Relates to Strategic Plan Strategic Goal - Economy Approval of this final CSM will define the development site for a new 12,000 square-foot shop and office facility for Westphal Electric. Executive Summary The City of Janesville requests approval of a two-lot survey of land located along the inside of Capital Circle (see Map 1). City Recommendation The City recommends approval of CSM 17002-C, subject to the following: 1. Payment of land division assessments as calculated by the City Engineer including $14,687.46 for storm sewer improvements. Suggested Motion I move to approve final Certified Survey Map 17002-C, City of Janesville, 2 Lots along Capital Circle, subject to the condition noted in the Planning Services Memorandum dated March 13, 2017. Background Lot 1 will be sold in accordance with the terms of a Tax Increment Financing (TIF) agreement previously approved by the City Council to facilitate development of a 12,000 square-foot electrical contractor shop and office facility (Westphal Electric). The land area necessary to accommodate the proposed development is approximately two-thirds of an acre less than the current size of Lot 1, which was previously surveyed. In order to maximize the development potential of its industrial park land, the City proposes to redraw the existing south property line of the lot to enlarge the future industrial development site to the south, which is designated as Lot 2 by this survey. Lot 2 will be retained by the City until such time as development is proposed for that property. 1
Options Approve Final CSM 17002-C by consent. Request Final CSM 17002-C be removed from the Consent Agenda and take separate action to deny or conditionally approve. Analysis A. The survey area is zoned M1, Light Industrial District. Both lots comply with the standards of the zoning ordinance and subdivision ordinance. B. Lot 1 will be sold for development of an office and shop facility for Westphal Electric. Development plans for the new Westphal office and shop have been approved. Planned facilities for parking and stormwater are sized appropriately for the development and, including the stormwater drainage swales and infiltration basin, nearly two-thirds of the site will be green space. Following construction of this facility, Westphal Electric will relocate from its current City-owned location at 123 St. Mary s Court (northwest corner of W. Memorial Drive and N. Parker Drive). The City will then remove the existing building and pavement from that site to create additional parkland green space along the Rock River. At its meeting of February 27, 2017, the City Council approved a contract to complete this demolition and site restoration work. C. The Pedestrian Transportation Corridor Plan (PTCP) indicates that sidewalk is not planned along the Capital Circle frontage of the survey area. D. Existing utility easements are delineated along with those to be established by this survey. The standard utility note has been included as well. E. The survey is subject to land division assessments in the amount of $14,687.46 for storm sewer improvements, as calculated by the City Engineer. Payment of the assessments will be satisfied in accordance with the terms of the TIF agreement noted above. F. At its meeting of March 6, 2017, the Plan Commission voted unanimously by consent to approve the final survey and forward it to the City Council with a favorable recommendation, subject to the condition noted in this memorandum. Conclusions Approval of this final CSM will define the development site for a new 12,000 square-foot shop and office facility for Westphal Electric.
