The IMPULS Project Is a Project About Cooperation, Coordination, Transparency and Data Sharing A SDI project in the Western Balkan region Peter Wasström, Head of International Services Department, Lantmäteriet, the Swedish Mapping, Cadastral and Land registration Authority

IMPULS Project A SDI project in the Western Balkan region

IMPULS project - basic facts Financing: Sida, Swedish International Development Cooperation Agency Implementation: Lantmäteriet, Swedish mapping, cadastral and land registration authority (leading partner) State Geodetic Administration, Croatia (junior partner) Duration: June 2014 June 2018 Total amount: 38 900 000 SEK (app. 4,2 mil EUR) Beneficiary: 8 institutions in charge of providing basic spatial data and SDI from 6 countries in the Western Balkan Region, (generally responsible as coordinators as well as primary data producers/providers).

Beneficiaries Immovable Property Central Registration Office of the Republic of Albania (IPRO) National Authority for Geospatial Information in Albania (ASIG) Federal Administration for Geodetic and Real Property Affairs of FBiH (FGA) Republic Authority for Geodetic and Property Affairs of the Republic of Srpska (GARS) Kosovo Cadastral Agency (KCA) Agency for the Real Estate Cadastre of the Republic of Macedonia (AREC) Real Estate Administration of Montenegro (REA) Republic Geodetic Authority of the Republic of Serbia (RGA)

INSPIRATION (EU IPA funds) IMPULS (Swedish funds) Aim of IMPULS - to continue the cooperation that was developed during the INSPIRATION project and increase it both to be wider (involving more stakeholders and more issues) deeper (hands on workshops, joint development, sharing experiences etc.). INSPIRATION From more general activities for raising awareness, making analyses and transferal of high level knowledge. IMPULS Toward increasing practical knowledge (hands on work), capacity and supporting actual implementation of the INSPIRE Directive.

Expected Project Impact - long term ultimate result INSPIRE Directive is implemented in the region, enabling the beneficiary countries to meet the EUrequirements in this area INSPIRE Interoperable content and services are delivered efficiently, supporting the development of e- government in each country - in accordance with the PSI Directive Interoperability Contribution to the economic development, transparency of ownership and anticorruption processes, in accordance with SEE 2020 Transparency & Economic development

Project Work Packages - WP

Approach and methodology Seminars information activities, presentations, discussions => increasing knowledge, preparing for tasks to be implemented, setting a base for next step Additional limited activity: Other support from the project (consultancy services for specific tasks) can be more individual towards BO Workshop actual work, learning by doing, hands on work => giving tangible results, e.g. specification, technical framework, draft law, first meta data profile etc. On-line trainings

IMPULS is about Cooperation IMPULS will provide the basis for: how technical interoperability can be achieved how authorities should disseminate spatial data in an electronic format via services and how they should share geodata with other public authorities and also other countries. An overall goal for IMPULS is HUMOR (Harmonized Unified Metadata Overall of the Region). The Nordic countries cooperation - an input model for this project.

IMPULS Corner stones Cooperation Coordination IMPULS Transparency Sharing A key success factor for the project is cooperation at different levels sharing data and working together to increase the benefits of this data, as well as working together to collect a potentially higher quality of data.

Future development Develop and maintain SDI Well working SDI First step of establishing a SDI Introducti on to SDI Include other stakeholders in SDI Implementing an SDI - Metadata - Harmonised data - Services - Geoportal - Data sharing Introduction for other stakeholders Additional data sets Other stakeholders set up SDI components - Metadata - Harmonised data - Services - Data sharing Coordinators act as drivers and support other stakeholders
