GUIDANCE INFORMATION Building Consent and Inspection fees Applicable from 1 July 2013-30 June 2014 These charges apply to all actions of the Council for which a charge may be levied pursuant to section 219 of the Building 2004 The standard fees in this schedule are minimum fees. No Building Consent will be released without payment of these fees. If the cost of processing significantly exceeds the unit price then the actual time shall be payable at the hourly rate. All fees calculated at the time the consent is granted are an estimate, and fee rates are valid for 12 months only. Inspections or other work undertaken (e.g. CCC review work) more than one calendar year after the consent is granted will be charged at the rate of the financial year during which the work is undertaken. For example: an inspection paid for in 2006 for $100 but not undertaken until early 2012 (was $140) will incur an additional cost of $40. Specialist services shall be payable at cost. Non-residential building consents refer to all projects that require assessment in terms of public access, fire assessment in terms of escape and egress, accessibility issues, commercial gain where worker protection is concerned or places for congregation. Types of buildings include shops, offices, doctor's rooms, sports venues, clubs, schools, show homes, farm sheds or similar etc. Building projects valued at $20,000 and over are subject to levies from the Department of Building and Housing (DBH - part of the Ministry of Building, Innovation and Employment) and the Building Research Association of New Zealand (BRANZ). Payment of an initial invoice is required for all Building Consent applications where the project value is over $7,500. The invoice contains Document lodgement fee Processing project value fee Planning check or Project Information Memorandum fee Searching a certificate of title fee, if required. Applications will not be processed until this first invoice is paid. Applications with project value of $7,500 or less are invoiced at the end of processing. No upfront invoice is generated. Certificate of Acceptance (COA) for non-approved work will be charged a minimum non-refundable fee of twice the equivalent standard rate of a building consent fee based on market value of the building project - additional time will be All levies for projects $20,000 and over also apply. Requests for information other than those relating to either the Resource Management Act 1991 or the Building Act 2004 that cannot be answered by customer service representatives will be processed and costs recovered at the hourly rates specified for the provision of information under the Local Government Official Information and Meetings Act 1987 as specified in the Schedule of Fees and Charges for Requests for Official Information. The Council will investigate instances of alleged non-compliance with the Building Act 2004, the Building Code and related matters. In the event that an investigation concludes that an offence has occurred, costs associated with such investigations, calculated in accordance with the hourly rate specified for monitoring, will be recovered from the offending party or owner of the property on which an offence has occurred. Non Residential All Non-residential building consents projects are those that require assessment in terms of public access, accessibility, fire and worker safety, including places for congregation. Types of buildings include, but are not limited to; shops, offices, doctor's rooms, sports venues, clubs, schools, show homes, farm sheds and farm buildings. Final inspection fees may also be required for other projects as deemed appropriate by the building inspector or processing officer. Code Compliance Certificates and associated inspections must be paid prior to the building consent being released. Fee rates are valid for 12 months only and are calculated at the time the consent is granted. Per consent $110 Swimming Pool inspections Per inspection $160 REQUESTS FOR INFORMATION Requests for information other than those relating to either the Resource Management Act 1991 or the Building Act 2004 that cannot be answered by customer service representatives will be charged at the hourly rates specified under the Local Government Official Information and Meetings Act 1987, Schedule of Fees and Charges for Requests for Official Information. Other Administration costs Disbursement cost such as digital scanning, supplying a certificate of title or photocopying etc. will be charged at actual costs as appropriate. Page 4 of 5

As incurred Actual Cost Council's role as a Building Consent Authority is the responsibility for issuing consents for building development in the district to ensure buildings are safe for people. This important work include, processing and assessing plans and documents, as well as conducting inspections to ensure compliance with building consent conditions and relevant legislation. Council is also responsible for ensuring swimming pools are safely fenced, administering building warrants of fitness for public buildings and ensuring earthquake prone buildings are identified. Please also note that: The standard fees in this schedule are minimum fees. Building consents will be granted and released once payments of the fees have been receipted. If the cost of processing significantly exceeds the fee or deposit stipulated below, then an actual time charge shall be payable at the hourly rate as set out in the schedule below. Fees associated with processing the building consent cover the assessment only. Inspections, lodgement, Code Compliance Certificate (CCC) and other professional fees are charged separately. An initial lodgement fee is required with all Building Consent and Certificate of Acceptance (COA) applications. Once the initial lodgement fee is paid the application will be lodged and sent for processing starting the 20 day time clock COAs require the highest level of technical input, which may result in additional fees. Council will refund any unused portion of fees for cancelled or withdrawn consents. Specialist services (payable at cost) and Central Government levies payable via Council are additional to fees and charges. Fees are charged based on the market value of the building project or as specifically identified. Please contact Council Building Control Unit if you have any further questions.
