OLD VILLAGE SANITARY SEWER ASSESSMENTS Assess by Old Village total project costs since the design and layout was chosen to provide the lowest overall system cost. Commercial Properties may be assigned multiple REC charges based on Met Council SAC determination manual. Total Estimated Sanitary Sewer Costs: $5.2 million. Less Trunk Sewer Oversize costs. $1.026 million. Total estimated Old Village REC Units. 394. Base Unit Assessment is $11,000 per REC (Phase 1 & Phase 2). FINDINGS AND RECOMMENDATIONS The improvements along 31 st Street, Layton Court and Laverne Court as recommended in the report are necessary to extend sanitary sewer service to these properties, replace aging watermain and reconstructing the disturbed streets. Extension of sanitary sewer service to the Lake Elmo Elementary School can potentially be accomplished 2 ways. 1) Following the public right-of-way along Laverne Avenue requires additional infrastructure improvements to be completed including watermain replacement and street reconstruction, and involves 6 additional properties receiving sewer service. 2) If private easements can be obtained the sewer service can be extended more directly to the school and at lower project cost and only involves one additional property receiving sewer service. The Laverne Avenue street, sanitary sewer and watermain improvements may then be deferred until a later date.
FINDINGS AND RECOMMENDATIONS For Option 1 Laverne Avenue Area Improvements, direction should be provided by the City in regards to the proposed sidewalk and/or trail improvements. The assessment along Laverne Avenue as been applied at 100% and includes a concrete sidewalk. No discount has been applied for a Municipal State Aid Route. It is recommend that the Old Village Sanitary Sewer unit assessment be increased to $11,300 to account for increased construction costs. It is recommended that an assessment be levied to each of the benefiting properties, payable over 15 years for the street and drainage improvements at the Bond Rate + 1%. It is recommended that an assessment be levied to each of the benefiting properties, payable over 20 years for the sanitary sewer improvements at the Bond Rate + 1%.

November 15, 2016 City Council accepts report and calls for Hearing on Improvements to be held December 20, 2016. December 20, 2016 Public Improvement Hearing. Council orders the improvement and the preparation of Plans and Specifications. April 4, 2017 Council approves the Plans and Specifications and orders the Advertisement for Bids. May 4, 2017 Receive Contractor Bids. May 16, 2017 Council accepts Bids and Awards Contract. November 15, 2017 Substantial Completion. June 30, 2018 Final Completion, including Bituminous Wear Course and final restoration.
