Smithson s work consisted of an installation named Patio & Pavilion and symbolically summarised the minimum requirements for adequate housing. The metaphor of the Patio & Pavilion is clearly applicable to the objective of this design competition: to design a single family dwelling that is radically cheap to build for Luanda, a city which is under extreme demographic pressure and is undergoing an intense process of transformation, and that is suited to the cultural, economic and social circumstances of the area. This project, promoted in collaboration with the Luanda Triennale, should include the possibility of dwellings that allow for evolutionary solutions, and possibly self-construction, which are therefore adapted to the speed of transformation of the social fabric of Angola and Luanda, being the large African metropolis that it progressively will become. From the uterus to the house, this intrinsically feminine universe that represents the act of inhabiting is a place and inside it all of the forms of being in the world merge together, being a father or a son, being before or after. The home in Luanda is a polarizer of the family world in its widest sense. The fundamental relationships of socialisation begin and end inside it. Birth, growing up and even death symbolically take place in the home and the understanding of this is tied to the ability to interpret the person from Luanda, the Angolan and even the African. The home today still preserves those ancestral places, which are not limited to walls or roofs. This entity which is so conventional and

which is a place of things, emerges from man rather than space. It is something created for us. For this reason, and so many others, it is fundamental to us to be collective, and nothing is more us than a piece of the sky... Architect Ângela Branco Lima Mingas Luanda, 4 February 2010 III - Objective A HOUSE IN LUANDA: PATIO AND PAVILION is a Design Competition, an initiative of the Lisbon Architecture Triennale in partnership with the Luanda Triennale, and its aim is to select the best proposal for the design of a prototype of a family unit which leads to a patio, with a low construction cost, aimed at severely deprived families, typically consisting of 7-9 people (Parents, 3 children and 2 grandparents or Parents, 5 children, 2 grandparents), in an area of flat topography, located within the city limits of Luanda. The aim is to create a replicable model that reflects the social, economic and cultural specificity of Luanda, with the idea that this model should weave the urban fabric of the city, using systems, practices and materials which are commonly found in local architecture. The construction method should favour sustainability, with the possibility of a phased construction or even recourse to self-construction by the future residents, in the hope of a prospective attitude linked to an evolutionary component of the model. Although there are no volumetric limits to the housing proposals to be submitted, they must, however, take into consideration the following parameters for their development, during the Preliminary Study: 1 Total Area of the Lot - > 250 m2 ( front of the lot: 10m depth of the lot: 25m ) 2 Gross Building Area - > 100 m2 ( maximum distribution on two floors ) 3 Total Cost of the Build - > 25,000.00 ( twenty five thousand Euros ) As no contract has yet been awarded, the objective of the Lisbon Architecture Triennale is to set into motion the necessary efforts in order to promote the construction of this family unit. In order to achieve this, the selected projects will be disclosed to the governmental and local Angolan authorities, as well as private developers who have the availability and a suitable profile to be involved in this project.

IV Competition A - SCOPE AND ENTRANTS A.1) The competition is open to Portuguese and foreign architects, who must hold membership of their respective Professional Association; A.2) Individual or team works are accepted. B - REGISTRATION Only the applications that comply with the following conditions will be accepted: B.1) Registration form Registration, which is free, must be carried out by filling in and submitting the form which can be found on the website www.trienaldelisboa.com B.2) Restrictions The following may not apply: - Team members who are relatives of the Jury; - Architects who are permanent partners or employees of the members of the Jury; - Employees of the Sponsoring Body. B.3) Requests for clarification Requests for clarification must be sent to the Lisbon Architecture Triennale by e-mail to ritapalma@trienaldelisboa.com in accordance with the schedule. C - SUBMITTING THE PROJECT An envelope containing the Project ( Envelope 1 ), and another containing the Documents ( Envelope 2 ) and another containing a CD- R ( Envelope 3 ) must be contained within an outer cover that is sealed and opaque, with A HOUSE IN LUANDA: PATIO AND PAVILION printed on the front. C.1) Envelope 1 with PROJECT printed on the front The presentation of the project should consist of 2 vertical DIN A1 format panels, ready to be placed side by side, glued to a light and strong support (scale model type card), of a maximum thickness of 6 mm. Both panels should consist of graphic and written elements (in English only) which convey the proposals in the easiest to understand way, including:

