Robert will take up his duties on the 1st June 2011. He is a Chartered Accountant and has an MBL from Unisa amongst other noteworthy business qualifications. He has a distinguished business career having worked for companies such as Price Waterhouse, SA Breweries, Exxon in Holland, Nampak, Mega Plastics, and Clover (South Africa s largest dairy company) where he occupied the post of CEO for seven years. There was even a stint earlier on in his career as a senior lecturer in taxation at the University of Stellenbosch. Robert s areas of expertise include corporate governance, strategy development and implementation, as well as a myriad of other business processes. We are thrilled at the prospect of having his profound business skills and management experience, deployed in achieving our vision of making Zwartkop a premier residential Estate in Gauteng. THE BOARD OF DIRECTORS Security NEW VISITOR BOOKING SYSTEM AND PEDESTRIAN ACCESS CONTROL PROCEDURE Security Access control procedures are one of the most important security measures currently implemented at Zwartkop Golf Estate. Besides our perimeter fence protection, access control is the second most important deterrent to keep criminal elements out of the Estate. Considering that our perimeter fence protection is functioning very effectively with the current security camera system in place we should never loose focus on improving our access control procedures as criminals will tend to find other ways to enter the Estate if entry to the Estate becomes impossible through our perimeter fence. General access control into and out of the Estate is of a satisfactory level but certain deficiencies were nevertheless identified which certainly constitutes a security risk to the Estate. The Zwartkop Golf Estate Board of Directors recently had a discussion about security procedures for visitor bookings as well as pedestrian access control into and out of the Estate. This discussion followed a recent security evaluation on our visitor booking procedures and daily pedestrian traffic into the Estate. It has come to our attention that security on visitor booking procedures need to be tightened as there were certain deficiencies identified in the system that pose a security risk to all residents. The current access control booking procedures for visitors imply that residents with Telkom landlines must be phoned by the security personnel when a visitor arrives at the gate and the guard must confirm with the resident if the visitor is known to them and if access may be granted to such visitor. The security guard is hereby ensured that he/she is in fact speaking to a known resident of the Estate and is not at risk of giving access to unknown persons. However residents and tenants who do not have landlines are compelled to phone the security gate and pre-book their visitors to allow them access into the Estate. This poses a serious security risk as the security officer at the gate cannot identify the person calling to pre-book his/her visitor and may potentially allow unknown persons into the Estate. It was therefore decided to implement a new visitor booking procedure mainly focused on residents and tenants with no

Telkom landlines. However residents who do have Telkom landlines and are not compelled to pre book their visitors can also benefit from this new visitor booking procedure system. It has furthermore come to our attention that the Golf Estate has a large amount of pedestrian traffic entering and exiting the Estate as there are many registered clubhouse personnel and domestic personnel who use the biometric system on a daily basis to gain access into the Estate and has therefore been identified as another potential security risk to the Estate. It was then decided that it has become a necessity to install a pedestrian access turnstile gate at the Main entrance where security personnel can effectively monitor and control pedestrian access into and out of the Estate. NEW VISITOR BOOKING PROCEDURES All residents and tenants will receive a registration form attached hereto to be completed and handed to the Estate Security Manager. The Information contained on the registration form will be uploaded onto a computerised booking system at the main gate which will assist security personnel to identify a resident who phones the gate requesting a visitor booking. The resident or tenant s stand number will be used as his or her username on the booking system. Visitor pre-bookings for all the phases in the Estate will only be accepted at the Main gate from the effective date on which the system will be fully operational as that is where the system will be installed. When a resident or tenant phones the main gate he will provide his/her stand number which will allow the security guard to open up the residents particulars on the system. The guard will then request the resident/ tenant to answer a few security questions, in order for him/her to ascertain that he/she is talking to the correct person. When the identity of the tenant/resident has been confirmed by the guard (all details that the tenant supplied has to correspond with the details on the system). Then only can the booking proceed. Details of the visitor must then be supplied to the guard which will be entered into the system. A visitor pin number will be supplied to the resident/tenant. The resident/tenant must provide his/her visitor with the pin number given by the guard. When the visitor arrives at the visitors entrance gate at the phase where he requires to gain access the visitor will enter the pin number into a keypad situated next to the visitors entrance biometric reader which will then automatically activate the enrollment of the current softcon database. Visitors who require to enter Jones Creek or Vardon fairways booms will use the same pin code given to him/her to enter at main gate and will enter it into a keypad situated at Vardon Fairways or Jones Creek boom gates to open the respective booms. NEW PEDESTRIAN ACCESS CONTROL PROCEDURES The new pedestrian turnstile gate will be installed at the Main entrance of the Estate and will consist of two biometric fingerprint readers, one for entry and one for exit. All registered pedestrians for e.g. clubhouse personnel, domestic and garden personnel or any personnel registered to walk into the Estate will be required to use the pedestrian turnstile gate to gain access into and out of the Estate. The pedestrian access gate will be linked to the current biometric access system which will allow security to monitor and control pedestrians who enter and exit the Estate on a daily basis. Residents/tenants are therefore requested to indicate on the attached registration form on which days their registered personnel will be working in the Estate as this information will be programmed into the current biometric access system and will only allow the person to enter the Estate on the specified days. If the person tries to enter the Estate on any other days besides the days programmed on the biometric access system the system will block that person from entering the Estate. Registered domestic and garden personnel who work at phase 2 ( Snead Manor & Sarazen View) and phase 3 (Nelson Woods) will be required to enter through the turnstile gate at the main entrance and walk to their respective place of employment using the golfers pathway on the course. The system will also give a printout to security at the end of each day indicating who entered the Estate and who did not exit. Security personnel will then be able to go and search for the person and escort them out of the Estate. TARGET DATE FOR IMPLEMENTATION OF NEW VISITOR BOOKING SYSTEM The new visitor booking procedure system will be fully operational end of June 2011 as security personnel need to be adequately trained on the system and all residents information need to be uploaded onto the database. TARGET DATE FOR IMPLEMENTATION OF NEW PEDESTRIAN ACCESS CONTROL GATE The pedestrian turnstile gate will be operational by 15 June 2011. SECURITY MANAGER
