Reprt in Brief Cmmencing in 2016, the Arlingtn Estates neighbrhd apprached the City t request permit parking t address parking verflw issues frm Claytn Valley Charter High Schl (CVCHS) in their neighbrhd. The neighbrhd subsequently submitted a signed petitin f ver 70% f its residents (74 signatures in favr f permit parking fr 105 husehlds) t the City in rder t request permit parking. As set frth belw, staff recmmends that the City Cuncil apprve the Arlingtn Estates petitin fr permit parking. Hwever, staff als recgnizes that permit parking in the Arlingtn Estates neighbrhd will result in student parking verflw in the adjacent Park Highland neighbrhd, which is lcated alng Park Highland Blvd between Alberta Way and Balham Drive. Backgrund The Arlingtn Estates Neighbrhd apprached the City in 2016 t request permit parking. Based n preliminary analysis, permit parking prgram was identified as a means f addressing the issue and the neighbrhd submitted a cmpleted petitin with the required signatures. Transprtatin staff initially attempted t cntain the parking verflw issues by installing N Schl Traffic signs, assuming students wuld cmply with the advisry signs. Hwever, given these signs are nt enfrceable, the parking verflw and the assciated issues f littering and nuisance have cntinued unabated. Analysis Upn review f current cnditins, with numerus students cntinuing t park in the Arlingtn Estates Neighbrhd, the implementatin f permit parking with tw-hur time restrictins during schl hurs is recmmended, as allwed fr under the City s Municipal Cde. Pursuant t Cncrd Municipal Cde Sectin 10.30.410, a verified petitin must be signed by at least 50 percent f the residents, representing at least 50 percent f the residential units in the area being cnsidered fr a permit parking designatin. The Arlingtn Estates neighbrhd residents gathered apprximately 70% signatures in favr f permit parking and submitted the petitin t the City in August 2018. (Attachment 2) With implementatin f permit parking in this neighbrhd, student parking is anticipated t shift t ther areas withut parking restrictins and back t schl parking lts. Cnsidering the anticipated shifting f student parking, staff is requesting Cuncil take a pre-emptive measure t pre-apprve permit parking fr the Park Highland neighbrhd alng Park Highland Blvd between Alberta Way and Balham Dr. which have n permit parking restrictins in place. This pre-apprval by the Cuncil wuld allw the Nrth Highlands neighbrhd near CVCHS t gain permit parking thrugh a mre streamlined prcess shuld the neighbrhd desire t d s in the future. Infrmal discussin with sme residents alng the Nrth Highland Blvd neighbrhds regarding pre-apprval fr permit parking in their neighbrhd has been received favrably. The City s permit parking prcess has recently becme easier in that it was mved nline. Residents can nw btain their permits withut visiting a City facility, if they s chse. The neighbrhd residents wishing t participate in the prgram pay an annual fee f $11.30 per vehicle (adjusted annually fr inflatin) and are issued a permit valid n a calendar year basis (January 1 st t December 31 st ). Guest parking is allwed thrugh temprary permits. Alternatives An alternative t permit parking was implemented via signage in 2016 t deter schl traffic in the Arlingtn Estates Neighbrhd. The signs prved unsuccessful in diverting schl-related traffic as they are nt enfrceable by ur Plice Department. Financial Impact There is n fiscal impact fr the City with the implementatin f the permit parking prgram. Envirnmental Determinatin This activity is cvered by the general rule that CEQA applies nly t prjects which have the ptential fr causing a significant effect n the envirnment. Per Subject t CEQA Guidelines Sectin 15061(b)(3), where it can be seen with certainty that there is n pssibility that the activity in questin may have a significant effect n the envirnment, the activity is nt subject t CEQA. If this activity is a prject, it is Categrically Exempt frm further review under the prvisins f the Califrnia Envirnmental Quality Act (CEQA) under CEQA Guidelines Sectins 15303 New Cnstructin r Small Structures and 15305 Minr Alteratins in Land Use Limitatins as the prject cnsists f installing permit parking signs and issuance f parking permits.