- Project brief; - Floor plan with captioning with a scale of 1:50; - Roof plan with a scale of 1:50; - Longitudinal and cross-sections with a scale of 1:50; - Elevations with a scale of 1:50; - Construction drawing with a scale of 1:20 explaining the proposed construction solutions; - Internal and external perspectives (3D simulations and photographic records of the scale model) of the proposal up to a maximum of 8 (eight), showing the proposed object; - Diagrams of possible combinations in succession of the proposed model, in order to generate different road concepts, different relationships between them, and different concepts of neighbourhood. C.2) Envelope 2 with DOCUMENTS printed on the front The documents (in English only) that must be included in this envelope are: - The project s Technical Specifications indicating the author(s) of the project; - Legible, fully completed registration form; - copy of the ID document (front and back, of each member of the team); - membership certificate from the respective Professional Association in their country of origin. C.3) Envelope 3 - with CD- R printed on the front The submission of the project must be accompanied by a CD-R with the material for publication, including: - the drawings in.eps and.pdf ( Adobe Acrobat ) format; - the images [3D simulations and photographic records of the scale model] in.tif format ( 300 dpi resolution ) and of dimensions that will allow them to be published in DIN A4 format; - the written elements in. DOC format ( Microsoft Word ). C.4) Deadline for the receipt of the Project The deadline for receipt of the project at the Fundação EDP is 3 May 2010 at 5pm. C.5) Transmission The projects should be sent to the following address: Fundação EDP Av. de Brasília, Central Tejo 1300-598 Lisboa PORTUGAL

They must be sent by registered post with acknowledgement of receipt. Personal delivery to the Fundação EDP must be carried out between 10am and 5pm from Monday to Friday, and the corresponding delivery receipt must be requested at the reception, which must indicate the date and time. C.6) Liability The Architecture Triennale disclaims all liabilities or damages in case of damage or loss. The projects submitted will be held in the possession of the Architecture Triennale, and may be disclosed, in ways to be established, without incurring the temporary or permanent transfer of the copyright of their respective owners. Projects not selected will be returned at the expense of the entrant and on request of the entrant, within 30 days following the announcement of the shortlist, and may also be collected from the same address to which they were delivered. D - SELECTION PROCESS D.1) Shortlist From among the projects a shortlist of 30 finalists will be chosen. The authors of the 30 finalist projects will be contacted by the TRIENNALE to develop, in accordance with the schedule, a presentation model of their proposal, which will appear at the exhibition at the Museum of Electricity, to be held from 28 October 2010 to 16 January 2011. D.2) Scale Model The entrants, whose projects are selected for the shortlist, must present, in accordance with the schedule, a scale model to present the project submitted to the competition. The scale model must be consist of an item with a scale of 1/20 and must identify the Entrant in the lower right-hand corner. The materials used are the full responsibility of the Entrants. With the copyright of the authors of the models protected, the models will be donated to the Luanda Triennale at the end of the exhibition, so that they can be integrated into possible repeats of the Exhibition in Angola, and in order to contribute to the development of the investigation into types of housing for environments with an extreme lack of resources. E - SELECTION PROCESS The factors for selecting the Works are the following: a) Quality of the proposal (25%); b) Suitability to the Competition Objective (25%);

c) The ability of the proposed model to weave the urban fabric of the city (25%); d) Financial feasibility of the solution (25%). F - JURY The Jury of the A HOUSE IN LUANDA: PATIO AND PAVILION Competition is made up of 4 members and a president. In the event that any of the jury members is absent, the president will have the casting vote. At the end of the competition, the Jury will produce a report, upon which the deliberations (in accordance with the adopted criteria) will be based. I - PRIZES Four Prizes will be awarded, with a total value of 25,000 ( twenty five thousand Euros): 1st Prize...10,000.00 (ten thousand Euros ) 2nd Prize...7,500.00 ( seven thousand five hundred Euros) 3rd Prize...5,000.00 (five thousand Euros) 4th Prize...2,500.00 ( two thousand five hundred Euros) If the Jury so wishes, it may also award a single Honourable Mention.
