapolis Small & Underutilized Business Program (SUBP) 3. Resumes of key personnel: o identify the main contact for the project and place this resume first o for each team member include relevant project experience including their role on the project 4. Detailed project approach, work plan and deliverables 5. Project schedule. Note, if consultant can recommend a schedule that will be more efficient and / or economical, please note variation. City of Minneapolis Small and Underutilized Business Program (SUBP) I. Overview MPRB policy is to provide equal opportunities to all businesses, with an effort to redress discrimination in the MPRB marketplace and in public contracting against Minority-owned business enterprises (MBEs) and Women-owned business enterprises (WBEs). Therefore, MPRB has included an SUBP goal to facilitate participation of qualified and available MBEs and WBEs (MBEs/WBEs) on this contract. The goal on this contract will be 5% MBE/WBE (combined).* * This project has a combined MBE/WBE goal. This SUBP goal may be met by utilizing either an MBE firm or a WBE firm, or by a combination of both MBE and WBE firms. In order for the participation of an MBE/WBE firm to be counted toward the SUBP goal, the MBE/WBE firm must be certified by the Minnesota Uniform Certification Program (MnUCP). This is the only MBE/WBE certification accepted by the SUBP. Consultants should search for MnUCP certified firms using the MnUCP directory, here: (http://mnucp.metc.state.mn.us/). 1 Additionally, to be counted toward the SUBP goal, an MBE/WBE 2 must be located within the Minnesota counties of Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington, or Wright. Consultants must make a Good Faith Effort to meet the SUBP goal prior to submitting their proposal. This means that Consultants must make every necessary and reasonable effort to subcontract with MBEs/WBEs prior to submitting their proposal. Commitment to use MBEs/WBEs, Good Faith Efforts to include MBE/WBE participation, and compliance with SUBP will be a factor in the selection of proposals. II. GOOD FAITH EFFORTS EVALUATION If a Consultant does not meet the project SUBP goal, the Consultant shall demonstrate its good faith efforts to do so. To determine if the Consultant solicited MBEs/WBEs in good faith, the following list of actions may be considered: 1. Soliciting through all reasonable and available means (attendance at pre-proposal meetings, advertising and/or written notices) the interest of all MBEs/WBEs certified in the scopes of work of the contract. The Consultant must solicit MBEs/WBEs in sufficient time prior to proposal submission or to allow MBEs/WBEs to respond to solicitations. The Consultant must determine with reasonable certainty if the MBEs/WBEs are interested by taking appropriate steps to follow up on initial solicitations. 1 If a Consultant identifies a business that is not yet certified, but may qualify for certification as MBE/WBE, the Consultant should encourage the business to immediately begin the application process for certification with the MNUCP. The Consultant should include this in their Good Faith Efforts documentation. 2 The MBE/WBE must be certified within in the scope of work that they will perform, and they must perform a commercially useful function. An MBE/WBE performs a commercially useful function when it is executes a distinct element of work and carries out its responsibilities by actually performing, managing, and supervising the work involved. 2. Selecting portions of the work to be performed by MBEs/WBEs in order to increase the likelihood that the project goal will be achieved. This includes, where appropriate, breaking out contract work into smaller units to facilitate MBE/WBE participation, even when a consultant might otherwise prefer to perform these work items with its own staff. 3. Providing interested MBEs/WBEs with adequate information about the scope, specifications, design criteria, and technical requirements of the contract in a timely manner to assist them in responding to a solicitation. 4. The Consultant must negotiate in good faith with interested MBEs/WBEs and provide written documentation of such negotiation with each such business. In determining whether the Consultant negotiated in good faith, the Evaluation Panel may consider a number of factors including price, scheduling and capabilities as well as the contract goal. 5. The fact that there may be some additional costs involved in finding and using MBEs/WBEs is not itself sufficient reason for a Consultant s failure to meet the project goal as long as such costs are reasonable. 6. If requested by a solicited MBE/WBE, the Consultant must make reasonable efforts to assist such MBEs/WBEs in obtaining bonding, lines of credit or insurance as required by the city or by the Consultant, provided that the Consultant need not provide financial assistance toward this effort. 7. Effectively using the services of minority/woman community organizations; local, state and federal business assistance offices; and other organizations as allowed on a case-by-case basis to provide assistance in the solicitation and placement of MBEs/WBEs. Consultants must thoroughly document their efforts to solicit to and include MBE/WBE participation. The City of Minneapolis will monitor compliance with the SUBP throughout the contract. Compliance with the MBE/WBE goal and other SUBP requirements will be a material condition of the contract and failure to comply may be deemed a breach of contract. Please review Minneapolis Code of Ordinances Chapter 423 for more information or the contact the City of Minneapolis Civil Rights Department (612.673.2602). B3 Benchmarking System The Minneapolis Park and Recreation Board (MPRB) has implemented the B3 building energy benchmarking system. B3 Benchmarking is the building energy management system for public buildings in Minnesota, including state, local government, and public school buildings. The B3 system is used to benchmark, baseline, and track monthly energy consumption and carbon emissions for approximately fifty (50) public buildings operated by MPRB. An additional initiative underway and related to this effort is to track water consumption using a locally developed data collection system. This data gives the MPRB the ability to do the following: Systematically determine the best building candidates for improvement and investment. Measure the actual energy savings achieved from conservation investments. Have rank-ordered which buildings receive energy efficiency improvements first, thereby maximizing the effectiveness of limited investment resources. Assist facilities managers to operate buildings effectively by providing ongoing, on-demand analysis of how their buildings currently compare to a baseline year of operation. Track the success of efficiency investments made in individual buildings and report back on progress over time. Develop an orderly and credible plan for managing improvements and investments in all buildings over multiple years and multiple funding cycles.

Minneapolis Park & Recreation Board Headquarters: Guidelines for Sustainable Building and Site Redevelopment In 2012, the MPRB performed a comprehensive assessment of its headquarters building through a sustainability diagnostic evaluation. This diagnostic evaluation identifies opportunities to: Adopt best management standards, policies, and practices; Improve functionality and aesthetics; Enhance employee health; Promote sustainability practices to the public; and Reduce ongoing maintenance costs. The sustainability diagnostic resulted in findings that are practical and actionable steps to help prepare the MPRB headquarters for the energy challenges of the 21st century and better align its operations with the MPRB mission. East Phillips Cultural Community Center: Energy Efficient Facilities in Parks A variety of community forces joined together to realize the newly constructed 14,500 sq. ft. energyefficient park building featuring a high school-sized gym, commercial kitchen, teen center, computer lab, and meeting rooms to accommodate a variety of community programs. The entire project, which included the addition of site improvements as well as the new energy-efficient building, was funded by various sources including the Minnesota State Legislature, the MPRB s Capital Improvement Program, the East Phillips Improvement Coalition, Midtown Phillips Neighborhood Association, Toyota Environmental Funds, the Marbrook Foundation, the Minnesota Department of Employment and Economic Development and the Hennepin County Environmental Response Fund. At 30% more energy efficient than the average building in Minneapolis, the East Phillips Cultural Community Center sets a new standard for energy efficiency for Park Board facilities.
